A COORDINATED DC(M&RA)/DC(AVN) MESSAGE AMPLIFYING MANPOWER PROCESSES RELATING TO TRANSITION OF MARINE

MEDIUM TILTROTOR (VMM) SQUADRONS. ADDITIONALLY, THIS MESSAGE OUTLINES THE TRANSITION CONSTRUCT AND

PROVIDES AN OVERVIEW OF KEY EVENTS OCCURRING THROUGHOUT THE TRANSITION PROCESS.
2.  BACKGROUND.  ACTIVE AND RESERVE OPERATIONAL CH-46 HELICOPTER SQUADRONS WILL CONTINUE TO TRANSITION

TO MV-22 SQUADRONS THROUGH FY-18. TRANSITION OF 2ND MARINE AIRCRAFT WING (MAW) SQUADRONS BEGAN IN FY06

AND WILL BE FOLLOWED BY 3RD MAW SQUADRONS BEGINNING IN FY10.
 MARINE MEDIUM TILTROTOR TRAINING SQUADRON (VMMT)-204, NEW RIVER WILL CONTINUE TO TRAIN MARINE CORPS

MV-22 PILOTS. THE CENTER FOR NAVAL AVIATION TECHNICAL TRAINING MARINE UNIT (CNATTMARU) IS RESPONSIBLE

FOR TRAINING CREW CHIEFS AND ENLISTED MAINTAINERS.
VMX-22 WILL CONTINUE TO FUNCTION AS THE TILT-ROTOR OPERATIONAL TEST AND EVALUATION SQUADRON.
3.  UNIT TRANSITION.  REFS B AND C OUTLINED REFINEMENTS TO THE MV-22 TRANSITION PROCESS.  PARAGRAPHS 3A

AND 3B BELOW EXPAND UPON THOSE REFINEMENTS AND PROVIDE GUIDANCE ON HOW EAST COAST HMM (CH-46) SQUADRONS

WILL TRANSITION TO VMM (MV-22) SQUADRONS. AMPLIFYING GUIDANCE WILL BE RELEASED VIA SEPCOR WITH RESPECT

TO THE EXECUTION OF WEST COAST HMM TO VMM TRANSITIONS.
A.  TRANSITIONING SQUADRONS WILL UNDERGO A PHASED MANPOWER BUILD PLAN COMPRISED OF FIVE DISTINCT PHASES.

 THE PHASES ARE SYNCHRONIZED TO SUPPORT AN INITIAL OPERATIONAL CAPABILITY (IOC) AND A FULL OPERATIONAL

CAPABILITY (FOC) CONCEPT FOR EACH NEW VMM.
(1)  PRE-TRANSITION TRAINING PHASE (12 MONTHS).  THIS INITIAL PHASE BEGINS SEVERAL MONTHS PRIOR TO THE

HMM SQUADRON STAND DOWN AND RE-DESIGNATION AS A VMM. DURING THIS PERIOD, HQMC, MANPOWER MANAGEMENT (MM)

WILL IDENTIFY TRANSITION PILOTS AND SENIOR ENLISTED MARINES WHO WILL COMPRISE THE INITIAL TRANSITIONING

SQUADRON CORE.
THESE MARINES WILL COMMENCE INDIVIDUAL TRAINING TRACKS IN PREPARATION FOR ASSUMING KEY BILLETS ESSENTIAL

TO THE VMM TRANSITION.
(2)  TRANSITION BASIC TRAINING PHASE (8 MONTHS).  COMMENCES WHEN THE HMM SQUADRON STANDS DOWN AND IS

RE-DESIGNATED AS A VMM SQUADRON.
TRAINING FOCUS IS ON SENIOR PILOTS, AIRCREW, AND MAINTAINERS IOT EXPAND THE INITIAL VMM SQUADRON CORE. 

IOC DATE IS CONCURRENT WITH THE COMPLETION OF TRANSITION BASIC TRAINING. PILOTS WILL BE SOURCED
PER THE MODEL DEPICTED IN REF C.   
(3)  CORE TRAINING PHASE (6 MONTHS). COMMENCES ON THE IOC DATE. THIS SIX MONTH PHASE ALLOWS THE

TRANSITIONING SQUADRON TO EXECUTE THE ADVANCED FLIGHT AND MAINTENANCE TRAINING REQUIRED TO ACHIEVE T&R

CORE COMPETENCY CERTIFICATION.  HQMC (MM), IN CONCERT WITH THE MAW/MAG, WILL RECONSTITUTE THE SQUADRON

FROM MULTIPLE INDIVIDUAL TRAINING VENUES. SQUADRON OFFICER AND ENLISTED POPULATIONS WILL INCREASE AS

PERSONNEL INVENTORIES PERMIT. THE NUMBER OF AIRCRAFT ASSIGNED AT IOC IS FOUR AND INCREASES TO TEN BY

FOC.
(4)  MATURATION TRAINING PHASE (5 MONTHS). FINAL SQUADRON PERSONNEL ROSTER IS VALIDATED. SQUADRON BEGINS

MAGTF TRAINING, PROGRAM INSPECTIONS AND FOCUS ON FLIGHT LEADERSHIP AND ENLISTED MAINTENANCE

QUALIFICATIONS. FOC DATE COINCIDES WITH THE COMPLETION OF THIS
PHASE.   
(5)  PRE-DEPLOYMENT TRAINING/DEPLOYMENT PHASE (6/7 MONTHS). HQMC(MM) ICW MAG/PSD WILL STAFF SQUADRONS

