GENTEXT/REMARKS/1.  THIS BULLETIN ANNOUNCES THE CONVENING OF THE FY08
3RD QTR ORB.  CAREER DESIGNATION OF CAPTAINS WHO HAVE AN EAS, ALL
RESERVE OFFICERS WHO DESIRE TO RETURN TO ACTIVE DUTY AND OFFICERS IN
OTHER SERVICES WANTING TO INTERSERVICE TRANSFER (IST) INTO THE MARINE
CORPS WILL BE CONSIDERED BY THIS BOARD.  THE 3RD QTR ORB (CD, RAD AND

IST BOARD) WILL CONVENE ON 09 JUNE 2008.
2.  CAREER DESIGNATION (CD).
A.  RECENT DECISION BY DC M&RA HAS LINKED SELECTION TO CAPTAIN TO
SELECTION FOR CAREER DESIGNATION. THOSE 1STLTS SELECTED TO CAPTAIN WILL
BE OFFERED CD VIA SEPARATE MARADMIN AFTER THE CAPTAIN SELECTION BOARD
ALNAV IS RELEASED.  CAPTAINS WITH AN EAS PRIOR TO 01 JUNE 2009 WERE
CONSIDERED BY THE FY08 2ND QTR RAD BOARD. THOSE OFFICERS THAT WERE NOT
SELECTED WILL AGAIN BE BOARDED FOR CD DURING THIS FY08 3RD QTR BOARD.
ALL CAPTAINS WITH AN EAS WILL BE SCREENED FOR CD REGARDLESS OF OBSERVED
FITNESS REPORT TIME. OFFICERS THAT ARE OFFERED AND ACCEPT CAREER
DESIGNATION WILL INCUR A 24 MONTH SERVICE OBLIGATION.  OFFICERS OFFERED
CD WITH OBLIGATED OR CONTRACTUAL SERVICE THAT EXTENDS AFTER THE 24 MONTH
CD OBLIGATION WILL STILL BE LIABLE FOR THEIR ORIGINAL OBLIGATED OR
CONTRACTUAL SERVICE.
B.  ELIGIBLE OFFICERS. ALL CAPTAINS WITH EAS REGARDLESS OF OBSERVED FITNESS
REPORT TIME.
C.  APPLICATION PROCESS
(1)  PHOTOGRAPHS.  AN OFFICIAL PHOTO, TAKEN WITHIN 12 MONTHS OF THE
BOARD'S CONVENING DATE IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF.
SEE REFS G AND H FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF
DIGITAL PHOTOS.  PER THE GUIDANCE IN REF G, OFFICERS WHO ARE DEPLOYED MAY
TAKE THE PHOTO IN UTILITIES MINUS THE UTILITY BLOUSE.  THE TITLE BOARD WILL
INCLUDE THE WORD "DEPLOYED" DISPLAYED PROMINENTLY ACROSS THE TOP OF THE
BOARD AS WELL AS ALL OTHER INFORMATION REQUIRED BY REFS F AND G.  FOR THE
PURPOSE OF PHOTO CLARITY, THE PHOTO SHOULD BE TAKEN AGAINST A PLAIN
BACKGROUND. REF F ANNOUNCED THE UNIFORM FOR OFFICIAL PHOTOGRAPHS FOR FEMALE
MARINES AS SERVICE "C" WITH SLACKS.  OFFICERS MAY CONFIRM RECEIPT OF THE
PHOTO BY CONTACTING CMC (MMSB-20) OR BY CHECKING THE MMSB HOMEPAGE. BE
ADVISED THAT ALTHOUGH A PHOTO MAY BE OVER 12 MONTHS OLD, THE PHOTO WILL
REMAIN IN THE OMPF UNTIL AN UPDATED PHOTO IS SUBMITTED.
THEREFORE, WHEN REVIEWING THE MMSB HOMEPAGE, PAY PARTICULAR ATTENTION TO THE
RECEIPT DATE OF THE PHOTO TO ENSURE THE MOST CURRENT PHOTO SUBMITTED WAS
RECEIVED BY CMC (MMSB-20).  OFFICERS DESIRING TO CONFIRM THE DATE OF THE
PHOTO FILED IN THE OMPF SHOULD CALL CMC (MMSB-20).  HARD COPY PHOTOS
WILL NOT BE FILED IN THE OMPF.
(2)  ELIGIBLE CAPTAINS ARE ENCOURAGED TO CHECK THE ACCURACY OT THEIR OMPF
AND MASTER BRIEF SHEET WITH MMSB-20.
3.  RETURN TO ACTIVE DUTY (RAD)
A.  ELIGIBLE OFFICERS.  ALL APPLICATIONS FOR RAD FROM READY RESERVE
CAPTAINS AND MAJORS WILL BE CONSIDERED BY THE RETENTION BOARD. 
