GENTEXT/REMARKS/1.  IAW REF A, THE FY09 COMMAND SCREENING BOARDS
WILL CONVENE ON 8 JULY 08 FOR LIEUTENANT COLONELS AND 15 JULY 08 FOR
COLONELS.  THESE BOARDS WILL SELECT OFFICERS FOR DESIGNATED COMMAND
BILLETS THAT ARE PROJECTED TO BE AVAILABLE DURING THE PERIOD 1 JUNE
09 TO 31 MAY 10.
2.  PURPOSE. THE PURPOSE OF THE COMMAND SCREENING PROGRAM (CSP) IS
TO PROVIDE OUR MARINES WITH THE BEST AND MOST FULLY QUALIFIED
COMMANDERS IN ORDER TO MAINTAIN A COMPETENT AND WELL-BALANCED
FIGHTING FORCE. 
3.  PROCESS.  THE BOARDS WILL SELECT FROM A LIST OF ELIGIBLE
COLONELS AND LIEUTENANT COLONELS WHO ARE BEST AND MOST FULLY
QUALIFIED FOR COMMAND.  THE BOARD WILL SELECT AS PRIMARIES A NUMBER
OF OFFICERS EQUAL TO THE NUMBER OF COMMANDS AVAILABLE.
ADDITIONALLY, THE BOARD WILL SELECT A SUFFICIENT NUMBER OF OFFICERS
AS ALTERNATES TO MEET COMMAND REQUIREMENTS WHEN OFFICERS DECLINE OR
OTHERWISE CANNOT TAKE COMMAND.  THE BOARDS WILL DEVELOP PROPOSED
COMMAND SLATES FOR THE PRIMARY SELECTEES AND FORWARD THEM WITH THE
ALTERNATE LIST TO CMC FOR APPROVAL.  ONCE THE LIST IS APPROVED, THE
BOARD RESULTS CONTAINING THE PRIMARY SELECTEES WILL BE ANNOUNCED VIA
MARADMIN.
4.  BOARD MAKE-UP.  THE COLONEL COMMAND SCREENING BOARD WILL CONSIST
OF NINE GENERAL OFFICERS REPRESENTATIVE OF THE GCE, ACE, LCE, AND
SUPPORTING ESTABLISHMENT TO ENSURE A BROAD PERSPECTIVE AMONG BOARD
MEMBERS.  THE LIEUTENANT COLONEL COMMAND SCREENING BOARD WILL
CONSIST OF THREE GENERAL OFFICERS AND 14 COLONELS.  AGAIN, THEY WILL
REPRESENT, TO THE BEST EXTENT POSSIBLE, ALL ELEMENTS OF THE MAGTF
AND THE SUPPORTING ESTABLISHMENT.
5.  ELIGIBILITY.
A.  ELIGIBILITY FOR COMMAND SCREENING INCLUDES ALL UNRESTRICTED
COLONEL OR COLONEL SELECTS AND LIEUTENANT COLONEL OR LIEUTENANT
COLONEL SELECTS EXCEPT FOR OFFICERS IN UNIQUE CIRCUMSTANCES, AS
OUTLINED IN PARAGRAPH 5.B.  OFFICERS IN THE FIRST YEAR OF AN
ASSIGNMENT ARE ELIGIBLE FOR SCREENING AND SLATING, INCLUDING
THOSE SERVING OCONUS ON A 36-MONTH ACCOMPANIED TOUR.
B.  TO BROADEN THE EXPERIENCE BASE WITHIN AVIATION'S TILT-ROTOR
COMMUNITY, THE LTCOL COMMAND SCREENING BOARD THIS YEAR WILL CONSIDER
OFFICERS POSSESSING THE MOS'S 7523, 7509, 7543, AND 7557 FOR
TRANSITION AND COMMAND OF A TILT-ROTOR OPERATIONAL FLYING SQUADRON
(VMM).  INTERESTED OFFICERS SHOULD INDICATE THEIR DESIRE TO COMPETE
FOR THIS OPPORTUNITY ON THE COMMAND QUESTIONNAIRE AND OTHER
CORRESPONDENCE SENT DIRECTLY TO THE BOARD.     
C.  INELIGIBLE CRITERIA:
(1)  OFFICERS WITH ESTABLISHED SEPARATION AND RETIREMENT DATES.
