Provides guidance to the APHIS, AMS, GIPSA programs, headquarters, public and partner agencies for the administration, management and processing of tort and employee claims, miscellaneous billings, Purchase Cards (PCMS), and process all collections for reimbursable agreements, user fees, civil penalties, reimbursable overtime and other miscellaneous receipts.
