GENTEXT/REMARKS/1.  THIS MARADMIN ESTABLISHES POLICIES AND
PROCEDURES FOR THE FY09 FIRST TERM ALIGNMENT PLAN (FTAP) AND FY09
SUBSEQUENT TERM ALIGNMENT PLAN (STAP).
2.  THE FOLLOWING DEFINITIONS ARE ESTABLISHED:
    A.  BOATSPACE:  AN AVAILABLE REENLISTMENT OPPORTUNITY SPECIFIED
BY MOS.
    B.  OPEN MOS:  AN MOS IN WHICH REENLISTMENT OPPORTUNITIES
(BOATSPACES) EXIST.
    C.  CLOSED MOS:  AN MOS IN WHICH NO REENLISTMENT OPPORTUNITIES
(BOATSPACES) REMAIN.
    D.  FTAP MARINE:  A MARINE ON THEIR INITIAL CONTRACT OF
ENLISTMENT. FY09 FTAP MARINES HAVE AN ECC BETWEEN 1 OCT 08 AND 30
SEPT 09.
    E.  FAST FILLING MOS (FFM):  AN MOS THAT TRADITIONALLY RECEIVES
MORE FIRST TERM REENLISTMENT REQUESTS THAN BOATSPACES AVAILABLE
DURING THE DESIGNATED FFM SUBMISSION PERIOD.
    F.  STAP MARINE:  A MARINE IN THE GRADE CORPORAL TO MASTER
SERGEANT WHO HAS PREVIOUSLY REENLISTED, WHO HAS TAKEN A FTAP
BOATSPACE, AND WHO HAS LESS THAN 18 YEARS OF ACTIVE SERVICE ON THE
DATE OF REENLISTMENT.  FY09 STAP MARINES HAVE AN ECC BETWEEN 1 OCT
08 AND 30 SEP 09, OR IF REENLISTMENT OCCURRED PRIOR TO 1 OCT 08, HAD
AN ECC BETWEEN 1 OCT 08 AND 30 SEP 09 ON THE DATE OF REENLISTMENT.
3.  BOATSPACE CAPS WILL BE RE-ESTABLISHED FOR FY09 FTAP.  BOATSPACE
CAPS MAY BE EXCEEDED IN EXCEPTIONAL CASES, OR WHEN THE MOS
REQUIREMENT FAR EXCEEDS THE MOS INVENTORY.  ONLY FY09 FTAP
REENLISTMENTS WILL COUNT TOWARDS THE FY09 FTAP MISSION AS A
BOATSPACE.
4.  FTAP MARINES WITH AN EAS IN OUT-FISCAL YEARS ARE NOT ELIGIBLE
FOR REENLISTMENT, BUT MAY BE CONSIDERED BY CMC (MMEA) ON A
CASE-BY-CASE BASIS WHEN ADDITIONAL OBLIGATED SERVICE IS REQUIRED FOR
THE FOLLOWING HIGH DEMAND(HD)/LOW DENSITY(LD) MOS'S: 0231, 0261,
0321, 2671, 6116, 6156, 6176, 6276, 6313, 6324, 6326, 6333 AND 6386.
5.  CMC (MMEA) RETAINS FINAL REENLISTMENT AUTHORITY APPROVAL.
6.  ALL FTAP REENLISTMENT AUTHORIZATIONS WILL INCLUDE AN EXPIRATION
DATE ALLOWING 10 DAYS TO EXECUTE REENLISTMENT.  IN THE EVENT
REENLISTMENT IS NOT EXECUTED BEFORE THE EXPIRATION DATE, THE
REENLISTMENT AUTHORITY WILL BE CONSIDERED VOID.  IT IS IMPERATIVE
THAT UNIT CRS'S MANAGE THEIR RELM AUTHORIZATIONS TO ENSURE THERE ARE
NO LAPSES OF EXPIRATION DATES.
