GENTEXT/REMARKS/1. PURPOSE. TO PROVIDE GUIDELINES FOR ENLISTED
MARINES TRANSITIONING INTO THE MV-22 COMMUNITY. REFERENCES A THROUGH
C ARE HEREBY SUPERSEDED BY THIS MARADMIN.
2. BACKGROUND. TRANSITION OF 2ND MARINE AIRCRAFT WING (MAW)
SQUADRONS BEGAN IN FY06 AND WILL BE FOLLOWED BY 3RD MAW SQUADRONS
BEGINNING IN FY10. MARINE MEDIUM TILTROTOR TRAINING SQUADRON
(VMMT)-204, NEW RIVER WILL CONTINUE TO TRAIN MARINE CORPS MV-22 CREW
CHIEFS WITH THE CENTER FOR NAVAL AVIATION TECHNICAL TRAINING MARINE
UNIT (CNATTMARU) RESPONSIBLE FOR TRAINING ENLISTED MAINTAINERS.
VMX-22 WILL CONTINUE TO FUNCTION AS THE TILT-ROTOR OPERATIONAL TEST
AND EVALUATION SQUADRON.  
3. PROMOTION. ENLISTED MV-22 MOS'S 6116, 6156, 6176 AND 6326 HAVE
BEEN COMBINED WITH THE EQUIVALENT CH-46 MOS'S FOR PROMOTION
PURPOSES. THE SIMILAR MOS'S FROM THE CH-46/MV-22 COMMUNITIES WILL
CONTINUE TO BE COMBINED TO ENSURE EQUITABLE PROMOTION OPPORTUNITIES
DURING THE TRANSITION PERIOD. ELIGIBILITY FOR PROMOTION TO THE SNCO
GRADES WILL CONTINUE TO BE BASED ON TIME IN GRADE AND TIME IN
SERVICE FOR A COMBINED CH-46/ MV-22 COMMUNITY.
4. MV-22 LATERAL MOVE RETENTION.  ALL AVIATION MAINTENANCE SPECIFIC
MOS MARINES ELIGIBLE FOR REENLISTMENT AND WITHIN THEIR FTAP EAS
YEAR, MAY LATERAL MOVE INTO AN AVAILABLE/OPEN MV-22 MOS.  MV-22
SELECTIVE REENLISTMENT BONUSES (SRB) WILL BE OFFERED TO MARINES WITH
LIKE MAINTENANCE MOS WHO CHOSE TO LATERAL MOVE INTO AN AVAILABLE
V-22 MOS. CH-46 COMMUNITY MARINES DESIRING TO REENLIST INTO THE
MV-22 COMMUNITY SHOULD SUBMIT THEIR REENLISTMENT PACKAGES AS EARLY
AS POSSIBLE IAW REF (D).  LIKE MOS'S ARE AS FOLLOWS:
A. LIKE 6116 MOS'S: 6112,6113,6114,6122,6123,6124,6132,6212,
6213,6214, 6216,6217,6222,6223,6226,AND 6227.
B. LIKE 6156 MOS'S: 6152,6153,6154,6252,6253,6256,AND 6257.
C. LIKE 6176 MOS'S: 6172,6173,6174,AND 6276.
D. LIKE 6326 MOS'S: 6312,6313,6314,6316,6317,6322,6323,
6324,6332,6333,6336,6337,6412,6413,6461,6462,6463,6464,6466,
6467,6482,6483,6484,AND 6492.
5. RETENTION.  RETENTION OF FIRST-TERM MARINES FROM THE CH-46/MV-22
COMMUNITIES WILL CONTINUE TO BE MANAGED AS SEPARATE REQUIREMENTS.
IN ACCORDANCE WITH REF (D), MARINES DESIRING TO REENLIST SHOULD
SUBMIT THEIR REENLISTMENT PACKAGES AS EARLY AS POSSIBLE.