(2)  OFFICERS WITH A MANDATORY RETIREMENT DATE PRIOR TO 01 JULY 11.
(3)  LTCOLS IN OR ABOVE THE PRIMARY ZONE FOR THE FY10 COL
SELECTION BOARD.  (JR DOR IS 1 OCT 04).
(4)  OFFICERS WHO HAVE PREVIOUSLY HELD COMMAND IN ONE OF THE
DESIGNATED COLONEL OR LIEUTENANT COLONEL COMMAND SCREENED BILLETS
(FOR A PERIOD OF NOT LESS THAN 12 MONTHS), ARE CURRENTLY IN COMMAND,
OR ARE SLATED AND AWAITING COMMAND AS A RESULT OF A PREVIOUS COMMAND
SCREENING BOARD.  (THIS DOES NOT PRECLUDE COLONEL SELECTS CURRENTLY
IN A LIEUTENANT COLONEL COMMAND FROM ELIGIBILITY FOR A COLONEL
COMMAND).
(5)  OFFICERS SERVING IN THEIR FIRST JOINT DUTY ASSIGNMENT ARE
ELIGIBLE TO COMPETE IF THEY WILL COMPLETE 24 MONTHS IN THEIR JOINT
DUTY ASSIGNMENT DURING THE SLATING WINDOW, BUT WILL ONLY BE SLATED
TO COMMANDS THAT WILL ALLOW THEM TO COMPLETE 24 MONTHS BEFORE
TRANSFERRING TO COMMAND.  MMOA WILL FURNISH THE BOARD WITH JOINT
DUTY ASSIGNMENT DATES TO VERIFY AN OFFICER'S ELIGIBILITY FOR
SCREENING/SLATING.
(6)  OFFICERS WITH THE ACQUISITION PRIMARY MOS (8059) ARE NOT
ELIGIBLE.
(7)  NON-PMOS 8059 OFFICERS CURRENTLY IN DESIGNATED CRITICAL
ACQUISITION POSITIONS (CAP) ARE ELIGIBLE TO SCREEN AND SLATE.  
(8)  OFFICERS GRADUATING FROM THE SPECIAL EDUCATION PROGRAM (SEP)
DURING SUMMER 2009 ARE ELIGIBLE TO SCREEN AND SLATE TO COMMAND.
(9)  PRIOR TO THE BOARD CONVENING, OTHERWISE ELIGIBLE OFFICERS WHO
WISH NOT TO BE SCREENED FOR COMMAND ARE REQUIRED TO INDICATE SUCH
ON THE ONLINE QUESTIONNAIRE AND SHOULD SEND AN EMAIL TO THEIR
MONITOR REQUESTING TO BE REMOVED FROM CONSIDERATION.  OFFICERS WILL
BE REMOVED FROM COMMAND CONSIDERATION WITHOUT PREJUDICE.  THIS
CORRESPONDENCE WILL NOT BE PLACED IN AN OFFICER'S OMPF.
(10)  ONCE THE BOARD IS IN SESSION, OFFICERS THAT DESIRE NOT
TO BE SCREENED MUST REQUEST IN WRITING TO THE BOARD PRESIDENT NOT TO
BE CONSIDERED FOR COMMAND AND INDICATE THE REASON IN THEIR LETTER.
6.  ALTERNATES.  OFFICERS SCREENED AS ALTERNATES BUT NOT SLATED TO A
COMMAND ARE PRIORITIZED BY THE BOARD.  COMMAND VACANCIES WILL BE
FILLED BY FLEETING UP OFFICERS FROM THIS PRIORITIZED LIST.  DIRECTOR,
MANPOWER MANAGEMENT DIVISION HAS FINAL APPROVAL FOR ALTERNATES
FLEETED UP FOR COMMAND FROM THE ALTERNATE LIST.  THE LIST WILL REMAIN
VALID UNTIL THE CONVENING OF THE NEXT COMMAND SCREENING BOARD.  THE
ALT LIST WILL BE POSTED ON THE MMOA WEBSITE BY LAST NAME AND LAST
FOUR DIGITS OF SSN.
