  AMPN/REF A IS MARADMIN ANNOUNCING DEAF INFORMATION.//
  RMKS/1.  AS OF 1 OCT 1999, CONGRESS REPEALED THE REDUX
  RETIREMENT PLAN.  THIS CHANGE AFFECTS MARINES WHO FIRST
  COMMITTED TO A UNIFORMED SERVICE ON OR AFTER 1 AUG 1986
  (DATE OF ENTRY ARMED FORCES (DEAF)).  AFFECTED MARINES
  NOW MAY CHOOSE EITHER THE HIGH-3 RETIREMENT SYSTEM OR
  THE CSB/REDUX SYSTEM.  THOSE AFFECTED MUST ALSO ELECT
  A RETIREMENT SYSTEM BETWEEN THE TIME THEY COMPLETE 14
  YEARS 6 MONTHS AND 15 YEARS OF ACTIVE SERVICE BASED ON
  THEIR ARMED FORCES ACTIVE DUTY BASE DATE (AFADBD).
  ELECTIONS WILL NOT BE PROCESSED PRIOR TO 14 YEARS 6
  MONTHS, AND WILL NOT BE CONSIDERED EFFECTIVE UNTIL A
  MARINE REACHES 15 YEARS OF ACTIVE SERVICE; OR SIX
  MONTHS AFTER NOTIFICATION, WHICHEVER IS LATER (TO
  PROVIDE THE OPPORTUNITY FOR MARINES WHO ARE NOT
  NOTIFIED IN A TIMELY MANNER TO MAKE AN ELECTION).  FOR     
      EXAMPLE, IF A MEMBER WAS NOT NOTIFIED AT 14 YEARS 6
  MONTHS DUE TO ADMINISTRATIVE OVERSIGHT AND THE ERROR IS
  DISCOVERED WHEN THE MARINE HAS 15 YEARS 3 MONTHS OF
  ACTIVE SERVICE; THEN THE MARINE WOULD HAVE SIX
  MONTHS FROM THE 15 YEAR 3 MONTH MARK FOR THEIR ELECTION
  TO BE FINAL (NOTE: THE MARINE CAN CHANGE HIS MIND ANYTIME
  UP TO SIX MONTHS AFTER NOTIFICATION).  UPON COMPLETION OF
  15 YEARS OF ACTIVE DUTY SERVICE, MARINES MUST ELECT TO
  EITHER RECEIVE A $30,000 CSB AND THE REDUX RETIRED PAY
  SYSTEM; OR THEY CAN ELECT THE HIGH 3 RETIRED PAY SYSTEM.
  ONCE A MARINE MAKES THIS ELECTION IT IS IRREVOCABLE.
  AT THAT POINT, THE ELECTION IS CONSIDERED RECEIVED AND
  PAYMENT IS MADE IF APPLICABLE.
  2.  ELIGIBILITY CRITERIA: TO BE ELIGIBLE A MEMBER MUST,
  (A) BE SERVING ON ACTIVE DUTY, (B) HAVE A DEAF OF 1 AUG
  1986 OR LATER, (C) COMPLETE 15 YEARS OF ACTIVE DUTY IN
  THE UNIFORMED SERVICES, AND (D) BE OTHERWISE ELIGIBLE,
  AS DETERMINED BY CMC TO CONTINUE ON ACTIVE DUTY UNTIL
  THE COMPLETION OF 20 YEARS OF ACTIVE DUTY SERVICE.
  3.  ALL ELIGIBILITY CRITERIA OUTLINED IN PARAGRAPH 2 ABOVE    
      MUST BE SATISFIED AT THE TIME THE MEMBER COMPLETES 15 YEARS
  OF ACTIVE DUTY.  A MEMBER WHO DOES NOT MEET ALL CRITERIA AT
  THAT TIME BUT SUBSEQUENTLY DOES, MAY NOT THEN BE GIVEN THE
  OPPORTUNITY TO MAKE A CSB/REDUX ELECTION, UNLESS THE MEMBER
  FALLS WITHIN THE FOLLOWING EXCEPTIONS: (A) A MARINE WHO IS
  NOT MEDICALLY QUALIFIED FOR CONTINUED SERVICE WHO IS
  SUBSEQUENTLY FOUND TO BE MEDICALLY QUALIFIED, (B) A MARINE
  WHO IS NOT QUALIFIED FOR PROMOTION FOR LEGAL REASONS BUT
  IS SUBSEQUENTLY CLEARED OF ALL CHARGES, AND (C) A MARINE WHO
  IS NOT QUALIFIED FOR CONTINUED SERVICE DUE TO HUMANITARIAN
  REASONS AND THE SITUATION IS RESOLVED.
