GENTEXT/RMARKS/1. BACKGROUND.  DC M&RA HAS COMMENCED AN INITIATIVE TO
REINVIGORATE AND IMPROVE AR PROGRAM SUPPORT TO AC OPERATIONAL FORCES
AND ADDRESS REAL AND PERCEIVED CHALLENGES AND DEFICIENCIES OF THE AR
PROGRAM. PER REF D, DC, PP&O IDENTIFIED THE 4TH GOAL OF THE INITIAL
OPERATIONAL SUPPORT CAMPAIGN PLAN AS PROVIDING CONTINUOUS IMPROVEMENT
IN THE MARINE CORPS RC ACTIVATION AND INTEGRATION PROCESS.  TO THIS
END, DC M&RA HAS DIRECTED RESERVE AFFAIRS (RA) TO DEVELOP A PLAN OF
ACTION AND MILESTONES (POA&M) TO “REINVIGORATE AND IMPROVE” THE AR
PROGRAM IOT ENHANCE SUPPORT TO AC OPERATIONAL FORCES AND TO ENSURE
CONTINUOUS IMPROVEMENT IN THE OVERALL RC ACTIVATION AND INTEGRATION
PROCESS. THIS MARADMIN IMPLEMENTS POLICY, ASSIGNS RESPONSIBILITY,
AND ESTABLISHES PROCEDURES FOR MANAGING THE AR PROGRAM AND
IMPLEMENTING THIS REINVIGORATION AND IMPROVEMENT EFFORT.
2. MISSION.  THE MISSION OF THE AR PROGRAM IS TO PROVIDE A CADRE OF
WELL TRAINED AND EXPERIENCED RC MARINES TO SERVE AS A CRITICAL PIECE
OF THE MARINE CORPS "FULL-TIME SUPPORT TO THE RC” SYSTEM, IOT
FACILITATE THE INTEGRATION OF THE TOTAL FORCE AND ASSIST THE AC WITH
THEIR TOTAL FORCE INTEGRATION ROLES AND RESPONSIBILITIES. 
3. EXECUTION.  RESERVE AFFAIRS WILL DEVELOP A POA&M, IAW DC M&RA
GUIDANCE AND INTENT, IOT REINVIGORATE AND IMPROVE THE EFFECTIVENESS
OF THE AR PROGRAM. THE REINVIGORATION AND IMPROVEMENT INITIATIVE WILL
FOCUS ON FIVE DISTINCT PILLARS OF IMPROVEMENT.
A. CONCEPT OF OPERATIONS.  RESERVE AFFAIRS WILL DEVELOP AND IMPLEMENT
THE FOLLOWING FIVE PILLARS OF REINVIGORATION AND IMPROVEMENT.
1. PILLAR ONE: AR POLICY AND GUIDANCE. INCLUDES UPDATING THE VISION,
MISSION, AND ROLE OF THE AR PROGRAM DEFINED IN REF E, AND ASSIGNING
SPECIFIC OVERSIGHT AUTHORITY, ACCOUNTABILITY, AND AUTHORIZATIONS IOT
ENSURE PROGRAM COMPLIANCE AND EFFECTIVENESS.
2. PILLAR TWO: TRAINING AND EDUCATION. PILLAR TWO WILL INCLUDE THE
DEVELOPMENT AND IMPLEMENTATION OF TRAINING AND EDUCATION CURRICULUMS
IN A VARIETY OF RC RELATED TOPICS FOR ALL AR MARINES, AND ADVANCED
CURRICULUMS FOR THOSE AR MARINES ASSIGNED TO THE AC.
3. PILLAR THREE: IMPROVE AR PROGRAM MANAGEMENT. INCLUDES THE
EXPANSION OF RESPONSIBILITY FOR AR PROGRAM MANAGEMENT PRACTICES
THROUGHOUT VARIOUS RA BRANCHES BY ADAPTING ASPECTS OF EXISTING AC
M&RA MANPOWER MANAGEMENT (MM) AND MANPOWER PLANS AND PROGRAMS (MP),
PROCEDURES, AND ORGANIZATIONAL STRUCTURE.  ADDITIONALLY, EXISTING
MANPOWER INFORMATION (MI) SUPPORT SYSTEMS WILL BE UTILIZED TO MANAGE
AR GRADE PYRAMID POPULATIONS, CAREER STAFFING GOAL MODELING,
RECRUITING AND RETENTION PLANNING, AND CAREER COUNSELING.
4. PILLAR FOUR: AR STRUCTURE REVIEW. INCLUDES D/C M&RA AND D/C COMBAT
DEVELOPMENT INTEGRATION (CDI) CONDUCT OF SERIES OF SYSTEMATIC AND
COMPREHENSIVE AR PERSONNEL STRUCTURE REVIEWS AND TROOP TO TASK
ANALYSIS IOT DETERMINE OPTIMUM ALLOCATION OF AR OFFICER AND ENLISTED
STRUCTURE AND OCCUPATIONAL FIELDS. 