    A.  IN THE EVENT AN EXTENSION OF THE EXPIRATION DATE IS
NECESSARY, CMC (MMEA-6) WILL CONSIDER REQUESTS ON A CASE-BY-CASE
BASIS.  TO STREAMLINE THE PROCESS OF REQUESTING EXPIRATION DATE
CHANGES, THE REQUESTS MUST BE CONSOLIDATED BY THE CRS SNCOIC OF THE
MSE AND THEN FORWARDED TO CMC (MMEA-6).
    B.  DUE TO BONUS RECOUPMENT ISSUES, MARINES WHO DO NOT MEET THE
EAS CUTOFF FOR OFFICER PROGRAM SUBMISSION WILL BE EXTENDED FOR 3
MONTHS BEYOND THE PROJECTED ADJOURNMENT DATE OF THE REQUISITE BOARD
VICE REENLISTED.
7. COMMANDERS ARE AUTHORIZED TO EXTEND FY09 FTAP MARINES WITH AN EAS
BETWEEN 1 OCT 08 AND 31 DEC 08, WHO INTEND TO SUBMIT LATERAL MOVE
REQUESTS, UNTIL 31 MAY 09.  THIS PERMITS FTAP MARINES TIME TO AWAIT
CMC RESPONSE TO THEIR REQUESTS.
8.  FTAP SUBMISSION GUIDELINES:
    A.  FY09 FIRST TERM MARINES REQUESTING REENLISTMENT IN THEIR
PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS) MAY SUBMIT REQUESTS
IMMEDIATELY.
    B.  ONCE APPROVED BY CMC (MMEA), FY09 FTAP REENLISTMENT
AUTHORIZATIONS MAY BE EXECUTED ON OR AFTER 1 JUL 08.
    C.  REENLISTMENTS OF 24 MONTHS MAY BE AUTHORIZED FOR FTAP
MARINES ON A CASE-BY-CASE BASIS BY CMC (MMEA-6).  A 24 MONTH
REENLISTMENT DOES NOT QUALIFY A MARINE FOR ANY REENLISTMENT
INCENTIVES.
9.  FFM BOARDS HAVE BEEN SUSPENDED FOR FY09.
10.  REQUESTS FOR FTAP LATERAL MOVES:
    A.  PER REF A, MARINES REQUESTING LATERAL MOVES MAY BEGIN
SUBMITTING REQUESTS IMMEDIATELY.
    B.  REQUESTS FOR LATERAL MOVES INTO A MOS IN THE 26XX, 28XX, AND
59XX OCC FIELD WILL REQUIRE A 60-MONTH CONTRACT DUE TO THE LENGTH OF
SCHOOL(S) REQUIRED.
    C.  REQUESTS FOR LATERAL MOVE INTO THE 0321 MOS BY OUT-YEAR FTAP
MARINES WILL NOT BE ENTERTAINED DUE TO MOS SCHOOL-SEAT CONSTRAINTS
CREATED BY INITIAL ACCESSIONS. PRIORITY FOR LATERAL MOVE WILL BE
GIVEN TO FY09 FTAP MARINES.
    D.  LATERAL MOVE REQUESTS MAY CONTAIN A MAXIMUM OF THREE MOS
CHOICES FOR WHICH THE MARINE IS QUALIFIED PER REF B.  IF THE MARINE
ONLY DESIRES TO BE CONSIDERED FOR LATERAL MOVE INTO ONE MOS THEN
LIST THAT MOS WITH THE FOLLOWING STATEMENT: SNM DOES NOT DESIRE TO
BE CONSIDERED FOR LATERAL MOVE INTO ANY OTHER MOS AT THIS TIME.
    E.  PER REF A, THE LATERAL MOVE MOS CHOICES MAY ONLY BE FOR OPEN
MOS'S.
