GENTEXT/REMARKS/1.  PURPOSE.  THIS MARADMIN APPLIES TO ALL
ORGANIZATIONS AND POSITIONS COVERED BY THE NATIONAL SECURITY
PERSONNEL SYSTEM (NSPS).
2.  THE MARINE CORPS HAS SUCCESSFULLY COMPLETED THE FIRST PHASE OF
NSPS IMPLEMENTATION - CONVERSION OF OVER 6300 EMPLOYEES TO NSPS.
THE UNITED STATES MARINE CORPS (USMC) NSPS PROGRAM MANAGEMENT OFFICE
(PMO) IS MOVING TO THE ASSESSMENT PHASE OF NSPS IMPLEMENTATION TO
EVALUATE THE IMPACT OF NSPS ON THE MARINE CORPS.
3.  DOD POLICY REQUIRES EVALUATION OF THE NSPS PROGRAM
IMPLEMENTATION AND THE APPLICATION OF ITS PROVISIONS TO DETERMINE
THE EFFECTIVENESS AND IMPACT OF THE NSPS UPON MARINE CORPS COMMANDS,
ORGANIZATIONS, AND THE WORKFORCE.  THE USMC PMO WILL:
    A.  ESTABLISH A PLAN TO REGULARLY ASSESS ORGANIZATIONAL
COMPLIANCE WITH AND ACCOUNTABILITY TO APPLICABLE DOD, DON, AND USMC
NSPS POLICIES.
    B.  IMPLEMENT A METHODOLOGY TO CONSISTENTLY AND OBJECTIVELY
ASSESS WORKFORCE LEARNING AND BEHAVIORAL CHANGE, THE IMPACT OF NSPS
UPON ORGANIZATIONAL PERFORMANCE AND RESULTS, DETERMINE THE PROGRAM
DEFICIENCIES, IDENTIFY OPPORTUNITIES FOR ORGANIZATIONAL DEVELOPMENT
AND HUMAN PERFORMANCE IMPROVEMENT, AND IDENTIFY THE TANGIBLE AND
INTANGIBLE BENEFITS OF NSPS.
    C.  DEVELOP AND DEPLOY DATA COLLECTION METHODS AND PROCESSES
NECESSARY TO ANALYZE, ASSESS, AND EVALUATE THE NSPS FOR PROCESS
IMPROVEMENTS.  THESE MAY INCLUDE, AMONG OTHERS, ONLINE SURVEYS,
FOCUS GROUPS, PERSONAL INTERVIEWS, SITE VISITS, AND VARIOUS
DEFENSE CIVILIAN PERSONNEL DATA SYSTEM (DCPDS) REPORTS.
    D.  USE EVALUATION FINDINGS TO MAKE RECOMMENDATIONS TO SENIOR
LEADERS FOR NSPS POLICY OR PROGRAM CHANGES.
4.  THE USMC NSPS PROGRAM MANAGER WILL COORDINATE WITH COMMAND NSPS
PROGRAM MANAGERS, G1 OFFICES, SERVICING HUMAN RESOURCE OFFICES (HRO),
AND SELECTED COMMANDS FOR DATA COLLECTION FOR NSPS ASSESSMENT.
5.  DURING THE PERIOD OF AUGUST THROUGH MID OCTOBER THE USMC
NSPS PMO WILL REQUEST SUPPORT AND PARTICIPATION HOSTING FOCUS GROUPS.
COMMANDS IDENTIFIED FOR INITIAL DATA COLLECTION FOR NSPS ASSESSMENT
ARE MCLB, ALBANY, GA SCHEDULED FOR 14 AUGUST 2008 AND MCRD,
SAN DIEGO, CA AND MCAS, MIRAMAR, CA SCHEDULE TO BE DETERMINED
(EITHER AUGUST OR SEPTEMBER).
6.  IN SEPTEMBER-OCTOBER, ALL MILITARY SUPERVISORS AND NSPS CIVILIAN
MARINES WILL RECEIVE AN ONLINE SURVEY TO EVALUATE NSPS TRAINING.
WHILE PARTICIPATION IN THE SURVEY IS VOLUNTARY, WE REQUEST COMMAND
SUPPORT TO ENCOURAGE MAXIMUM PARTICIPATION.
