GENTEXT/REMARKS/1.  REFERENCE A IS CANCELLED.  THIS MARADMIN
ESTABLISHES THE NEW POLICY ON PAYMENT OF AN ADDITIONAL ASSIGNMENT
INCENTIVE PAY (AIP) TO MARINES SERVING BOG IN THE UNITED STATES
CENTRAL COMMAND (USCENTCOM) AREA OF RESPONSIBILITY (AOR), WHO AS A
RESULT OF AN INVOLUNTARY EXTENSION OF A UNIT DEPLOYMENT AGREE TO
EXTEND AN ENLISTMENT OR REENLISTMENT TO COMPLETE THE DEPLOYMENT.
2.  BACKGROUND
    A.  REF A ORIGINALLY AUTHORIZED MARINES SERVING IN UNITS NOT
WITHIN THE USCENTCOM AOR AND SERVING IN A CAPACITY OTHER THAN BOG TO
RECEIVE AIP FOR AGREEING TO EXTEND AN ENLISTMENT OR REENLISTMENT TO
COMPLETE THE DEPLOYMENT IF THEIR EXPECTED DEPLOYMENT COMPLETION DATE
WAS INVOLUNTARILY EXTENDED DUE TO UNPLANNED OPERATIONAL
REQUIREMENTS.  THIS MARADMIN MODIFIES THE ORIGINAL POLICY.
EFFECTIVE THE DATE OF THIS MARADMIN, ONLY MARINES SERVING BOG IN A
UNIT INVOLUNTARILY EXTENDED IN THE USCENTCOM AOR, BY THE SECRETARY
OF DEFENSE (SECDEF), WILL RECEIVE AIP IN ACCORDANCE WITH THIS
POLICY. THIS MARADMIN SHOULD BE READ IN ITS ENTIRETY.
    B.  PER REFS B AND C, ONLY THE SECRETARY OF DEFENSE (SECDEF) CAN
INVOLUNTARILY EXTEND A UNIT BEYOND 365 DAYS, OR 14 DAYS OR MORE
BEYOND THE ORIGINAL ROTATION DATE IF LESS THEN 365 DAYS.  ANY
PROPOSED INVOLUNTARY EXTENSION OF A UNIT MUST BE REQUESTED BY THE
COMMANDER OF THE JOINT TASK FORCE (CJTF) OR THE COMMANDER OF THE
UNITED STATES MARINE CENTRAL COMMAND (COMUSMARCENT) TO THE
COMMANDER OF THE UNITED STATES CENTRAL COMMAND (CDRUSCENTCOM),
INFO THE COMMANDANT OF THE MARINE CORPS (CMC), AND APPROVED BY THE
SECDEF.
3.  PER REF D, MARINES SERVING BOG IN THE USCENTCOM AOR WHO AGREE TO
EXTEND THEIR EXPIRATION OF ACTIVE SERVICE (EAS) IN ORDER TO COMPLETE
A DEPLOYMENT WITH A UNIT INVOLUNTARILY EXTENDED BY THE SECDEF, WILL
RECEIVE $500 OF AIP PER MONTH FOR EVERY MONTH EXTENDED AND SERVED
BOG IN THE USCENTCOM AOR BEYOND THE EXISTING EAS.
4.  PAYMENT:  THE $500 AIP WILL NOT BE PRORATED AND IS PAYABLE FOR
ANY MONTH OR PARTIAL MONTH THE EAS IS EXTENDED IN WHICH THE MARINE
SERVES BOG IN THE USCENTCOM AOR BEYOND THE EXISTING EAS. I.E. A
MARINE WITH AN EAS DATE OF 20081001 IS IN A UNIT INVOLUNTARILY
EXTENDED TILL 20081115.  THE MARINE SIGNS A SIX MONTH EXTENSION.
THE MARINE WILL ONLY RECEIVE AIP FOR THE MONTHS OF OCTOBER AND
NOVEMBER (TOTAL PAYMENT OF $1,000) SINCE THESE ARE THE ONLY MONTHS
OF THE EXTENSION SERVED BOG IN THE USCENTCOM AOR.
5.  ELIGIBILITY REQUIREMENTS:
    A.  THE INDIVIDUAL MUST BE SERVING BOG IN A UNIT INVOLUNTARILY
EXTENDED IN THE USCENTCOM AOR, BY THE SECDEF.
    B.  THE INDIVIDUAL'S EAS EXTENSION MUST BE EXECUTED FOR THE
PURPOSE OF EXTENDING THE EAS TO COMPLETE A DEPLOYMENT WITH THE UNIT.
