GENTEXT/REMARKS/1.  IAW REF (A), HEADQUARTERS, U.S. MARINE CORPS
(MPC-30) IS SOLICITING CIVILIAN NOMINATIONS FOR QUOTAS IN THE
SUBJECT FY09 PROGRAM.  SPECIFIC DATES WILL BE PUBLISHED BY FEI
IN LATE FY08. THE FEI IS PART OF THE CENTRALY MANAGED PROGRAMS
PROVIDING DEVELOPMENTAL OPPORTUNITIES FOR GS-15 OR EQUIVALENTS 
TO INCLUDE NON-APPROPRIATED FUND (NAF) EMPLOYEES.  FOR PERSONNEL
WHO HAVE BEEN CONVERTED TO NSPS, PLEASE REFER TO REF (B).

2. THE FEI COURSE IS A FOUR WEEK COURSE INTENDED TO HELP EXECUTIVES
DEVELOP BROAD CORPORATE VIEWPOINTS, UNDERSTAND CONSTITUTIONAL ROLES,
AND ENHANCE ESSENTIAL SKILLS.  THE COURSE COMPETENCIES FOCUS ON
LEADING CHANGE, LEADING PEOPLE, DRIVING RESULTS, BUSINESS ACUMEN,
AND BUILDING COALITIONS/COMMUNICATION.
3.  HEADQUARTERS, U.S. MARINES CORPS WILL CENTRALLY FUND THE
TUITION, TRAVEL AND PER DIEM COSTS. A PANEL OF SENIOR EXECUTIVE
SERVICE MEMBERS WILL RATE AND RANK THE NOMINEES.
4.  THE NOMINATION PACKAGE MUST INCLUDE:
A.  A CURRENT RESUME THAT IDENTIFIES RELEVANT EXECUTIVE EXPERIENCE,
HOW EXECUTIVE DEVELOPMENT WILL HELP IN YOUR CURRENT POSITION,
RELEVANT OUTSIDE AFFILIATIONS, ORGANIZATIONS, ACTIVITIES, EDUCATION
AND MAJOR AWARDS.
B.  A COMPLETED SF182, AUTHORIZATION, AGREEMENT, AND CERTIFICATION
OF TRAINING AND REIMBURSEMENT.  IT MUST INCLUDE A SIGNED COPY OF
THE "AGREEMENT TO CONTINUE IN SERVICE".  
C.  A STATEMENT BY THE FIRST-LINE SUPERVISOR ASSESSING THE NOMINEE'S
QUALIFICATIONS, LEADERSHIP ABILITIES, MANAGERIAL RESPONSIBILITIES,
ANTICIPATED RETURN ON INVESTMENT AND A STATEMENT THAT THE NOMINEE
CAN BE EXPECTED TO CONTINUE IN GOVERNMENT SERVICE. 
D.  A COMMAND LETTER OF ENDORSEMENT NOTING THE SELECTION WAS BASED
ON A COMPETITIVE PROCESS, AND THE NOMINEE'S WILLINGNESS TO ABIDE BY
THE GUIDELINES FOR PARTICIPATION IN CENTRALLY MANAGED PROGRAMS.
