  RMKS/1.  PURPOSE.  TO INFORM THE MARINE CORPS OF AN ERROR WHICH
  OCCURRED IN THE COMPUTATION OF THE CUTTING SCORE FOR THE PROMOTION OF
  REGULAR COMPONENT CORPORALS AND SERGEANTS IN MOS'S 2811, 2818, 2841,
  2844, 2846, AND 2847.  ADDITIONALLY, THIS MARADMIN DESCRIBES ACTIONS
  TAKEN TO REMEDY THE SITUATION.
  2.  BACKGROUND
      A.  ON 1 OCT 01, HQMC TOOK THE NECESSARY STEPS TO IMPLEMENT
  CHANGES ASSOCIATED WITH THE MODERNIZATION OF THE 2800 OCCUPATIONAL
  FIELD.  THESE CHANGES REQUIRED TWO SIGNIFICANT ACTIONS THAT IMPACT          
            UPON THE MARINE CORPS' MANPOWER PROCESS: CHANGES TO ASSOCIATED
  TABLES OF ORGANIZATION (T/O) AND CHANGES TO THE PRIMARY MILITARY
  OCCUPATIONAL SPECIALTY (MOS) OF ENLISTED MARINES.
      B.  EFFECTIVE 1 OCT 01, HQMC, IN CONJUNCTION WITH MCCDC, CHANGED
  THE BILLET MOS FOR ALL BILLETS REQUIRING MOS 2811, 2818, AND 2841 TO
  2844, 2846, AND 2847.
      C.  SIMULTANEOUSLY, HQMC BEGAN CHANGING THE PRIMARY MOS FOR
  EVERY MARINE WITH THE MOS 2811, 2818, AND 2841.
      D.  THESE TWO CHANGES IMPACT UPON MANY ASPECTS OF THE MANPOWER
  PROCESS TO INCLUDE ENLISTMENT, CLASSIFICATION, TRAINING, ASSIGNMENT,
  PROMOTION, RETENTION, AND SRB PAYMENTS TO NAME A FEW.
      E.  THROUGHOUT PLANNING FOR THIS MODERNIZATION, MULTIPLE AGENCIES
  THROUGHOUT THIS HEADQUARTERS WORKED CLOSELY TOGETHER TO ENSURE ALL
  ASPECTS OF THE MANPOWER PROCESS WERE PROPERLY WAR GAMED AND ALL STAFF
  SECTIONS WITHIN THIS HEADQUARTERS WERE POISED TO HANDLE THE
  MODERNIZATION.
      F.  UNFORTUNATELY, DESPITE THESE EFFORTS AN ERROR IN CALCULATING
  THE OCT 01 CUTTING SCORES OCCURRED.  THIS HEADQUARTERS INTENDED TO           
            TREAT ALL MARINES IN THESE SKILLS AS A SINGULAR GROUP AND TO PUBLISH
  THE SAME CUTTING SCORE FOR EACH MOS UNTIL WHICH TIME THE
  MODERNIZATION WAS COMPLETE.  THIS INTENT ENSURED EQUITABLE
  PROMOTION OPPORTUNITIES FOR MARINES REGARDLESS OF THE MOS HELD.
      G.  REFERENCE (A) CONTAINED INCORRECT CUTTING SCORES FOR THE
  MOS'S LISTED ABOVE.  THESE SCORES PROMOTED A SIGNIFICANT NUMBER OF
  MARINES WITHIN MOS 2811 WHILE SIMULTANEOUSLY LIMITING THE NUMBER OF
  PROMOTIONS IN THE OTHER FIVE MOS'S.
      H.  ONCE IDENTIFIED, THIS HEADQUARTERS ESTABLISHED THE FOLLOWING
  GUIDING PRINCIPLES AS IT DEVELOPED COURSES OF ACTION (COA) TO
  ADDRESS THIS SITUATION:
          (1) NO PROMOTIONS EFFECTED WILL BE REVOKED.
          (2) CORRECTIVE ACTION WILL BE FAIR FOR ALL INVOLVED.
          (3) CORRECTIVE ACTION WILL PROVIDE LONG TERM EQUITY FOR
  REENLISTMENT AND PROMOTION IN THESE MOS'S.
          (4) INDIVIDUAL MARINES WILL NOT BE ADVERSELY AFFECTED BY
  MISTAKES MADE BY THE INSTITUTION.
      I.  AFTER THOROUGH EXAMINATION OF THE CURRENT SITUATION, THIS           
            HEADQUARTERS DECIDED TO SET THE CUTTING SCORE FOR EACH OF THESE
  MOS'S TO 1201 FOR PROMOTION TO CORPORAL AND TO 1489 FOR PROMOTION
  TO SERGEANT.  THIS ACTION ENSURES THE GUIDING PRINCIPLES LISTED IN
  PARAGRAPH 2H ARE NOT VIOLATED.  ADDITIONALLY, THIS ACTION ENSURES
  THAT EVERY MARINE THAT SHOULD HAVE BEEN PROMOTED WAS PROMOTED.
  3.  ACTION
      A.  COMMANDERS WILL RECEIVE NOTIFICATION OF THOSE AFFECTED BY
  THIS SITUATION AUTOMATICALLY THROUGH THE PROMOTION PROCESS AS
  OUTLINED IN REFERENCE (B) AND THROUGH UNIT DIARY FEEDBACK REPORTS.
      B.  IF A COMMANDER DETERMINES THAT A MARINE DOES NOT POSSESS
  THOSE CHARACTERISTICS NECESSARY FOR PROMOTION TO THE NEXT GRADE,
  THE COMMANDER MAY ELECT NOT TO PROMOTE THE MARINE PER REFERENCE (B).
      C.  HQMC (CODES: M&RA AND C4) WILL TAKE STEPS TO CONTINUE TO
  MANUALLY MANAGE ALL ASPECTS OF THE MANPOWER PROCESS IN THE FUTURE
  TO ENSURE EQUITABLE TREATMENT FOR THOSE MARINES EFFECTED BY THIS
  SITUATION.  FURTHER, WE WILL DEVELOP CONTROLS TO ENSURE CAREER
  PROGRESSION MOS POPULATIONS ARE MAINTAINED AT THE REQUISITE          
            LEVELS DURING THE COMPLETION OF THE MODERNIZATION EFFORT.
  4.  THIS IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.//