    F.  FOR MOS'S THAT REQUIRE SCHOOL ATTENDANCE, IF SCHOOL-SEAT
INFORMATION IS AVAILABLE AT THE TIME OF RELM APPROVAL, IT WILL BE
PROVIDED ON THE RELM DOCUMENT.  SCHOOL-SEAT APPROPRIATION DATA WILL
BE PROVIDED 15 DAYS PRIOR TO THE CLASS REPORT DATE.  MARINES WHO
LATMOVE INTO MOS'S THAT DO NOT REQUIRE SCHOOL WILL RECEIVE PCS/PCA
ORDERS FOR OJT.
    G.  THE UNIT CAREER RETENTION SPECIALIST (CRS) MUST PROVIDE A
COPY OF THE TOTAL FORCE RETENTION SYSTEM (TFRS)
REENLISTMENT/EXTENSION/LATERAL MOVE (RELM), AND THE SCHOOL-SEAT
INFORMATION DOCUMENTS TO MARINES WHO ARE APPROVED FOR A LATERAL MOVE.
    H.  COMMANDS MUST MONITOR THE MARINE CORPS TRAINING INFORMATION
MANAGEMENT SYSTEM (MCTIMS) TO CONFIRM MARINES APPROVED FOR LATERAL
MOVE ARE REGISTERED FOR THE REQUIRED COURSE.  IF THE MARINE IS NOT
REGISTERED DUE TO A LACK OF SCHOOL SEATS, CONTACT CMC (MMEA-6) FOR
ASSISTANCE.
    I.  IF MARINES ARE UNABLE TO ATTEND THEIR SCHEDULED CLASS,
COMMANDS MUST PROVIDE PROPER JUSTIFICATION TO CMC (MMEA-6) FOR
MODIFICATION OR CANCELLATION AT LEAST 30 DAYS PRIOR TO CLASS REPORT
DATE VIA THE DEFENSE MESSAGE SYSTEM (DMS).
11.  QUALITY REENLISTMENT PROGRAM (QRP):
    A.  THE QRP PERMITS HQMC TO AUTHORIZE BOATSPACES FOR FTAP
MARINES IN CLOSED MOS'S UNDER THE FOLLOWING GUIDELINES:
        1.  MUST HAVE THE COMMANDING OFFICER'S RECOMMENDATION FOR A
QRP BOATSPACE.
        2.  MUST BE A CORPORAL OR SERGEANT.
        3.  PRO/CONS MUST AVERAGE 4.5/4.5 IN SERVICE.
        4.  1ST CLASS PFT.
        5.  NO HISTORY OF ASSIGNMENT TO WEIGHT CONTROL/BODY
COMPOSITION PROGRAM.
        6.  NO NJP, COURTS MARTIAL, OR CIVILIAN CONVICTIONS.
    B.  FY08 QRP BOATSPACES ARE INTENDED FOR FTAP MARINES IN FFMS OR
CLOSED MOS'S WITH EXCEPTIONAL PERFORMANCE RECORDS WHO WISH TO REMAIN
IN THEIR PMOS RATHER THAN LATERALLY MOVE.
    C.  QRP BOATSPACES MAY NOT EXCEED 105% IN ANY MOS OR MORE THAN
ONE BOATSPACE PER MOS IN CASES WHERE ONE BOATSPACE EQUALS MORE THAN
105%, UNLESS AUTHORIZED BY CMC (MMEA).
    D.  TO SELECT MARINES COMPETING FOR QRP BOATSPACES, A MONTHLY
QRP BOARD WILL NORMALLY BE HELD BY CMC (MMEA) DURING THE SECOND WEEK
OF EACH MONTH. QRP APPLICANTS WILL COMPETE WITHIN THEIR MOS.  BOARD
MEMBERS INCLUDE OFFICERS AND STAFF NONCOMMISIONED OFFICERS FROM CMC
(MMEA).
    E.  QRP REQUESTS MUST BE SUBMITTED TO CMC (MMEA-6) NLT THE LAST
DAY OF EACH MONTH.  COMMANDS MAY SUBMIT RELEVANT DOCUMENTATION
INCLUDING, BUT NOT LIMITED TO, LETTERS OF RECOMMENDATION AND SPECIAL
QUALIFICATIONS.