WITH DEPLOYABLE MARINES IN PREPARATION FOR PREDEPLOYMENT TRAINING AND DEPLOYMENT.
B.  ADMINISTRATIVE RESPONSIBILITIES.  MAG/PSD OF TRANSITIONING SQUADRONS, WITH INPUT FROM VMMT-204, WILL

COORDINATE WITH MMEA AND MMOA TO PLAN AND EFFECT THE ASSIGNMENT OF PERSONNEL TO SUPPORT VMM IOC AND FOC

REQUIREMENTS.
(1)  WHEN SQUADRONS ARE RE-DESIGNATED FROM HMM TO VMM THEY WILL MAINTAIN THEIR LEGACY REPORTING UNIT

CODES (RUC) AND MONITOR COMMAND CODES (MCC).
(2)  AS MARINES ENTER TRANSITION TRAINING WITH VMMT-204 AND CNATTMARU, HQMC(MM) WILL ASSIGN INDIVIDUALS

TO THEIR FUTURE MONITOR COMMAND CODE (MCC), WITH AN INTERMEDIATE DUTY ASSIGNMENT TO THE TRAINING MCC

WHERE THEY WILL UNDERGO TRANSITION TRAINING.  THIS ACTION ASSISTS WITH THE PRIORITIZATION OF TRAINING

AND FACILITATES THE TRACKING OF OFFICER AND ENLISTED MANPOWER WITHIN THE TRAINING PIPELINE.
(3)  PERSONNEL ASSIGNMENT DECISIONS WILL RESIDE WITH HQMC(MM) WITH INPUT FROM OPERATIONAL COMMANDERS ON

A CASE BY CASE BASIS.
4.  ENLISTED.  SPECIFIC GUIDELINES FOR MV-22 PROMOTION PROCEDURES, LATERAL MOVE RETENTION OPPORTUNITIES,

AND TRANSITION OBLIGATED SERVICE CRITERIA ARE PUBLISHED IN REF A. THE FOLLOWING PARAGRAPHS PROVIDE

SPECIFIC DETAIL ON HOW MV-22 ENLISTED MOS'S WILL BE ASSIGNED TO SUPPORT THE MANPOWER BUILD PLAN FOR EACH

TRANSITIONING VMM.
A.  WHEN AN HMM SQUADRON STANDS DOWN ALL MARINES ELIGIBLE FOR TRANSITION WITH CH-46 MOS'S (6112, 6152,

6172, 6322) WILL ENTER TRANSITION TRAINING. TRANSITION ELIGIBILITY REQUIRMENTS ARE SET FORTH IN REF (A).
B.  MARINES WITH ADVANCED CH-46 MAINTENANCE QUALIFICATIONS (QAR, CDI, MATMEP LEVEL III) WILL RECEIVE

ADDITIONAL TRANSITION TRAINING IN ORDER TO GAIN THE EQUIVALENT MV-22 QUALIFICATIONS.
C.  MARINES WITH MOS'S 6042, 6046, 6048, 6391, AND 6531 WILL CONDUCT OJT TRAINING WITH VMMT-204 (OR AN

EXISTING VMM SQUADRON) WHILE ON TAD STATUS FROM THE TRANSITIONING SQUADRON.
D.  A CONTINGENT OF MARINES WITH MOS'S 01XX, 02XX, AND 04XX AS WELL AS SENIOR MAINTAINERS WILL REMAIN

WITH THE SQUADRON DURING THE TRANSITION TRAINING PHASE IOT CONDUCT BASIC UNIT FUNCTIONS AND TO MONITOR

THE STATUS OF VMM TRANSITION PERSONNEL AND EQUIPMENT.
5.  OFFICERS.  THE FOLLOWING PARAGRAPHS PROVIDE EXPANDED GUIDANCE AND CLARIFICATION ON MV-22 PILOT

PRODUCTION, PILOT TRANSITION PROCESS, AND PILOT ASSIGNMENT AND DISTRIBUTION.
A.  PILOT PRODUCTION. TECOM (ATB) MANAGES MV-22 PILOT TRAINING REQUIREMENTS FOR INITIAL ACCESSION,