6. ELIGIBILITY.  ALL MARINES IN TRANSITIONING SQUADRONS ARE ELIGIBLE
AND WILL BE SCREENED FOR TRANSITION BY HQMC, MMEA. MARINES MUST
INCUR THE ADDITIONAL OBLIGATED SERVICE REQUIREMENTS CONTAINED IN
PARAGRAPHS 7.A THROUGH 7.E BELOW. HQMC, MMEA WILL REASSIGN MARINES
NOT TRANSITIONING ACCORDING TO THE NEEDS OF THE MARINE CORPS. IT IS
THE INTENT OF HQMC, MMEA TO ENSURE MARINES SLATED TO BEGIN TRAINING
DURING A PARTICULAR PHASE HAVE THE REQUISITE TIME REMAINING ON
CONTRACT OR, IN THE CASE OF CAREERISTS, REMAIN WITH THE SQUADRON
LONG ENOUGH TO COMPLETE THEIR SPECIFIC TRANSITION TRAINING, CONDUCT
PTP, AND DEPLOY WITH THE SQUADRON. AS SUCH, TRANSITIONING SQUADRONS
WILL COORDINATE REENLISTMENTS AND EXTENSIONS WITH DC M&RA
(MMEA-6/8/12).
7. TRANSITION TIMELINE. TRANSITIONING SQUADRONS WILL UNDERGO A
PHASED MANPOWER BUILD PLAN COMPRISED OF FIVE DISTINCT PHASES. THE
PHASES ARE SYNCHRONIZED TO SUPPORT AN INITIAL OPERATIONAL CAPABILITY
(IOC) AND FULL OPERATIONAL CAPABILITY (FOC) CONCEPT FOR EACH NEW
VMM. THE MANPOWER PROCESS BEGINS WITH THE IDENTIFICATION OF THE
TRANSITIONING HMM SQUADRON INITIAL CORE OF ENLISTED PERSONNEL NLT
TWENTY-TWO MONTHS PRIOR TO THE IOC DATE (IOC-22) AS DETERMINED BY
DC, AVN MV-22 TRANSITION PLAN. THE IOC DATE IS CONCURRENT WITH THE
START OF THE CORE TRAINING PHASE.
A. PRE-TRANSITION TRAINING PHASE. THIS PHASE SPANS FROM IOC-18
MONTHS, NINE MONTHS PRIOR TO A VMM SQUADRON'S TRANSITION DATE (T)
AND GOES THROUGH IOC-9 MONTHS, ENDING ON THE TRANSITION DATE. HQMC,
MMEA WILL GLOBALLY SOURCE MARINES FOR THIS PHASE FROM NON-DEPLOYED
SQUADRONS. SENIOR ENLISTED MARINES COMPRISING THE INITIAL
TRANSITIONING SQUADRON CORE WILL COMMENCE INDIVIDUAL TRAINING TRACKS
IN PREPARATION FOR ASSUMING KEY MAINTENANCE BILLETS ESSENTIAL TO THE
VMM TRANSITION. THESE SCHEDULED TRAINING TRACKS ARE PRIMARILY
COMPRISED OF CAREERISTS DUE TO THE PREREQUISITE LEVEL OF EXPERIENCE
AND LENGTH OF CONTRACT TIME REQUIRED.
 (1) TWENTY-TWO MONTHS PRIOR TO IOC, HQMC, MMEA WILL IDENTIFY
MARINES WITH MOS'S 6112, 6152, 6172, 6322 WHO WILL ENTER THE
TRAINING TRACKS COMMENCING AT IOC-18 MONTHS THROUGH IOC-10 MONTHS.
 (A) CAREERISTS ARE CONSIDERED RETAINABLE/ DEPLOYABLE AND ARE NOT
REQUIRED TO EXTEND OR REENLIST TO INCUR ADDITIONAL OBLIGATED
SERVICE. HOWEVER, IT IS THE INTENT OF THIS HQ THAT CAREER MARINES
SELECTED FOR TRANSITION WILL REMAIN WITH THE SQUADRON FOR 44 MONTHS
TO COMPLETE TRANSITION AND THE INITIAL DEPLOYMENT CYCLE.
 (B) FIRST-TERM MARINES SELECTED FOR TRANSITION DURING THIS PHASE
MUST MEET 38-44 MONTHS ADDITIONAL OBLIGATED SERVICE TO COMPLETE
THEIR SPECIFIED TRAINING TRACK/ INITIAL DEPLOYMENT CYCLE.