7.  DECLINATIONS.
A.  OFFICERS WHO ARE SLATED AND DO NOT DESIRE TO ACCEPT COMMAND
ARE REQUIRED TO DECLINE IN WRITING THROUGH THEIR APPROPRIATE CHAIN
OF COMMAND WITH GENERAL OFFICER ENDORSEMENT.  IT IS IN THE
OFFICER'S BEST INTEREST TO INCLUDE EXTENUATING CIRCUMSTANCES IN
THESE LETTERS OF DECLINATION.  LETTERS OF DECLINATION WILL BE PLACED
IN THE OFFICERS OMPF.  OFFICERS FAILING TO SUBMIT THEIR DECLINATION
LETTER PER THIS MARADMIN, WILL HAVE A LETTER PLACED IN THEIR OMPF
DOCUMENTING THE COMMAND DECLINATION.  OFFICERS WHO DECLINE COMMAND
SHALL NOT BE CONSIDERED FOR OTHER COMMANDS DURING THE SLATING YEAR
BUT WILL REMAIN ELIGIBLE FOR FUTURE BOARDS.
B.  ALTERNATES FLEETED UP TO FILL VACATED COMMANDS ARE ALSO REQUIRED
TO FORMALLY DECLINE IF THEY CHOOSE NOT TO ACCEPT AN OFFER TO COMMAND. 
ANY SUBSEQUENT DECLINATIONS THROUGHOUT THE SLATING YEAR WILL ALSO BE
FILLED THROUGH THE FLEET-UP PROCESS.
8.  BOARD COMMUNICATION.
A.  THE COMMANDANT HAS DIRECTED THAT ALL ELIGIBLE OFFICERS COMMUNICATE
WITH THE BOARD.  TO FACILITATE THIS, MMOA HAS RELEASED AN ONLINE
COMMAND SCREENING QUESTIONNAIRE AS DISCUSSED BELOW IN PARAGRAPH
8.B.  THE ONLINE COMMAND SCREENING QUESTIONNAIRE IS THE PRIMARY
MECHANISM FOR OFFICERS TO COMMUNICATE WITH THE BOARD.  SUCH
COMMUNICATION MAY CALL ATTENTION TO ANY MATTER THE OFFICER CONSIDERS
IMPORTANT, INCLUDING PREFERENCES FOR COMMAND AND GEOGRAPHIC
LOCATION, AS WELL AS FAMILY OR PERSONAL SITUATIONS THAT THE BOARD
SHOULD CONSIDER IN MAKING A RECOMMENDATION FOR ASSIGNMENT TO A
COMMAND.  OFFICERS ELECTING TO OPT-OUT OF THE CSB PROCESS SHALL
COMPLETE THE APPLICABLE PORTIONS OF THE ON-LINE QUESTIONNAIRE.  THE
INTENT IS FOR THE BOARD MEMBERS TO BE FULLY AWARE OF ANY SITUATION
CRITICAL TO AN OFFICER'S AVAILABILITY FOR FUTURE COMMAND ASSIGNMENT.
B.  COMMAND SCREENING QUESTIONNAIRE.  THE COMMAND SCREENING
QUESTIONNAIRE IS LOCATED ON THE MMOA-3 WEBPAGE AT
WWW.MANPOWER.USMC.MIL <file://WWW.MANPOWER.USMC.MIL>.  TO FIND THE
MMOA-3 WEBPAGE FROM THE ABOVE LINK, NAVIGATE THROUGH "ACTIVE MARINE",
"MM", AND "MMOA."  A LINK TO THE QUESTIONNAIRE IS LOCATED UNDER
"COMMAND SCREENING PROGRAMS".  CAC CARD CERTIFICATION IS NOT REQUIRED
TO ACCESS THE SITE.  A LINK TO THE MMOA-3 COMMAND SCREENING WEBSITE
CAN ALSO BE FOUND UNDER THE MANPOWER AND RESERVE AFFAIRS HOMEPAGE. 
OFFICERS ARE ADVISED TO READ THE INSTRUCTIONS IN THEIR ENTIRETY BEFORE
COMPLETING THE QUESTIONNAIRE. 
C.  ALL CORRESPONDENCE TO THE BOARD, OTHER THAN THE QUESTIONNAIRE,
MUST ORIGINATE FROM, OR BE ENDORSED BY, THE ELIGIBLE OFFICER.  ALL
CORRESPONDENCE ADDRESSED TO THE BOARD INCLUDING ENCLOSURES ARE
DESTROYED UPON COMPLETION OF THE BOARD.  CORRESPONDENCE TO THE BOARD

WILL NOT BE ACCEPTED OR FORWARDED TO THE BOARD.  THIS INCLUDES