TRANSITION, AND REFRESHER TRAINING (CAT I-IV).  TECOM (ATB) WILL ANNUALLY REVIEW, AND UPDATE AS

NECESSARY, MV-22 TRAINING REQUIREMENTS WITH COLLABORATIVE INPUT FROM DC AVIATION (ASM) AND DC M&RA

(MPP/MMOA).
B.  PILOT TRANSITIONS.  THE CH-46 SUNDOWN IS TIED DIRECTLY TO THE
MV-22 TRANSITION TIMELINE.  AS SUCH, CH-46 PILOTS WILL BE THE PRIMARY SOURCE FOR FILLING PILOT

TRANSITION REQUIREMENTS (CAT II TRAINING).
(1)  REF D REVISED THE MV-22 TRANSITION PROCESS WHEREBY CH-46 PILOTS ARE NO LONGER BOARD SELECTED FOR

TRANSITION. HQMC(MMOA) IS NOW THE PROCESS OWNER FOR DIRECT ASSIGNMENT OF CH-46 PILOTS TO MV-22 TRAINING.
(2)  THE ANNUAL DC AVIATION TRANSITION/CONVERSION BOARD WILL CONTINUE TO SELECT NAVAL AVIATORS, OTHER

THAN CH-46 PILOTS, FOR TRANSITION TO MV-22. THE BOARD PROCESS IS IN ACCORDANCE WITH REF E.
APPLICATION PROCESS AND REQUIREMENTS ARE ANNOUNCED VIA SEPCOR IN THE ANNUAL DC AVIATION T/C BOARD

CONVENING MESSAGE.
(3)  IAW REF G, VMMT-204 IS RESPONSIBLE FOR ENSURING TRANSITIONING PILOTS ARE ASSIGNED THE 7531 PMOS

UPON INITIAL ENTRY INTO THE TRAINING PIPELINE, AND FOR ENSURING 7532 PMOS ASSIGNMENT IS MADE UPON

COMPLETION OF THE TRAINING SYLLABUS.  IN A SUPPORTING ROLE, MCAS NEW RIVER IPAC WILL EXECUTE THE ACTUAL

MCTFS ENTRIES.
C.  PILOT ASSIGNMENT.  AS THE MV-22 PILOT POPULATION (MOS 7532) CONTINUES TO MATURE, ASSIGNMENTS WILL BE

CAREFULLY MANAGED TO BALANCE 7532 REQUIREMENTS THROUGHOUT THE CORPS.
(1)  A-BILLETS.  PER REFS (B, C AND F) STAFFING PRIORITY FOR 7532'S ARE TO THOSE BILLETS LISTED AS 7532

ON UNIT TABLES OF ORGANIZATION (T/O); ALSO REFERRED TO AS A-BILLETS.  IF 7532 ASSIGNABLE INVENTORIES CAN

NOT SUPPORT ALL 7532 A-BILLETS, STAFFING PRIORITY WILL BE EXECUTED IN ACCORDANCE WITH REF F.
(2)  VMM KEY BILLETS.  REF B AND C IDENTIFIED A LIST OF VMM RELATED KEY BILLETS REQUIRING OFFICERS WITH

TILT-ROTOR EXPERTISE.  THIS LIST CONTAINS BOTH STAFF AND PROGRAM RELATED BILLETS THAT MAY NOT BE

IDENTIFIED ON A UNIT'S TABLE OF ORGANIZATION AS A 7532 REQUIREMENT.
KEY BILLETS ARE MAINTAINED BY DC AVIATION (ASM) AND STAFFED BY
HQMC(MM) AS INVENTORY PERMITS ONCE ALL A-BILLETS ARE STAFFED.
REQUESTS TO MODIFY THE KEY BILLET LIST OR ALTER STAFFING PRIORITIES MUST BE ENDORSED BY THE APPROPRIATE

MEF AND BY DC AVIATION (ASM).
THE REQUEST WILL THEN BE FORWARDED TO DC M&RA (MM) FOR ACTION.

(C)  KEY BILLET ASSIGNMENTS WILL BE CODIFIED VIA PCA/PCS ORDERS IOT PROVIDE ACCURATE VISIBILITY OF THE

POPULATION AND HISTORICAL TRACKING OF BILLET HOLDERS.
(3)  B-BILLETS.  B-BILLETS ARE THOSE BILLETS THAT CAN BE FILLED BY ANY OFFICER OR ANY AVIATOR.  EXAMPLES

INCLUDE: EDUCATION PROGRAMS, RESIDENT PME, HQ STAFFS, TRAINING COMMAND, STATIONS, ETC.  WHILE THE VMM

COMMUNITY MATURES, ASSIGNMENT TO B-BILLETS WILL BE LIMITED.
HOWEVER, BASED ON FORECAST INVENTORY, OPPORTUNITY FOR 7532 ASSIGNMENT TO RESIDENT PME PROGRAMS IS

ANTICIPATED IN FY-09.  ANY RESTRICTIONS TO 7532 ELIGIBILITY FOR RESIDENT SCHOOLS WILL BE
ANNOUNCED VIA MARADMIN PRIOR TO THE BOARD/PANEL CONVENING DATE.