    C.  INDIVIDUALS MUST AGREE TO REMAIN WITH THEIR CURRENT UNIT TO
COMPLETE THE EXTENDED DEPLOYMENT.
6.  AIP AUTHORIZATION REQUIREMENTS:
    A.  MARINES WILL SIGN A WRITTEN AGREEMENT. THE BELOW WRITTEN
AGREEMENT WILL BE MAINTAINED IN THE COMMAND'S UNIT FILES FOR THE
DURATION OF THE AIP PERIOD:
"EFFECTIVE THE DATE OF THIS AGREEMENT, I, [RANK, LAST NAME, FI, MI,
L4-SSN] UNDERSTAND THAT, INCIDENT TO THE EXTENSION OF MY
ENLISTMENT/REENLISTMENT ON OR PRIOR TO MY EAS DATE, I WILL BE PAID
ASSIGNMENT INCENTIVE PAY (AIP) IN THE AMOUNT OF $500 PER MONTH FOR
ANY MONTH OR ANY PORTION THEREOF THAT MY EAS IS EXTENDED FOR THE
SOLE PURPOSE OF SERVING BOOTS ON THE GROUND IN THE USCENTCOM AREA OF
RESPONSIBILITY WHILE COMPLETING THE INVOLUNTARY EXTENDED DEPLOYMENT
OF MY UNIT.  FAILURE TO COMPLETE THIS SERVICE REQUIREMENT MAY RESULT
IN THE TERMINATION OF THIS AGREEMENT AND MY REPAYMENT OF ANY
UNEARNED PORTION OF THE AIP PAYMENT.  I FURTHER UNDERSTAND THAT
REPAYMENT WILL NOT BE SOUGHT IF MY INABILITY TO COMPLETE THE SERVICE
REQUIREMENT SPECIFIED IN THIS AGREEMENT IS DUE TO MY DEATH, ILLNESS,
INJURY OR OTHER PHYSICAL IMPAIRMENT, NONE OF WHICH WAS THE RESULT OF
MY MISCONDUCT, OR OTHER CIRCUMSTANCE DETERMINED TO BE REASONABLY
BEYOND MY CONTROL."
    B. CAREER RETENTION SPECIALISTS WILL PREPARE AIP CONTRACTS. AIP
CONTRACTS MUST BE SIGNED BY THE MARINE AND THE BATTALION LEVEL
COMMANDER.  BY DIRECTION IS NOT AUTHORIZED.  WRITTEN AGREEMENTS WILL
BEGIN ON THE DATE SIGNED.  MONTHLY PAYMENT WILL BE CALCULATED IN 30
DAY INCREMENTS BASED ON EXTENSION DURATION.
7.  TERMINATION: PAYMENT OF AIP WILL TERMINATE WHEN THE FOLLOWING
OCCURS:
    A.  SERVICE-INITIATED, NO FAULT-OF-THE-MARINE, CURTAILMENT OF
AIP TOUR.
    B.  TERMINAL LEAVE.
8.  DO/FO PAYMENT PROCEDURES.  A NAVMC 11116 IS REQUIRED TO BE
SUBMITTED MONTHLY FOR PAYMENT OF AIP.  UPON RECEIPT OF THE NAVMC
11116, ISSUE A MISC CREDIT (TTC 694) USING ONE OF THE BELOW AIP PAY
CODES: ACTIVE COMPONENT ENLISTED 25002 AND TAX CODES: 1, 4 AND 9C
DEPENDING ON CIRCUMSTANCES.
9.  UNIT DIARY ENTRY WILL BE MADE BY THE COMMAND PERSONNEL CENTER.
A DCC IS NEEDED TO ACCOUNT FOR THE NUMBER OF MARINES PARTICIPATING
IN THE PROGRAM.  CMC (MMEA) WILL ENTER A DRAW CASE CODE (DCC) OF A6,
COMBAT EXTENSION PROGRAM INTO THE MARINE CORPS TOTAL FORCE SYSTEM.
10.  ADJUSTMENTS TO THE MARINE'S EXPIRATION OF ACTIVE SERVICE (EAS)
MAY BE REQUIRED. IF ADDITIONAL OBLIGATED SERVICE IS NEEDED TO
FULFILL THE COMMITMENT, ALL REQUESTS MUST BE SUBMITTED TO DEPUTY
COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS (DC, M&RA), MANPOWER
MANAGEMENT (MM).  LOCAL COMMANDERS ARE NOT AUTHORIZED TO CHANGE A
MARINE'S EAS.
11. THIS MESSAGE IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
12. RELEASE AUTHORIZED BY MR. M. F. APPLEGATE, DIRECTOR, MANPOWER
PLANS AND POLICY DIVISION.//