    F.  WAIVERS FOR THE ABOVE PREREQUISITES ARE NOT AUTHORIZED.
12.  FTAP REENLISTMENT INCENTIVES:
    A.  SELECTIVE REENLISTMENT BONUS PROGRAM (SRBP).
       1.  ONCE THE MISSION IS ACHIEVED FOR ANY GIVEN PMOS, THE SRB
FOR THAT PMOS MAY BE DISCONTINUED.  MARINES ARE ADVISED THAT
DELAYING THEIR DECISION TO REENLIST COULD ADVERSELY AFFECT THEIR
ABILITY TO RECEIVE A SRB PAYMENT. 
       2.  MARINES MUST REENLIST FOR A MINIMUM OF 48 MONTHS, WHICH
MUST INCLUDE AT LEAST 36 MONTHS ADDITIONAL OBLIGATED SERVICE
(SERVICE ADDED TO THE ENDING DATE OF THE CURRENT CONTRACT RESULTS IN
AN OBLIGATION OF AT LEAST 36 MORE MONTHS OF SERVICE), TO BE ELIGIBLE
TO RECEIVE AN SRB.  HOWEVER, TO BE ELIGIBLE FOR A FULL SRB, MARINES
MUST REENLIST FOR AT LEAST 48 MONTHS ADDITIONAL OBLIGATED SERVICE.
ON A CASE-BY-CASE BASIS CMC (MMEA-6) MAY AUTHORIZE SHORTER
REENLISTMENT PERIODS BUT THESE MARINES WILL ONLY BE ELIGIBLE FOR AN
SRB AT A PRORATED AMOUNT IF THE REENLISTMENT PERIOD INCLUDES AT
LEAST 36 MONTHS ADDITIONAL OBLIGATED SERVICE.
       3.  FTAP MARINES IN SOME MOS'S MAY BE ELIGIBLE TO RECEIVE AN
OPFOR SRB KICKER, IF THEY AGREE TO REMAIN IN PUBLISHED MCC'S IN THE
OPERATING FORCES FOR AT LEAST TWO ADDITIONAL YEARS BEYOND THEIR END
OF TOUR ROTATION DATE.
    B.  REENLISTMENT INCENTIVE SCHOOL SEATS. INFO FORTHCOMING VIA
SEPARATE CORRESPONDENCE.
    C.  DUTY STATION INCENTIVE.
        1.  FIRST TERM MARINES AUTHORIZED REENLISTMENT IN THEIR PMOS
MAY REQUEST DUTY STATION ASSIGNMENTS IN CONJUNCTION WITH
REENLISTMENT REQUESTS.  DUTY STATION ASSIGNMENTS ARE AUTHORIZED ON A
FIRST COME FIRST SERVE BASIS AND WILL BE BASED ON THE FOLLOWING:
            A.  THE NEEDS OF THE MARINE CORPS.
            B.  BILLET VACANCIES.
            C.  MARINE PREFERENCE.
            D.  DEPLOYED TIME.
            E.  FY09 FIRST TERM MARINES WITH TWO OR MORE YEARS ON
STATION MUST INDICATE THE MCC OF AT LEAST ONE, AND A MAXIMUM OF
THREE, DUTY STATION ASSIGNMENTS ON THE RELM.
            F.  IN THE EVENT FTAP MARINES HAVE LESS THAN TWO YEARS
ON STATION, THEY SHOULD REQUEST DEFERRAL OF THEIR DUTY STATION
INCENTIVES UNTIL 6 MONTHS PRIOR TO COMPLETING THEIR CURRENT TOUR OF
DUTY.  REQUESTS FOR ASSIGNMENTS OF DUTY STATION INCENTIVES SHOULD BE
SENT VIA NAVAL MESSAGE TO CMC (MMEA-8).
            G.  IN CERTAIN INSTANCES, CMC (MMEA-8) MAY NOT BE ABLE
TO ASSIGN MARINES TO ONE OF THE MCC'S LISTED AS A DUTY STATION
INCENTIVE. IN THESE CASES, THE CRS SHOULD CORRESPOND WITH THE
MONITOR FOR AVAILABLE MCC'S.