B. TRANSITION BASIC TRAINING PHASE.  THIS PHASE SPANS FROM IOC-9
MONTHS THROUGH IOC. TRAINING COMMENCES WHEN HMM SQUADRON STANDS DOWN
AND IS RE-DESIGNATED AS VMM SQUADRON. HQMC, MMEA WILL SOURCE THE
MAJORITY OF MARINES FOR THIS PHASE FROM THE ONBOARD POPULATIONS OF
THE TRANSITIONING HMM SQUADRON.  SENIOR MAINTENANCE MARINES WHO
ENTERED/COMPLETED TRANSITION TRAINING PREVIOUSLY WILL JOIN THE NEW
GROUP OF TRANSITIONING MARINES DURING THIS PHASE. TRAINING FOCUS FOR
THE EXPANDED SQUADRON CORE IS ON AIRCREW AND MAINTAINER PROFICIENCY.
 IOC DATE COINCIDES WITH THE COMPLETION OF THE TRANSITION BASIC
TRAINING PERIOD.
    (1) SIXTEEN MONTHS PRIOR TO IOC, HQMC, MMEA WILL IDENTIFY
FIRST-TERM/CAREER MARINES ACROSS ALL SQUADRON OCCUPATIONAL
SPECIALTIES TO ENTER TRAINING TRACKS BEGINNING NINE MONTHS PRIOR TO
IOC (IOC-9) THROUGH ONE MONTH PRIOR TO IOC (IOC-1). MARINES WITH
MOS'S 6042, 6046, 6048, 6391, 6531 AND 7041 WILL CONDUCT ON THE JOB
TRAINING WITH VMMT-204 (OR AN EXISTING VMM SQUADRON) WHILE ON TAD
STATUS FROM THE TRANSITIONING SQUADRON.
 (A) A CONTINGENT OF MARINES WITH MOS'S 01XX, 02XX, AND 04XX AS WELL
AS SENIOR MAINTAINERS (MOS 6019) WILL REMAIN WITH THE SQUADRON
DURING THE TRANSITION TRAINING PHASE IOT CONDUCT BASIC UNIT
FUNCTIONS AND TO MONITOR THE STATUS OF VMM TRANSITION PERSONNEL AND
EQUIPMENT.
 (B) CAREERISTS ARE CONSIDERED RETAINABLE/ DEPLOYABLE AND ARE NOT
REQUIRED TO EXTEND OR REENLIST TO INCUR ADDITIONAL OBLIGATED
SERVICE. HOWEVER, IT IS THE INTENT OF THIS HQ THAT CAREER MARINES
SELECTED FOR TRANSITION WILL REMAIN WITH THE SQUADRON FOR 36 MONTHS
TO COMPLETE TRANSITION AND COMPLETE THE INITIAL DEPLOYMENT CYCLE.
 (C) FIRST-TERM MARINES SELECTED FOR TRANSITION DURING THIS PHASE
MUST MEET THE 36 MONTHS ADDITIONAL OBLIGATED SERVICE TO COMPLETE
THEIR SPECIFIED TRAINING TRACK/INITIAL DEPLOYMENT CYCLE.
C. CORE TRAINING PHASE.  COMMENCES ON THE IOC DATE AND ENDS ON IOC+6
MONTHS.  HQMC, MMEA, IN CONCERT WITH THE MAW/MAG, WILL RECONSTITUTE
THE SQUADRON TO 90 PERCENT OF ITS TABLE OF ORGANIZATION (T/O) IN
AGGREGATE REQUIREMENT.  THE SIX MONTH PHASE ALLOWS THE TRANSITIONING
SQUADRON TO EXECUTE ADVANCED FLIGHT AND MAINTENANCE TRAINING
REQUIRED TO ACHIEVE T&R CORE COMPETENCY CERTIFICATION.  