OFFICERS APPLYING FOR RAD MUST BE AVAILABLE FOR COMPLETING THE
TRANSITION TO REGULAR STATUS, ACTIVE DUTY BY 31 OCTOBER 2009. 
RECOMMENDATIONS FOR RAD WILL BE BASED SOLELY ON SPECIFIC SKILL,
EXPERIENCE, AND NEEDS OF THE MARINE CORPS.
B.  INELIGIBLE OFFICERS
(1)  RESERVE WARRANT OFFICERS ARE NOT ELIGIBLE TO APPLY TO THE FY08
RAD BOARD, PER REF B.
(2)  READY RESERVE MAJORS IN ZONE FOR LIEUTENANT COLONEL, LIEUTENANT
COLONELS AND COLONELS IN THE READY RESERVE ARE NOT ELIGIBLE TO
APPLY FOR RAD DUE TO SENIORITY, PER REF B.
(3)  READY RESERVE OFFICERS WITH RESERVE CONTRACTUAL OBLIGATIONS THAT
WILL NOT BE FULFILLED PRIOR TO 31 OCTOBER 2009 (I.E. INITIAL ACTIVE
RESERVE PROGRAM 3 YEAR OBLIGATION, DEPLOYED ISO OIF OR OEF, ETC).
C.  APPLICATION PROCESS
(1)  ALL RAD APPLICANTS WILL APPLY VIA AA FORM (NAVMC 10274) OR
NAVAL LETTER, WITH PICTURE, TO THE CMC (MMOA-3).  APPLICATIONS MUST
BE RECEIVED BY 15 MAY 2008 IN ORDER TO ALLOW PROMOTIONS BRANCH AND
RESERVE AFFAIRS THE ABILITY TO SCREEN APPLICATIONS.
(2)  APPLICANTS FROM THE INDIVIDUAL READY RESERVE MUST FORWARD THEIR
APPLICATIONS VIA MOBCOM, KANSAS CITY, MO FOR COMMAND ENDORSEMENT.
ACTIVE RESERVE OR MOBLIZED RESERVE MUST FORWARD THEIR APPLICATIONS
THROUGH THEIR CURRENT CHAIN OF COMMAND.
(3)  DUE TO THE DIFFICULTY OF RECORD RETRIEVAL, RESERVISTS IN THE
IRR SHOULD INDICATE THEIR DESIRE TO APPLY FOR RAD BY SUBMITTING
THEIR SSN TO MMOA-3 VIA NAVAL CORRESPONDENCE NLT 15 MAY 2008. 
APPLICATIONS ARE STILL REQUIRED BY 30 MAY 2008.
(4)  ENDORSEMENTS ARE REQUIRED.  IN ORDER TO EXPEDITE THE
APPLICATION PROCESS, ENDORSEMENTS TO THE APPLICATION ARE ONLY
REQUIRED AT THE BATTALION, SQUADRON, OR EQUIVALENT UNIT.  THESE
APPLICATIONS WLL BE FORWARDED TO CMC (MMOA-3) VIA THE CHAIN OF
COMMAND (BN OR SQDRN LEVEL ONLY).  THE FORWARDING ENDORSEMENT MUST
STATE THAT THE APPLICANT IS AVAILABLE FOR TRANSITION TO THE ACTIVE
COMPONENT BY 31 OCTOBER 2009.  IN ADDITION, THE FORWARDING
ENDORSEMENT MUST PROVIDE ONE OF THE FOLLOWING RECOMMENDATIONS:
RECOMMENDED WITH ENTHUSIASM; RECOMMENDED WITH CONFIDENCE;
RECOMMENDED WITH RESERVATION; OR NOT RECOMMENDED.  ENDORSEMENTS,
OTHER THAN "RECOMMENDED WITH ENTHUSIASM," WILL INCLUDE AMPLIFYING
COMMENTS ABOUT THE OFFICER'S QUALIFICATIONS AND THE REASON FOR THE
ENDORSEMENT.
(5)  OFFICERS WILL ADDRESS A LETTER TO THE BOARD WITH AMPLIFYING
REMARKS TO ANY DISCREPANCIES IN THEIR RESPECTIVE OMPF AND MASTER
BRIEF SHEET.
(6)  RESERVE OFFICERS WILL INCLUDE A RESERVE QUALIFICATION SUMMARY
(RQS) IF APPLICABLE.
