COLONEL THROUGH MAJOR ACTIVE RESERVE (AR) PROMOTION SELECTION BOARD
WILL CONVENE ON 7 JANUARY 2002 AT HARRY LEE HALL, MARINE CORPS BASE,
QUANTICO, VA. THE SELECTION BOARD WILL CONSIDER OFFICERS ON THE
RESERVE ACTIVE-STATUS LIST (RASL), IN THE AR COMPETITIVE CATEGORY,
FOR PROMOTION TO THE GRADES OF COLONEL, LIEUTENANT COLONEL, AND
MAJOR. THERE ARE NO AR FIRST LIEUTENANTS ELIGIBLE FOR CONSIDERATION
FOR PROMOTION. THEREFORE, AN AR CAPTAIN SELECTION BOARD WILL NOT BE
HELD.
2. PROMOTION BOARD. THE BOARD WILL CONSIDER THREE CATEGORIES OF
OFFICERS: ABOVE-ZONE, IN-ZONE, AND BELOW-ZONE IN EACH GRADE.
OFFICERS DEFINED AS AR IN REF B ARE ELIGIBLE FOR THE BOARD IF, ON
THE CONVENING DATE OF THE BOARD, THE OFFICERS HAVE CONTINUOUSLY
PERFORMED SERVICE ON EITHER THE RASL OR THE ACTIVE-DUTY LIST (OR A
COMBINATION OF BOTH LISTS) FOR A PERIOD OF ONE YEAR. HOWEVER,
OFFICERS WITH ESTABLISHED RELEASE DATES FROM ACTIVE DUTY IN THE AR
PROGRAM OR WITH SEPARATION/RETIREMENT DATES WITHIN 90 DAYS OF THE

3. CONTINUATION BOARDS. THE CAREER RETIREMENT CREDIT REPORT (CRCR)
SUMMARIZES RETIREMENT QUALIFICATION AND IS USED AS A CONTINUATION
ELIGIBILITY DETERMINANT. AN ACCURATE RECORD OF SERVICE IS ESSENTIAL
TO THIS CONSIDERATION. SEE PAR 8A OF REF A FOR FURTHER INFORMATION
REGARDING THE CRCR. OFFICERS MAY VERIFY THEIR ELIGIBILITY FOR
CONSIDERATION FOR CONTINUATION BY CONTACTING THE RESERVE AFFAIRS
DIVISION (RAM). THE SEPARATION AND RETIREMENT BRANCH (MMSR) WILL
NOTIFY THE OFFICERS SELECTED FOR CONTINUATION, BY LETTER, AFTER THE
PROMOTION SELECTION RESULTS HAVE BEEN ANNOUNCED. THE FOLLOWING
CONTINUATION BOARDS WILL BE CONVENED:
A. UPON COMPLETION OF THE FY03 USMCR LIEUTENANT COLONEL AR
SELECTION BOARD, THE BOARD WILL RECONVENE AS A CONTINUATION BOARD.
THE MAJOR AR CONTINUATION BOARD MAY SELECT THOSE MAJORS WHO HAVE
TWICE FAILED OF SELECTION TO LIEUTENANT COLONEL, WHO ARE SUBJECT TO
INVOLUNTARY RELEASE FROM THE RASL FOR FAILURE OF SELECTION, AND WHO
MEET THE FOLLOWING:
(1) ANY OFFICER CAREER DESIGNATED IN THE AR COMPETITIVE
CATEGORY WHO, ON THE DAY PRESCRIBED FOR REMOVAL FROM THE RASL BY
TITLE 10, U.S. CODE, SECTION 14506 POSSESSES AT LEAST 16 BUT LESS
THAN 18 YEARS OF ACTIVE FEDERAL SERVICE. THE OFFICERS SELECTED FOR
CONTINUATION WILL BE CONTINUED ON ACTIVE DUTY UNTIL THEY ARE
RETIREMENT ELIGIBLE UNDER TITLE 10, U.S. CODE, SECTION 6323.
(2) ANY OFFICER NOT CAREER DESIGNATED IN THE AR COMPETITIVE
CATEGORY WHO, ON THE DAY PRESCRIBED FOR REMOVAL FROM THE RASL BY
TITLE 10, U.S. CODE, SECTION 14506 POSSESSES AT LEAST 16 OR MORE
YEARS OF SATISFACTORY SERVICE AND CAN ACHIEVE RETIREMENT ELIGIBILITY
UNDER TITLE 10, U.S. CODE, SECTION 12731 WITHIN 24 YEARS OF
COMMISSIONED SERVICE. THE OFFICERS SELECTED FOR CONTINUATION WILL BE
CONTINUED ON THE RASL UNTIL THEY ARE RETIREMENT ELIGIBLE UNDER TITLE
10, U.S. CODE, SECTION 12731.
B. UPON COMPLETION OF THE FY03 USMCR MAJOR AR SELECTION BOARD,
THE BOARD WILL RECONVENE AS A CONTINUATION BOARD. THE CAPTAIN AR
CONTINUATION BOARD MAY SELECT THOSE CAPTAINS WHO HAVE TWICE FAILED OF

