  1.  PER REF A, THE TOTAL FORCE ADMINISTRATION QLB MET 17-18 JAN
  IN QUANTICO TO REVIEW PROGRAM PROGRESS, DISCUSS RELEVANT ISSUES AND
  MAKE APPROPRIATE DECISIONS REGARDING TOTAL FORCE ADMINISTRATION.
  THE PURPOSE OF THIS MARADMIN IS TO PUBLISH AN AFTER ACTION REPORT FOR
  THE 17-18 JAN 01 TOTAL FORCE ADMINISTRATION QLB.
  2.  TOTAL FORCE ADMINISTRATION IS AN ENTERPRISE-WIDE INITIATIVE THAT
  WILL MOVE USMC PAY & PERSONNEL ADMINISTRATION TO A PREDOMINANTLY
  SELF-SERVICE, VIRTUALLY PAPERLESS, WEB-BASED ENVIRONMENT.
  3.  PROGRESS SINCE THE LAST QLB:    
          A.  M&RA(MIP) AND P&R(RFL) ARE FOSTERING THE CONCEPTUAL TEST AND
  EVALUATION OF FIVE PAY RELATED EXPERIMENTS IN ORDER TO BEGIN BRIDGING
  PAY FUNCTIONALITY INTO TOTAL FORCE ADMINISTRATION.  THE INITIATIVES
  CONSIST OF 1) SPLIT DISBURSEMENT CAPABILITY; 2) AUTOMATED 11116/11060
  3) EMAIL TRAVEL SETTLEMENT NOTIFICATION; 4) IIMEF/2D FSSG CONAD
  SEPARATION PROCESS; AND, 5) MAGTFTC, 29 PALMS TAD REPORTING.
      B.  A TOTAL FORCE ADMINISTRATION STEERING GROUP PROCESS
  ACTION TEAM MET DURING DEC 00 TO CONDUCT BUSINESS PROCESS
  RE-ENGINEERING(BPR) ON THE PREVIOUSLY PROPOSED PAY AND PERSONNEL
  ADMINISTRATION MODULES CONTAINED IN REF B.  THE WORKING GROUP
  COMPLETED THE ARDUOUS TASK AND, THROUGH CONSOLIDATION, REDUCED THE
  NUMBER OF PROPOSED MODULES FROM 20 TO 18.
      C.  THE TOTAL FORCE ADMINISTRATION STEERING GROUP MET IN JAN 01
  AND VALIDATED THE PROCESS ACTION TEAM'S BPR PROPOSAL.
      D.  PER MARADMIN 315/00, MARINE CORPS-WIDE CONSOLIDATION OF
  PERSONNEL ADMINISTRATION ABOVE THE TRADITIONAL BN/SQDN LEVEL
  CONTINUES.  THE SCHEDULED COMPLETION DATE IS NLT SEP 01.    
      4.  MARFORRES BRIEFED FOUR RESERVE SPECIFIC PERSONNEL ADMINISTRATION
  INITIATIVES - RESERVE ORDER WRITING SYSTEM (ROWS), MARINE CORPS
  MEDICAL ENTITLEMENTS DETERMINATION SYSTEM (MCMEDS), AUTOMATED DRILL
  ACCOUNTING, MARINE CORPS ENLISTED ADMINISTRATIVE SEPARATION (MCEAS)
  - ALONG WITH PROPOSED RESERVE ADAPTATION OF 'ASAP 2000.' THESE
  INITIATIVES HAVE POSSIBLE TOTAL FORCE ADMINISTRATION APPLICABILITY.
  IN ORDER TO BENEFIT FROM THE POTENTIAL FUNCTIONALITY THAT MIGHT BE
  TRANSFERABLE AND TO ENSURE FUTURE COMPATIBILITY WITH THE TOTAL FORCE
  ADMINISTRATION PROGRAM'S BPR EFFORTS, IT WAS AGREED THAT TOTAL FORCE
  ADMINISTRATION STEERING GROUP REPRESENTATIVES SHOULD PARTICIPATE IN
  ANY MARFORRES PROCESS ACTION TEAM BPR.
  5.  THE ISSUE OF A 'ONCE-IN-A-CAREER' EMAIL ACCOUNT FOR EVERY MARINE
  WAS ADDRESSED.  C4 HAS AGREED TO TAKE THE LEAD WITHIN THE NMCI
  CONTRACT'S CONSTRUCT.
  6.  PER REF B, THE QLB CONCURRED WITH MARFOR/MEF IMPLEMENTATION AND
  SUPPORT OF A SUITE OF INTERIM AUTOMATED OFFICE ENHANCEMENT TOOLS
  KNOWN AS 'ASAP 2000.' AT THE 17-18 JAN 01 CONFERENCE, THE QLB AGAIN    
      CONCURRED WITH THE TOTAL FORCE ADMINISTRATION STEERING GROUP'S
  RECOMMENDATION/REQUEST FOR CONTINUED MARFOR/MEF SUPPORT FOR
  'ASAP 2000.'
  7.  PER REF B, THE QLB APPROVED A MODULAR APPROACH TO DOCUMENTING
  CAPABILITIES AND VISION STATEMENTS FOR MARINE CORPS FUTURE
  ADMINISTRATION PROCESSES.  THE "CORE" MODULES THAT FOLLOW REPRESENT
  PROCESSES BEING RE-ENGINEERED BY THE TOTAL FORCE ADMINISTRATION
  STEERING GROUP.  DURING THE 17-18 JAN 01 CONFERENCE, THE QLB
  CONCURRED WITH AN INCREMENTAL IMPLEMENTATION AND AGREED ON THE
  PROPOSED MODULAR DEVELOPMENT PRIORITIZATION STRATEGY FOR THE "CORE"
  MODULES.  THE PROPOSED MODULAR DEVELOPMENT PRIORITIZATION STRATEGY
  OF THE 18 "CORE" PAY & PERSONNEL MODULES FOLLOWS:

  8.  M&RA (MIP) WILL PRESENT THE PROPOSED PRIORITIZATION TO
  MARCORSYSCOM FOR COSTING.  CONCURRENTLY, THE TOTAL FORCE
  ADMINISTRATION STEERING GROUP WILL BEGIN CONDUCTING BPR OF THE "CORE"
  MODULES IN PRIORITY ORDER.  AT THE NEXT QLB CONFERENCE, THE QLB WILL
  CONSIDER THE STEERING GROUP'S BPR ASSESSMENT AND MARCORSYSCOM'S COST
  ANALYSIS IN ORDER TO FINALIZE THE PRIORITIZED LIST OF MODULES THAT
  WILL BE PRESENTED TO MARCORSYSCOM FOR DEVELOPMENT.
  9.  THE NEXT QLB IS SCHEDULED FOR 18-19 APR IN NEW ORLEANS.