(7)  RESERVE OFFICERS (SMCR, IRR) REQUESTING RAD ARE REQUIRED TO
BE MEDICALLY QUALIFIED AS DETERMINED BY THE COMMANDER, NAVAL MEDICAL
COMMAND.  OFFICERS MUST HAVE HAD A CURRENT MILITARY PHYSICAL (WITHIN
TWO YEARS OF THE CONVENING MONTH OF THE BOARD).  APPLICANTS SHOULD
ENCLOSE A COPY OF THEIR DD 2807-1 (REPORT OF MEDICAL HISTORY) AS
PART OF THEIR SUBMISSION PACKAGE.  OFFICERS REQUESTING RAD WHO DO
NOT HAVE A CURRENT PHYSICAL WILL STILL BE CONSIDERED FOR RAD.
HOWEVER, ANY OFFICER NOT POSSESSING A CURRENT PHYSICAL WHO IS
SELECTED FOR RAD WILL ONLY BE ORDERED TO ACTIVE DUTY CONTINGENT UPON
A CURRENT QUALIFYING MEDICAL EXAMINATION.  OFFICERS REQUIRING A
PHYSICAL SHOULD CONTACT THEIR NEAREST USMC RESERVE CENTER FOR
ASSISTANCE IN COORDINATING A PHYSICAL AT THE NEAREST MILITARY
MEDICAL FACILITY.
(8)  PHOTOGRAPHS.  AN OFFICIAL PHOTO, TAKEN WITHIN 12 MONTHS OF THE
BOARD'S CONVENING DATE IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF.

(9)  OFFICERS RETURNING TO ACTIVE DUTY MUST BE ELIGIBLE TO OBTAIN A
SECRET SECURITY CLEARANCE.  REF C PROVIDES THAT A NATIONAL AGENCY
CHECK WITH LOCAL AGENCY AND CREDIT CHECKS (NACLC) IS REQUIRED TO
SUPPORT SUITABILITY DETERMINATIONS ON MILITARY OFFICERS.  OFFICERS
RETURNING TO ACTIVE DUTY MUST HAVE HAD A FAVORABLE NACLC WITHIN THE
PREVIOUS 10 YEARS.  IN THOSE CASES WHERE THE NACLC IS OLDER THAN 10
YEARS OR THE OFFICER HAS HAD A BREAK IN SERVICE OF 24 MONTHS OR
MORE, THE OFFICER MUST SUBMIT A PERSONNEL SECURITY INVESTIGATION FOR
THE NACLC UPON RE-ENTRY TO ACTIVE DUTY VIA THEIR LOCAL COMMAND
SECURITY MANAGER.  OFFICERS IN THE IRR SHOULD CONTACT MOBCOM AT
1-800-255-5082 EXT 3395 REGARDING QUESTIONS, PERSONNEL SECURITY
QUESTIONNAIRE (PSQ) VIA ELECTRONIC QUESTIONNAIRES FOR INVESTIGATIONS
PROCESSING (E-QIP), AND OTHER PAPERWORK.  SMCR OFFICERS SHOULD
CONTACT THEIR LOCAL SECURITY MANAGER FOR ASSISTANCE REGARDING
SUBMISSION OF EPSQ AND OTHER RELEVANT PAPERWORK.  OFFICERS NOT
POSSESSING AN UPDATED NACLC WILL STILL BE CONSIDERED BY THE BOARD.
IF SELECTED FOR RAD, A FAVORABLY ADJUDICATED NACLC WILL BE REQUIRED
TO REMAIN ON ACTIVE DUTY.
4.  INTERSERVICE TRANSFERS (IST).
A.  ELIGIBLE OFFICERS.  PER REFS B AND D, APPLICATIONS FOR TRANSFER
INTO THE MARINE CORPS FROM ELIGIBLE OFFICERS ON THE ACTIVE DUTY LIST
OF OTHER SERVICES WILL BE CONSIDERED BY THE IST BOARD. 
RECOMMENDATIONS FOR INTERSERVICE TRANSFERS WILL BE BASED SOLELY ON
SPECIFIC SKILL, EXPERIENCE, AND NEEDS OF THE MARINE CORPS.
B.  INELIGIBLE OFFICERS. 
(1)  WARRANT AND RESTRICTED OFFICERS ARE NOT ELIGIBLE TO APPLY TO
THE IST BOARD.
(2)  MAJORS IN ZONE FOR LIEUTENANT COLONEL, LIEUTENANT COLONELS AND
COLONELS ARE NOT ELIGIBLE TO APPLY FOR IST DUE TO SENIORITY.
(3)  APPLICANTS NOT MEETING THE REQUIREMENTS OF REFS B AND D WILL
NOT BE CONSIDERED.