  4.  IT MUST BE EMPHASIZED THAT A MARINE'S ELECTION OF THE
  CSB/REDUX SYSTEM NEITHER OBLIGATES THE MARINE CORPS TO ALLOW
  THE MARINE TO SERVE ON CONTINUOUS ACTIVE SERVICE TO 20 YEARS
  OF SERVICE NOR DOES IT GUARANTEE THE MARINE CONTINUOUS
  SERVICE TO 20 YEARS OF ACTIVE SERVICE.  IF THE MARINE ELECTS
  CSB/REDUX, THEY ARE OBLIGATED TO SERVE ON CONTINUOUS ACTIVE
  DUTY UNTIL ATTAINING 20 YEARS OF ACTIVE DUTY SERVICE OR LOSE    
      A PROPORTIONATE AMOUNT OF THE BONUS.  THIS REPAYMENT REQUIRE-
  MENT IS WAIVED IF THE MARINE DIES, IS SEPARATED OR RETIRED
  AS A RESULT OF PHYSICAL DISABILITY UNDER CHAPTER 61 OF TITLE
  10 US CODE, OR IS SEPARATED FOR HUMANITARIAN REASONS.  REPAY-
  MENT SHALL NOT BE WAIVED FOR SEPARATION IF DUE TO MISCONDUCT
  OR IF REPAYMENT IS INCONSISTENT WITH OTHER PRESCRIBED LAW,
  REGULATION, OR POLICY.
  5.  ACTION
  A.  ALL MARINES WITH A DEAF ON OR AFTER 1 AUG 1986 MUST MAKE
  AN ELECTION, EITHER TO TAKE THE CSB/REDUX OR HIGH-3.  MARINES
  SHOULD ENSURE THEIR DEAF IS ACCURATE.  THIS CAN BE ACCOMPLISHED
  BY EITHER ACCESSING MARINE ON LINE (MOL) AND/OR CONTACTING THEIR
  ADMIN SUPPORT OFFICE.
  B.  COMMANDERS ARE REQUIRED TO NOTIFY MARINES WITH A DEAF ON OR
  AFTER 1 AUG 1986 CONCERNING THEIR RETIREMENT CHOICE WHEN THE
  MARINE REACHES 14 YEARS 6 MONTHS OF ACTIVE DUTY SERVICE (MARINES
  WITH AFADBDS DURING AUG 1986 WILL NEED TO BE NOTIFIED DURING FEB
  2001).  THE NOTIFICATION WILL INCLUDE THE FOLLOWING INFORMATION
  ABOUT ELECTING CSB/REDUX (AN INFORMATION SHEET IS LOCATED ON MOL    
      UNDER RETIREMENT):
  (1) THE ELECTION MAY NOT BE REVOKED ONCE IT IS EFFECTIVE.
  (2) THE MARINE MUST AGREE TO REMAIN ON CONTINUOUS ACTIVE DUTY
  UNTIL THE COMPLETION OF 20 YEARS OF ACTIVE DUTY SERVICE.
  (3) THE MARINE WILL RECEIVE A ONE-TIME LUMP SUM PAYMENT OF $30,000.
  (4) A PROPORTIONATE SHARE OF THE CSB MUST BE REPAID IF THE MARINE
  FAILS TO COMPLETE 20 YEARS OF CONTINUOUS ACTIVE DUTY SERVICE.
  (5) RETIRED PAY WILL BE COMPUTED AT 40% OF THE AVG HIGHEST 36
  MONTHS OF PAY INCREASED AT 3.5% FOR EACH ADDITIONAL YEAR SERVED
  UNTIL 75% IS ATTAINED.  ANNUAL COST OF LIVING (COLA) INCREASES
  ARE REDUCED TO THE CONSUMER PRICE INDEX MINUS ONE (CPI-1).  THERE
  IS A ONE-TIME CATCH-UP AT AGE 62 WHERE THE RETIRED PAY WILL MATCH
  WHAT WOULD HAVE BEEN PAID HAD THE MARINE ELECTED THE HIGH-3 PLAN
  (THEN COLA INCREASES CONTINUE AT CPI-1).
  (6) IN ORDER TO RECEIVE FULL BENEFITS UNDER THE SURVIVOR BENEFIT
  PLAN (SBP), MARINES WHO TAKE THE CSB/REDUX MAY ELECT SBP COVERAGE
  BASED ON AN AMOUNT EQUAL TO THE HIGH-3 RETIREMENT PLAN RATE WITH
  CORRESPONDING PREMIUMS.      
      (7) IF THE MARINE IS NOT ELIGIBLE, THE NOTIFICATION MUST EXPLAIN
  WHY.
  C.  ADMINISTRATION:
  (1) IDENTIFY ELIGIBLE MARINES WITH 14 YEARS 6 MONTHS OF SERVICE.
  HQMC WILL PROVIDE A LIST OF MARINES WHO ARE ELIGIBLE DURING FEB
  2001 THROUGH APR 2001.  A DIARY FEEDBACK REPORT WILL BE GENERATED
  AFTER 30 APR 2001 IDENTIFYING MARINES WHO MUST MAKE THEIR ELECTION.
  (2) ENSURE MARINES COMPLETE THE ELECTION FORMS (WHICH WILL BE
  AVAILABLE IN FEBRUARY).
  (3) RETAIN THE ELECTION FORMS UNTIL THE ELECTION IS EFFECTIVE.
  (4) REPORT MARINES' ELECTIONS VIA UNIT DIARY.  UNIT DIARY CAPABILITY
  WILL BECOME AVAILABLE WITH SOFTWARE RELEASE 1-01 DURING APRIL 2001.
  THE SOFTWARE RELEASE NOTICE WILL PROVIDE DETAILED INSTRUCTIONS
  CONCERNING DIARY REPORTING.
  (5) AFTER THE ELECTION IS EFFECTIVE, DISTRIBUTE FORMS AS FOLLOWS:
  COPY TO THE MARINE, FILE COPY IN OQR/SRB, FORWARD THE ORIGINAL TO
  MMSB.
