RMKS/1. THE PURPOSE OF THIS BULLETIN IS TO SOLICIT APPLICATIONS FROM
QUALIFIED REGULAR AND RESERVE COMPONENT OFFICERS DESIRING TO APPLY
FOR MOS 9958 (ACQUISITION MANAGEMENT OFFICER), OR MOS 9959
(ACQUISITION MANAGER). THIS SELECTION BOARD WILL COMMENCE ON
28 - 29 MAR 01 IN QUANTICO, VA.
2. BACKGROUND:
A. THE ACQUISITION WORKFORCE PROGRAM (AWP) WAS ESTABLISHED IAW
THE REQUIREMENTS OF REF A. THE PURPOSE OF THE AWP IS TO PREPARE
PARTICIPANTS FOR ASSIGNMENTS TO SENIOR ACQUISITION POSITIONS.
OFFICERS SELECTED FOR THE 9958 OR 9959 MOS WILL BECOME MEMBERS
OF THE AWP AND BE CERTIFIED IN THE DEPARTMENT OF THE NAVY
(DON) ACQUISITION PROFESSIONAL COMMUNITY (APC).
B. THE IMPORTANCE OF QUALITY IN THOSE OFFICERS SELECTED FOR
APC MEMBERSHIP CANNOT BE OVERSTATED. DURING THESE PERIODS OF
INCREASED FISCAL VIGILANCE, IT HAS BECOME PARAMOUNT THAT WE
EFFECTIVELY MANAGE THOSE OFFICERS WHO WILL BE EXECUTING OUR FUTURE
ACQUISITION PROGRAMS FOR WEAPONS AND EQUIPMENT PROCUREMENT, RESEARCH,
DEVELOPMENT, AND FINAL IMPLEMENTATION.
C. THE BOARD WILL SELECT ACQUISITION PROFESSIONALS (AP) IN
EIGHT CAREER FIELDS. THE FOLLOWING IS A LIST OF CAREER FIELDS:
PROGRAM MANAGEMENT, COMMUNICATIONS/COMPUTER SYSTEMS, CONTRACTING,
SYSTEMS PLANNING/RESEARCH DEVELOPMENT AND ENGINEERING, TEST AND
EVALUATION ENGINEERING, MANUFACTURING, PRODUCTION, AND QUALITY
ASSURANCE, ACQUISITION LOGISTICS, AND BUSINESS/COST ESTIMATING AND
FINANCIAL MANAGEMENT. EACH CAREER FIELD HAS THREE LEVELS WHICH
RELATE TO THE BILLET GRADE. THESE ARE:
(1) LEVEL I (ENTRY/BASIC) CAPTAIN AND BELOW.
(2) LEVEL II (INTERMEDIATE) MAJOR.
(3) LEVEL III (SENIOR) LIEUTENANT COLONEL AND ABOVE.
D. AN OFFICER MUST BE A MEMBER OF THE APC IN ORDER TO BE
ASSIGNED TO A DESIGNATED CRITICAL ACQUISITION POSITION (LTCOL AND
ABOVE BILLET). ADDITIONALLY, INCLUDED IN THIS COMMUNITY ARE THOSE
OFFICERS DESTINED TO BECOME FUTURE PROGRAM MANAGERS OF OUR MAJOR
ACQUISITION PROGRAMS.
3. APC SELECTION BOARD:
A. PROCESS: THE SELECTION BOARD SCREENS ALL APPLICANTS'
RECORDS FOR DESIGNATION IN THE APC.
(1) MAJOR (SELECTS) AND ABOVE MAY BE SELECTED FOR MOS 9958
IN ONE OR MORE CAREER FIELDS.
(2) MOS 9959 IS ASSIGNED TO COLONELS AND COLONEL (SELECTS)
AND APPLIES TO THE CAREER FIELD OF PROGRAM MANAGEMENT. HOWEVER,
QUALIFIED OFFICERS MAY APPLY FOR MOS 9959 WITH A BACKGROUND IN ANY
OF THE CAREER FIELDS. OFFICERS WHO ARE SELECTED FOR MOS 9959 WILL
BE ELIGIBLE FOR ASSIGNMENT TO PROGRAM MANAGER OR DEPUTY PROGRAM
MANAGER POSITIONS. OFFICERS WHO APPLY FOR MOS 9959, BUT ARE NOT
SELECTED FOR THAT MOS, WILL BE CONSIDERED FOR MOS 9958 IN ANY CAREER
FIELD.
(3) OFFICERS WHO APPLY FOR AND ARE NOT ELIGIBLE FOR MOS 9958
BUT HAVE AT LEAST ONE YEAR OF ACQUISITION EXPERIENCE WILL BE
ASSIGNED MOS 9957.
(4) OFFICERS WHO HAVE APPLIED TO PREVIOUS BOARDS AND DESIRE
TO BE RECONSIDERED FOR AN ACQUISITION MOS MUST REAPPLY IAW THIS
BULLETIN. OFFICERS WILL NOT BE REQUIRED TO SEND ANOTHER SET OF
SCHOOL TRANSCRIPTS. WE WILL USE TRANSCRIPTS ON FILE FROM PREVIOUS
APPLICATIONS. CALL TO CONFIRM.
B. ELIGIBILITY REQUIREMENTS:
(1) ACQUISITION MANAGER (MOS 9959):
(A) COLONEL OR COLONEL (SELECT).
(B) AT LEAST 6 YEARS OF ACQUISITION EXPERIENCE AND/OR
EDUCATION IN THE DEPARTMENT OF DEFENSE (DOD) OR COMPARABLE POSITIONS
OUTSIDE DOD. PRIOR ASSIGNMENT OF MOS 9958 IS NOT REQUIRED TO BE
QUALIFIED FOR ASSIGNMENT OF MOS 9959. SEE NOTE ONE REGARDING
ACQUISITION EXPERIENCE.
(C) COMPLETION OF BACCALAUREATE DEGREE AND
ACQUISITION RELATED EDUCATIONAL REQUIREMENTS SET FORTH IN NOTE TWO.
(D) COMPLETION OF REQUIRED CAREER LEVEL III
ACQUISITION TRAINING AS SPECIFIED BY CAREER FIELD.
(E) POSSESS A SUPERIOR PERFORMANCE RECORD.
(2) ACQUISITION MANAGEMENT OFFICER (MOS 9958):
(A) MAJOR (SELECT) OR HIGHER.
(B) AT LEAST FOUR YEARS OF ACQUISITION EXPERIENCE IN
DOD OR COMPARABLE POSITIONS OUTSIDE DOD. SEE NOTE ONE REGARDING
ACQUISITION EXPERIENCE.
(C) COMPLETION OF BACCALAUREATE DEGREE AND ACQUISITION
RELATED EDUCATIONAL REQUIREMENTS SET FORTH IN NOTE TWO.
(D) COMPLETION OF REQUIRED CAREER LEVEL II ACQUISITION
TRAINING AS SPECIFIED BY CAREER FIELD.
(E) POSSESS A SUPERIOR PERFORMANCE RECORD.
NOTE ONE: ACQUISITION EXPERIENCE INCLUDES TIME SPENT IN ACQUISITION
RELATED POSITIONS. IT MAY ALSO INCLUDE UP TO ONE YEAR OF TIME SPENT
PURSUING A PROGRAM OF ACADEMIC TRAINING OR EDUCATION.
NOTE TWO: ACQUISITION RELATED EDUCATIONAL REQUIREMENTS INCLUDE
EITHER OF THE FOLLOWING:
A AT LEAST 24 SEMESTER CREDIT HOURS (OR ACADEMIC EQUIVALENT)