C.  APPLICATION PROCESS.  OFFICERS APPLYING FOR INTERSERVICE
TRANSFER SHOULD SUBMIT APPLICATIONS IAW REFS B AND D AND THE
INSTRUCTIONS BELOW.  APPLICANTS SHALL SUBMIT A COVER LETTER THAT
INCLUDES THE STATEMENT OF UNDERSTANDING IN REF D.  ALL APPLICANTS
MUST ENSURE THEIR PACKAGES INCLUDE THE FOLLOWING:
(1)  INTERVIEW CONDUCTED BY THE LOCAL OFFICER SELECTION OFFICER
(OSO) OR BY A MARINE OFFICER SENIOR IN RANK TO THE APPLICANT (OSO
SHOULD USE THE STANDARD PLC QUESTIONNAIRE);
(2)  SERVICE SECRETARY ENDORSEMENTS ARE REQUIRED FOR IST.
FORWARDING ENDORSEMENTS NEED TO PROVIDE ONE OF THE FOLLOWING
RECOMMENDATIONS:
RECOMMENDED WITH ENTHUSIASM; RECOMMENDED WITH CONFIDENCE;
RECOMMENDED WITH RESERVATION; OR NOT RECOMMENDED.  ENDORSEMENTS
OTHER THAN "RECOMMENDED WITH ENTHUSIASM" WILL INCLUDE AMPLIFYING
COMMENTS ABOUT THE OFFICER'S QUALIFICATIONS AND THE REASON FOR THE
ENDORSEMENT.  APPLICANTS MUST SHOW PROOF THAT THEIR CURRENT SERVICE
WILL RELEASE THEM IF SELECTED BY THE MARINE CORPS FOR INTERSERVICE

RANK, AND APPLICANT'S HEIGHT/WEIGHT.
(4)  A MARINE CORPS PFT CONDUCTED AND CERTIFIED BY A MARINE SNCO OR
OFFICER.  THE PFT MUST HAVE BEEN TAKEN WITHIN SIX MONTHS PRIOR TO
THE CONVENING DATE OF THE SUPPLEMENTAL RAD AND IST BOARD. 
(5)  CERTIFIED TRUE COPIES OF ALL FITNESS REPORTS VIA PAPER COPIES
OR CD.
(6)  STATEMENT THAT THE OFFICER HAS NEITHER BEEN DEFERRED FROM
PROMOTION NOR FAILED SELECTION FOR PROMOTION IN PRESENT GRADE.
(7)  SOURCE OF COMMISSION.
(8)  ORIGINAL AND DUPLICATE COPY OF REPORT OF MEDICAL EXAMINATION
(STANDARD FORM 88).
(9)  ORIGINAL AND DUPLICATE COPY OF CURRENT REPORT OF MEDICAL

6.  COORDINATING INSTRUCTIONS.
A.  ALL MARINE CORPS OFFICERS ARE STRONGLY ENCOURAGED TO VERIFY THE
ACCURACY OF THEIR OMPF PER REF A.  TELEPHONIC REQUESTS FOR OMPFS
WILL NOT BE ACCEPTED.  CERTIFIED COPIES OF FITNESS REPORTS MISSING
FROM AN OFFICER'S OMPF AND MBS WILL BE ACCEPTED AS UPDATE MATERIAL
FOR THE FY08 RAD AND IST BOARD BY CMC (MMOA-3).
B.  THE NAMES OF ALL OFFICERS RECOMMENDED BY THE BOARD FOR RAD AND
IST WILL BE RELEASED BY MARADMIN UPON SECNAV APPROVAL.  SECNAV
APPROVAL IS NOT ANTICIPATED UNTIL AFTER 15 NOV 2008.
C.  OFFICERS SELECTED FOR CD WILL BE NOTIFIED BY SELECTION MARADMIN
UPON CMC APPROVAL OF THE BOARD REPORT.
D.  ALL OFFICERS SELECTED FOR RAD OR IST WILL BE REQUIRED TO CONFIRM
ACCEPTANCE OR DECLINATION THROUGH WRITTEN CORRESPONDENCE (EMAIL OR
AA FORM) WITHIN 45 DAYS AFTER THE RELEASE OF THE SELECTION MARADMIN.
 THE ACTUAL DUE DATE WILL BE PUBLISHED IN A MARADMIN
ANNOUNCING THE RESULTS OF THE RAD AND IST BOARD.  FAILURE TO RESPOND
BY THE DUE DATE WILL BE CONSIDERED A DECLINATION. 
E.  ALL OFFICERS SELECTED FOR RETURN TO ACTIVE DUTY OR INTERSERVICE
TRANSFER WILL INCUR A 42 MONTH SERVICE OBLIGATION.
F.  OFFICERS SELECTED FOR RAD OR IST WILL BE ORDERED TO ACTIVE DUTY
FOLLOWING FINAL CONFIRMATION BY SECDEF, RECEIPT OF THEIR ACCEPTANCE

7.  THE CG, MARFORRES, AND THE CG, MOBCOM, WILL ENSURE ELIGIBLE