            H.  FTAP MARINES GRANTED LATERAL MOVE IN CONJUNCTION
WITH REENLISTMENT WILL BE ASSIGNED PER THE NEEDS OF THE NEW MOS.
ADDITIONALLY, THEY ARE NOT ELIGIBLE FOR SPECIAL DUTY ASSIGNMENTS OR
OPFOR INCENTIVE PAY.
            I.  IF A REQUEST IS SUBMITTED WITHOUT DUTY STATION
OPTIONS, CMC (MMEA-8) WILL ASSIGN A DUTY STATION. IF APPROVED, THE
FTAP MARINE WILL STILL BE REQUIRED TO EXECUTE REENLISTMENT BEFORE
THE EXPIRATION DATE SPECIFIED.  EXTENSIONS TO EXPIRATION DATES WILL
NOT BE APPROVED SOLELY FOR THE PURPOSE OF NEGOTIATING DUTY STATION
INCENTIVES.
13.  NATIONAL CALL TO SERVICE (NCS) MARINES. PER REF C, THE NCS
PROGRAM OUTLINES THE PROGRAM'S INTENT TO PROMOTE AND FACILITATE
MILITARY ENLISTMENT IN SUPPORT OF NATIONAL SERVICE.
    A.  CRS'S MUST IDENTIFY NCS MARINES, PEF CODE 'HD' IN MCTFS, WHO
ARE CURRENTLY IN THEIR POPULATION.  THE NCS MARINES HAVE SEVERAL
OPTIONS AVAILABLE TO THEM AS IDENTIFIED IN REF D.  NCS PARTICIPANTS
WILL REQUIRE GUIDANCE ON THESE CAREER OPTIONS.
    B.  NCS MARINES DESIRING TO REMAIN ON ACTIVE DUTY WILL BE
REQUIRED TO SUBMIT FOR A 24-MONTH EXTENSION OF ENLISTMENT PRIOR TO
THEIR EAS VIA TFRS.  NCS MARINES WILL HAVE TO COMPETE FOR AN FTAP
BOATSPACE IN THE FISCAL YEAR OF THE NEW EAS.
    C.  CRS'S MUST IDENTIFY THE NCS STATUS IN COMMAND COMMENTS ON
THE TFRS REQUEST.  EXTENDING NCS MARINES FOR 24 MONTHS VICE
REENLISTING THEM AT THE 2 YEAR MARK WILL PUT THEM ON PAR WITH THEIR
PEERS IN THE FIRST TERM POPULATION WHERE THEY CAN COMPETE ON AN
EQUAL BASIS FOR AN FTAP BOATSPACE.
    D.  NCS MARINES DESIRING TO FULFILL THE REMAINDER OF THEIR
OBLIGATION IN THE RESERVE COMPONENT WILL BE REFERRED TO A PRIOR
SERVICE RECRUITER IN ORDER TO EXECUTE A RESERVE CONTRACT.  CONTACT
YOUR LOCAL PRIOR SERVICE RECRUITER WHEN YOU RECEIVE A UNIT DIARY
ADVISORY ON NCS PARTICIPANTS ASSIGNED TO YOUR UNIT.
14.  SUBSEQUENT TERM ALIGNMENT PLAN (STAP).  STAP IS DESIGNED TO
FOCUS ON THE RETENTION OF CAREER MARINES IN THE GRADES OF CORPORAL,
SERGEANT, STAFF SERGEANT, GUNNERY SERGEANT, AND MASTER SERGEANTS WHO
HAVE LESS THAN 18 YEARS OF SERVICE ON THE DATE OF REENLISTMENT.
