  CHALLENGES NOW AND IN THE FUTURE, THE DIRECTOR, RESERVE AFFAIRS
  DIVISION ALONG WITH COMMANDER, MARINE FORCES RESERVE DIRECTED
  THE DEVELOPMENT OF A PRIMARY MOS (PMOS) ON THE ACTIVE RESERVE PROGRAM
  DEDICATED TO RETAINING QUALITY MARINES.  TO ACCOMPLISH THIS, THE
  FORMER 8421 ADDITIONAL MOS (AMOS), CAREER PLANNER, WILL TRANSITION
  TO THE 8421 PMOS, CAREER RETENTION SPECIALIST.
  2.  THE DUTIES OF THE CAREER RETENTION SPECIALIST WILL BE SIMILAR TO
  THOSE OF THE CAREER PLANNER.  HOWEVER, IAW REF A, THE CAREER     
       RETENTION SPECIALIST WILL HAVE GREATER RESPONSIBILITIES.  ALSO,
  RESPONSIBILITIES IN THE NEW PMOS WILL DIFFER DEPENDING ON GRADE
  AND EXPERIENCE OR BILLET.
  3.  THIS MESSAGE ANNOUNCES THE SELECTION BOARD AND ESTABLISHES
  SELECTION CRITERIA FOR CAREER RETENTION SPECIALIST.
  4.  AR MARINES INTERESTED IN BECOMING CAREER RETENTION SPECIALISTS
  MUST BE IN GRADES SGT THROUGH GYSGT AND MEET THE REQUIREMENTS
  SPECIFIED IN REF C, APPX B.
  5.  CURRENT AR CAREER PLANNERS, FORMER AR CAREER PLANNERS, AND
  AR MARINES AT LARGE ARE ELIGIBLE FOR ASSIGNMENT AS A CAREER
  RETENTION SPECIALIST.  FORMER CAREER PLANNERS WHO HAVE BEEN OUT
  OF THE MOS FOR LESS THAN 2 YEARS WILL NOT BE REQUIRED TO ATTEND
  THE COURSE AGAIN.
  6.  THE MARINE CORPS WILL SELECT NO MORE THAN 62 AR CAREER RETENTION
  SPECIALISTS, THE TOTAL SIZE OF THE AR CAREER RETENTION SPECIALIST
  FORCE.
  7.  INTERESTED MARINES MUST SUBMIT AN AA FORM TO HQMC (RAM-2) NLT 4
  FEB 2002.  FORMAT FOR SUBMITTING AN APPLICATION (VIA AA FORM) FOR
  CAREER RETENTION SPECIALIST:

  THE AA FORM MUST INCLUDE A COMMAND ENDORSEMENT.  REF C, APPX B
  (COMMANDING OFFICER'S SCREENING/INTERVIEW CHECKLIST-CAREER PLANNING)
  WILL BE SUBMITTED WITH THE AA FORM.  MARINES CURRENTLY ON CAREER
  PLANNING DUTY ARE NOT REQUIRED TO FILL OUT REF C, APPX B.  HOWEVER,
  THEIR AA FORM MUST INCLUDE A COMMAND ENDORSEMENT.
  8.  HQMC WILL CONVENE A SELECTION BOARD 12 - 14 FEB 2002.
  9.  SELECTION IS BASED ON THE NEEDS OF THE MARINE CORPS.  CAREFUL
  CONSIDERATION WILL BE TAKEN IN SELECTING THE APPROPRIATE GRADES AND
  YEARS OF SERVICE TO ENSURE WE DO NOT REACH PROMOTION STAGNATION.     
       RESULTS WILL BE PUBLISHED VIA MARADMIN.  MARINES CONSIDERING
  THE LATMOVE INTO PMOS 8421 WHO ARE CURRENTLY IN SHORT MOS'S WILL
  BE SCREENED ON A CASE-BY-CASE BASIS DEPENDING ON THE SEVERITY
  OF THE SHORTAGE.
  10.  THE SELECTION BOARD INTENDS TO SELECT ALL 62 CAREER
  RETENTION SPECIALISTS.  IN THE EVENT ENOUGH MARINES ARE NOT
  SELECTED, THE CAREER RETENTION SPECIALIST FORCE WILL BE FILLED ON A
  CONTINUOUS BASIS.  INITIALLY, MARINES SELECTED WILL BE DESIGNATED AS
  CAREER RETENTION SPECIALISTS.  THOSE NOT SELECTED WILL REMAIN AS
  CAREER PLANNERS UNTIL THEIR RESPECTIVE TOUR IS COMPLETE.  FOLLOWING
  THE RESULTS OF THE BOARD, HQMC (RAM-2) WILL CONTINUE TO CONSIDER
  LATMOVE REQUESTS AS THEY ARE RECEIVED VIA AA FORM.  FINALLY, AS
  NECESSARY, HQMC WILL CONVENE ANOTHER SELECTION BOARD TO FILL
  REMAINING VACANCIES.
  11.  ULTIMATELY, THE GRADE SHAPE FOR THE CAREER RETENTION SPECIALIST
  WILL MODEL THE FOLLOWING RANK STRUCTURE:
  E-8: 3; E-7: 12; E-6: 18; E-5: 29.
  12.  TO FACILITATE THE TRANSITION TO CAREER RETENTION SPECIALIST,
  CURRENT CAREER PLANNERS MAY BE SHIFTED TO NEW BILLETS TO MATCH GRADE     
       REQUIREMENTS.  ALL MOVES WILL BE COORDINATED WITH LOSING/GAINING