4. WAIVERS. THE SELECTION BOARD DETERMINES IF THE ACQUISITION
BACKGROUND OF THE INDIVIDUAL AND COMPETITIVENESS FOR PROMOTION
MERITS ASSIGNMENT OF AN ACQUISITION MOS, AND RECOMMENDS WAIVERS FOR
ELIGIBILITY REQUIREMENTS ACCORDINGLY. ONLY INDIVIDUALS AT THE RANK
OF LTCOL WHO HAVE BEEN IDENTIFIED FOR ASSIGNMENT TO A CRITICAL
ACQUISITION POSITION, OR CURRENT INCUMBENTS OF CRITICAL ACQUISITION
POSITIONS WILL BE GRANTED A WAIVER. WAIVERS CANNOT BE GRANTED FOR
INDIVIDUALS IN THE GRADE OF MAJOR AND BELOW. IF IN DOUBT, SUBMIT AN
APPLICATION. THE BOARD CAN IDENTIFY "SHORTFALLS" IN MEETING
ELIGIBILITY REQUIREMENTS AND, THROUGH CONTACT WITH MMOA-3, PROVIDE
YOU FEEDBACK.
5. APPLICATION PROCEDURES:
A. APPLICATIONS WILL BE SUBMITTED BY USING AN AA FORM (NAVMC
10274) AND FORWARDED TO CMC (MMOA-3) ATTENTION APMO, VIA THE CHAIN OF
COMMAND. IF DEPLOYED, APPLICATIONS WILL BE SUBMITTED VIA MESSAGE,
CITING THE BLOCKS OF THE AA FORM. REQUIRED SUPPORTING
DOCUMENTATION WILL BE SUBMITTED BY SEPARATE CORRESPONDENCE.
B. SPECIFIC INSTRUCTIONS FOR APPLICATION:

TITLE, BILLET GRADE AND MOS, COMMAND, TABLE OF ORGANIZATION NUMBER,
ACQUISITION RELATED DUTIES PERFORMED, AND INDICATE THE CAREER FIELDS
TO WHICH THE EXPERIENCE APPLIES.

6. RESULTS. THE NAMES OF OFFICERS RECOMMENDED FOR MOS 9959/58 MUST
BE APPROVED BY CMC. THE RESULTS WILL BE ANNOUNCED BY MARADMIN.
7. COMMANDING OFFICERS WILL ENSURE THAT THIS BULLETIN IS BROUGHT TO
THE ATTENTION OF ALL OFFICERS.