D. MATURATION TRAINING PHASE. THIS PHASE SPANS FROM IOC+6 MONTHS
THROUGH IOC+11 MONTHS AND COINCIDES WITH FOC. DURING THIS PHASE,
SQDN/MAG/MAW WILL COORDINATE WITH MMEA AND SUBMIT SQUADRON PERSONNEL
ROSTERS TO IMPACT DEPLOYMENT STABILIZATION. HQMC, MMEA WILL
ESTABLISH LOCK-ON DATES AND STAFF SQUADRONS WITH DEPLOYABLE MARINES
IN PREPARATION FOR PREDEPLOYMENT TRAINING AND DEPLOYMENT AT D-180
DAYS PRIOR TO DEPLOYMENT. SQUADRON BEGINS MAGTF TRAINING, PROGRAM
INSPECTIONS AND FOCUS ON FLIGHT LEADERSHIP.
E. PREDEPLOYMENT TRAINING PHASE/DEPLOYMENT PHASE.  FOC DATE
COINCIDES WITH THE BEGINNING OF PTP.  FIRST-TERM/CAREER MARINES WILL
INCUR AN ADDITIONAL OBLIGATED SERVICE REQUIREMENT OF 15 MONTHS IN
ORDER TO COMPLETE PRE-DEPLOYMENT TRAINING/ DEPLOYMENT CYCLE. HQMC,
MMEA WILL STAFF THE DEPLOYING SQUADRON WITH 90 PERCENT T/O IN
AGGREGATE WITH DEPLOYABLE MARINES (15 MONTH CONTRACTS OR GREATER).
8. PROGRAM ADMINISTRATION.
A. DC AVIATION WILL PROVIDE OVERSIGHT OF THE MV-22 TRANSITION.
B. SUCCESS OF THE MV-22 TRANSITION WILL REQUIRE ACCURATE UNIT AND
INDIVIDUAL ACCOUNTABILITY THROUGH PROPER RUC AND MCC REPORTING.
MV-22 ENLISTED ASSIGNMENT DECISIONS WILL REMAIN WITH HQMC,MMEA
(MMEA-8) WITH INPUT FROM OPERATIONAL FORCES AND SUPPORTING
ESTABLISHMENT COMMANDS. HQMC, MMEA WILL ASSIGN MARINES ACCORDING TO
PAY GRADE AND MOS, IN ACCORDANCE WITH REF (E).
MMEA 8 WILL WORK CLOSELY WITH TRANSITIONING SQUADRONS TO INSURE THAT
ALL MARINES TRANSITIONING HAVE THE ADDITIONAL OBLIGATED TIME IN
ORDER TO COMPLETE TRANSITION AND SUBSEQUENT DEPLOYMENT.
C. ENLISTED MARINES WHO QUALIFY FOR TRANSITION WILL REPORT TO
CNATT/NAMTRAMARUNIT FOR MV-22 SPECIALTY TRAINING.
 (1) MARINES ENTERING TRANSITION TRAINING WITH VMMT-204 AND
CNATTMARU WILL BE ASSIGNED TO THE MCC OF THE NEW PERMANENT DUTY
ASSIGNMENT THEY ARE INTENDED TO JOIN, WITH AN INTERMEDIATE DUTY
ASSIGNMENT TO THE TRAINING MCC WHERE THEY WILL UNDERGO TRANSITION
TRAINING. THIS ACTION ASSISTS WITH THE PRIORITIZATION OF TRAINING
AND FACILITATES THE TRACKING OF ENLISTED MANPOWER WITHIN THE
TRAINING PIPELINE.
D. THIS MARADMIN DOES NOT RESTRICT MMEA/MPP FROM EMPLOYING OTHER
APPROVED METHODS OR INCENTIVES FOR REENLISTMENT AND LATERAL MOVES.
E. AS REQUIRED, ASM/ASL WILL COORDINATE WITH TECOM TO REVIEW
AVIATION MAINTENANCE MOS'S AND MAKE RECOMMENDATIONS TO MMEA/MPP
REFINING MV-22 LIKE MOS'S THAT QUALIFY FOR MV-22 SRB LATERAL MOVE
ELIGIBILITY.
9. THIS MARADMIN DOES NOT APPLY TO THE MARINE CORPS RESERVE AT THIS
TIME.