    A.  PER REF E, FY09 CAREER MARINES REQUESTING REENLISTMENT IN
THEIR PMOS MAY SUBMIT FOR REENLISTMENT UP TO 12 MONTHS PRIOR TO
THEIR ECC.  ONLY MARINES WHO HAVE OR HAD AN ECC BETWEEN 1 OCT 08 AND
30 SEP 09 WILL BE COUNTED TOWARD THE FY09 STAP MISSION.
    B.  ALL CAREER REENLISTMENT AUTHORIZATIONS WILL INCLUDE AN
EXPIRATION DATE. REENLISTMENT MAY BE EXECUTED ANYTIME BETWEEN
RECEIPT OF THE APPROVED RELM AND THE EXPIRATION DATE.
    C.  UPON APPROVAL, CAREER MARINES WILL BE GRANTED 30 DAYS TO
EXECUTE REENLISTMENT AUTHORITY.
    D.  IN THE EVENT REENLISTMENT IS NOT EXECUTED BEFORE THE
EXPIRATION DATE, THE REENLISTMENT AUTHORITY WILL BE CONSIDERED VOID.
    E.  IN THE EVENT AN EXTENSION OF THE EXPIRATION DATE IS
NECESSARY, CMC (MMEA-6) WILL CONSIDER EACH REQUEST ON A CASE-BY-CASE
BASIS.  TO BE CONSIDERED FOR AN EXPIRATION DATE EXTENSION COMMANDS
MUST NOTIFY CMC (MMEA-6) 5 WORKING DAYS PRIOR TO THE EXPIRATION DATE.
    F.  IN THE EVENT THAT A MARINE, WHO IS MORE THAN 12 MONTHS FROM
EAS, MUST GAIN OBLIGATED SERVICE TO EXECUTE PCS ORDERS, EARLY
REENLISTMENTS WILL BE GRANTED ONLY IF THE MARINE HAS LESS THAN 18
MONTHS OF SERVICE REMAINING ON CURRENT CONTRACT.  MARINES WITH MORE
THAN 18 MONTHS OF SERVICE REMAINING ON CURRENT CONTRACT WILL GAIN
THE OBLIGATED SERVICE THROUGH THE USE OF EXTENSIONS.
    G.  IN THE EVENT THAT A MARINE REQUIRES AN INVOLUNTARY
SEPARATION PAY DETERMINATION, CMC (MMEA-6) WILL ONLY MAKE
DETERMINATIONS FOR SEPARATION PAY WITHIN 90 DAYS OF A MARINE'S EAS.
ANY REQUEST FOR INVOLUNTARY SEPARATION PAY OUTSIDE OF 90 DAYS WILL
NOT BE CONSIDERED.
15.  STAP REENLISTMENT INCENTIVES:
    A.  SELECTIVE REENLISTMENT BONUS PROGRAM (SRBP).  MARINES MUST
REENLIST FOR A MINIMUM OF 48 MONTHS, WHICH MUST INCLUDE AT LEAST 36
MONTHS ADDITIONAL OBLIGATED SERVICE (SERVICE ADDED TO THE ENDING
DATE OF THE CURRENT CONTRACT RESULTS IN AN OBLIGATION OF AT LEAST 36
MORE MONTHS OF SERVICE), TO BE ELIGIBLE TO RECEIVE AN SRB.  HOWEVER,
TO BE ELIGIBLE FOR A FULL SRB, MARINES MUST REENLIST FOR AT LEAST 48
MONTHS ADDITIONAL OBLIGATED SERVICE.  ON A CASE-BY-CASE BASIS CMC
(MMEA-6) MAY AUTHORIZE SHORTER REENLISTMENT PERIODS, BUT THESE
MARINES WILL ONLY BE ELIGIBLE FOR AN SRB, AT A PRORATED AMOUNT, IF
THE REENLISTMENT PERIOD INCLUDES AT LEAST 36 MONTHS ADDITIONAL
OBLIGATED SERVICE.
    B.  SRB AUTHORITY IS GRANTED FOR SERVICE IN THE PMOS. THEREFORE,
MARINES SELECTED FOR FIRST SERGEANT WILL NOT BE ELIGIBLE TO RECEIVE