IN THE UNRESTRICTED (OTHER THAN AR) COMPETITIVE CATEGORY.
4. BOARD PREPARATION GUIDANCE. OFFICERS ARE ADVISED TO REVIEW REF A
PRIOR TO THE CONVENING DATE OF THE BOARD. OFFICERS MAY REVIEW REF
A AT THE OFFICER PROMOTION INTERNET HOMEPAGE. ALTHOUGH MENTIONED IN
REF A, OFFICERS ARE REMINDED OF THE FOLLOWING GUIDANCE:
A. PERSONAL RESPONSIBILITIES. ELIGIBLE OFFICERS ARE PERSONALLY
RESPONSIBLE TO ENSURE THE ACCURACY AND COMPLETENESS OF THEIR OFFICIAL
MILITARY PERSONNEL FILE (OMPF) AND MASTER BRIEF SHEET (MBS). DO
NOT DELAY ACCOMPLISHING THIS REVIEW. REQUESTING OMPFS/MBS',
MAILING DELAYS, AND ANY FOLLOW-ON CORRECTIVE ACTION TAKES TIME.
OFFICERS ARE ADVISED THAT OMPFS/MBS' ARE DISTRIBUTED TO THE
BOARDROOM IN ADVANCE OF THE CONVENING DATE. THEREFORE, IT IS

ADDITION, ELIGIBLE OFFICERS HAVE A PERSONAL RESPONSIBILITY TO ENSURE
THEY SUBMIT A PHOTOGRAPH AND RESERVE QUALIFICATION SUMMARY (RQS)
(NAVMC 10476) TO THE PROMOTION SELECTION BOARD. FURTHER, ELIGIBLE
OFFICERS HAVE A PERSONAL RESPONSIBILITY TO ENSURE THEIR MATERIAL,
PHOTOGRAPH, AND RQS ARE NOT ONLY SUBMITTED, BUT ALSO RECEIVED BY THE
PROMOTION SELECTION BOARD. OFFICERS MAY DETERMINE WHETHER OR NOT
MATERIAL HAS BEEN RECEIVED AT THE OFFICER PROMOTION INTERNET
HOMEPAGE. SEE PAR 4D(2) FOR ADDITIONAL INFORMATION PERTAINING TO THE
SUBMISSION OF PHOTOGRAPHS.
B. COMMUNICATION WITH THE PROMOTION BOARD. EACH ELIGIBLE
OFFICER MAY COMMUNICATE WITH THE PRESIDENT OF THE SELECTION BOARD,
HOWEVER, SUCH PERSONAL COMMUNICATION MUST BE RECEIVED NO LATER THAN
MIDNIGHT (EASTERN TIME) ON THE CONVENING DATE OF THE BOARD. OFFICERS
DESIRING TO PERSONALLY DELIVER MATERIAL TO HARRY LEE HALL (OLD
O'CLUB) MAY DO SO UNTIL MIDNIGHT (EASTERN TIME) ON THE CONVENING DATE
OF THE BOARD. OFFICERS MAY SUBMIT ANY MATERIAL THEY DEEM IMPORTANT
FOR CONSIDERATION BEFORE THE BOARD. THERE IS NO REQUIREMENT FOR
CERTIFICATION OF MATERIAL SUBMITTED BY THE ELIGIBLE OFFICER. THE
FOLLOWING GUIDELINES MUST BE ADHERED TO. UPDATE MATERIAL:
(1) MUST BE SUBMITTED UNDER COVER LETTER WITH THE UPDATE
MATERIAL AS ENCLOSURES;
(2) MUST BE ADDRESSED TO PRESIDENT, FY03 USMCR (APPROPRIATE
GRADE) AR SELECTION BOARD (SEE PAR 5A FOR COMPLETE ADDRESS);
(3) MUST BE FROM THE ELIGIBLE OFFICER; AND
(4) THE ELIGIBLE OFFICER MUST SIGN THE COVER LETTER.
MATERIAL SUBMITTED WITHOUT A COVER LETTER OR RECEIVED AFTER MIDNIGHT
(EASTERN TIME) ON THE CONVENING DATE OF THE BOARD WILL NOT BE
SUBMITTED TO THE BOARD.
C. TITLE 10, U.S. CODE, SECTION 12205 STATES THAT NO PERSON MAY
BE APPOINTED TO A GRADE ABOVE FIRST LIEUTENANT IN THE MARINE CORPS
RESERVE UNLESS THAT PERSON HAS BEEN AWARDED A BACCALAUREATE DEGREE BY
A QUALIFYING EDUCATIONAL INSTITUTION. OFFICERS APPOINTED TO THE
GRADE OF CAPTAIN BEFORE 1 OCTOBER 1995 ARE EXCLUDED FROM THIS
PROVISION. IT IS IMPERATIVE RESERVE OFFICERS ENSURE THEIR EDUCATION
LEVEL RECORDS ARE ACCURATE. SEE PAR 8C OF REF A FOR ADDITIONAL
INFORMATION REGARDING THIS REQUIREMENT.
D. ADDITIONAL PROMOTION GUIDANCE REGARDING SUBMISSION OF
INFORMATION, AUDITING THE OMPF, FITNESS REPORTS, PHOTOGRAPHS,

REQUIREMENT. OFFICERS WHO SUBMIT DIGITAL PHOTOGRAPHS TO THE OMPF MAY
CONFIRM RECEIPT OF THE DIGITAL PHOTOGRAPH BY CONTACTING MMSB-20 OR
BY CHECKING THE MMSB WEBSITE. ENSURE THIS IS ACCOMPLISHED NO LATER
THAN TWO CALENDAR WEEKS PRIOR TO THE CONVENING DATE OF THE BOARD.