5. PILLAR FIVE: ENHANCE AR COMMUNICATION EXCHANGE. RESERVE AFFAIRS
WILL COORDINATE AND SYNCHRONIZE AR PROGRAM EFFECTS THROUGHOUT THE
TOTAL FORCE, AND DEVELOP MEASURES OF EFFECTIVENESS UTILIZING DATA AND
REPORTS TO ASSESS OVERALL EFFECTIVENESS OF THE AR PROGRAM AND PROVIDE
PERIODIC IN-PROCESS REVIEWS (IPR).
B. TASKS.  RESERVE AFFAIRS WILL ASSIGN AR MARINES TO VALIDATED
BILLETS FOR THE EXPLICIT PURPOSE OF ORGANIZING, ADMINISTERING,
RECRUITING, INSTRUCTING, TRAINING OR INTEGRATING THE RC AND TO
ADVOCATE AND ASSIST IN THE ACCOMPLISHMENT OF THE FOLLOWING RC
READINESS GOALS:
1. MOBILIZE AND ENHANCE READINESS AND DEPLOYABILITY OF THE RC.
2. MAINTAIN AN EFFECTIVE TRAINING ENVIRONMENT IOT ENSURE RC PERSONNEL
REMAIN PROFICIENT IN THEIR MOS.
3. RECRUIT FOR THE SELECTED RESERVE.
4. MAINTAIN RC EQUIPMENT, FACILITIES, SUPPLIES, AND RECORDS.
5. PROVIDE RC ADVOCACY, ADVICE, EXPERTISE, AND LIAISON TO AC
OPERATING FORCES, BASES AND STATIONS, MARFOR AND COMPONENT COMMAND
HQ'S, HQMC DEPARTMENTS, OFFICES OF THE SECDEF AND SECNAV, AND THE
JOINT STAFF.
6. ADVOCATE RC POSITIONS IN THE DEVELOPMENT OF TOTAL FORCE
POLICIES AND PROCEDURES.
7. PROVIDE AC EXPERIENCE, ADVICE, DOCTRINAL EXPERTISE, AND LIAISON
TO THE RC.
8. ADVOCATE AND SUPPORT TOTAL FORCE INTEGRATION INITIATIVES.
9. ADVOCATE AND SUPPORT MARINE CORPS COMMUNITY OUTREACH PROGRAMS
AND PROVIDE TRANSITION ASSISTANCE TO MARINES WHO HONORABLY LEAVE
ACTIVE SERVICE AND RETURN TO CIVILIAN LIFE WHILE SUPPORTING INJURED
MARINES AND THEIR FAMILIES.
C. PURPOSE: AR MARINES AUGMENT AND ASSIST AC UNITS WITH THEIR TOTAL
FORCE INTEGRATION TASKS AND RESPONSIBILITIES AND PROVIDE THE MARINE
CORPS THE FOUNDATION FOR A STRONG RESERVE COMPONENT BY ENABLING THE
INSPECTOR-INSTRUCTOR (I&I) SYSTEM. ADDITIONALLY, THE AR PROGRAM
PROVIDES RC MARINES WITH AN OPPORTUNITY TO SERVE ON ACTIVE DUTY IAW
THE CONTINUUM OF SERVICE PHILOSOPHY.
D. METHOD: RESERVE AFFAIRS WILL ASSIGN AR MARINES WITH UNIQUE
BACKGROUNDS, TRAINING, AND EXPERIENCE IN A VARIETY OF RC INTEGRATION
ISSUES TO VALIDATED BILLETS LOCATED THROUGHOUT CONUS BASED RESERVE
TRAINING CENTERS, AC OPERATING FORCES, BASES AND STATIONS, MARFOR AND
COMPONENT COMMAND HQ'S, HQMC DEPARTMENTS, OFFICES OF THE SECDEF AND
SECNAV, AND THE JOINT STAFF. 
E. COORDINATING INSTUCTIONS.  RA WILL BE THE SUPPORTED DIVISION OF
M&RA AND THE LEAD AGENCY FOR COORDINATION AND APPLICATION OF THE AR
REINVIGORATION AND IMPROVEMENT INITIATIVE BY PROVIDING A POA&M AND
IPR IN 90-DAY INTERVALS TO DC M&RA. IPR WILL INCLUDE COMPLETED
MILESTONES, POLICY UPDATES AND MEASURES OF EFFECTIVENESS FOR EACH
PILLAR OF IMPROVEMENT.
1. SUPPORTING M&RA DIVISIONS: MM, MI, AND MP WILL SUPPORT RA AS
APPLICABLE WITHIN EACH PILLAR OF IMPROVEMENT AND AS IDENTIFIED IN
THE POA&M.
4. ADMINISTRATION.  RA WILL DEVELOP LEAD AGENCY ADMINISTRATIVE
ACTIONS IAW THE REFS.
5. THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
6. RELEASE AUTHORIZED BY LTGEN COLEMAN, DEPUTY COMMANDANT FOR
MANPOWER AND RESERVE AFFAIRS.//
