  1.  SITUATION.
    A.  GENERAL.  DOD IS TRACKING EMPLOYER DATA IN ORDER TO CREATE
    EFFECTIVE PERSONNEL AND MOBILIZATION POLICIES THAT ENHANCE EMPLOYER
    -EMPLOYEE RELATIONSHIPS AND FACILITATE POST-MOBILIZATION
    REDEPLOYMENT.
       (1) THE DEVELOPMENT OF A WEB BASED DATA COLLECTION PROGRAM,            
                  DESIGNED TO FACILITATE THE COLLECTION OF CIVILIAN EMPLOYER DATA
       ON GUARD AND RESERVE PERSONNEL MOBILIZED FOR ACTIVE DUTY IS
       ADDRESSED IN PARA M. AND N. OF REF A.  THE RESERVE COMPONENT
       EMPLOYER WEB SITE WAS ACTIVATED ON 27 SEP 01 AND IS MANAGED FOR
       THE SECRETARY OF DEFENSE, RESERVE AFFAIRS (OSD-RA) BY THE
       DEFENSE MANPOWER DATA CENTER (DMDC).
       (2) THE WEB SITE'S DATA COLLECTION FUNCTION HAS TWO PURPOSES.
       FIRST, THE INFORMATION COLLECTED WILL BE USED TO FACILITATE
       COMMUNICATION BETWEEN EMPLOYERS AND DOD AND TO INFORM SERVICE
       MEMBERS AND EMPLOYERS OF THEIR RIGHTS, BENEFITS, AND OBLIGATIONS
       UNDER 30 U.S.C. 4301-4333.  SECOND, THE COLLECTED INFORMATION
       WILL BE USED TO INCREASE THE EFFECTIVENESS OF DOD'S EMPLOYER
       OUTREACH PROGRAMS BY IDENTIFYING EMPLOYERS DIRECTLY AFFECTED BY
       DOD POLICIES AND THE MOBILIZATION.
       (3) REF B, IDENTIFIED THE POTENTIAL MARINE CORPS REQUIREMENT FOR
       COLLECTING EMPLOYER DATA.  CIVILIAN EMPLOYER DATA ON MARINE            
                  CORPS RESERVE PERSONNEL WILL BE COLLECTED DURING MOBILIZATION
       PROCESSING AS OUTLINED IN REF B.
    B.  PURPOSE.  THE PURPOSE OF THIS MARADMIN IS TO PROVIDE GUIDANCE
    TO MARINE CORPS COMMANDERS RESPONSIBLE FOR THE ACTIVATION AND
    OPERATION OF MOBILIZATION PROCESSING CENTERS (MPC) AT
    BASES/STATIONS, MOBILIZATION PROCESSING STATIONS (MPS) AT RESERVE
    TRAINING CENTERS (RTC), AND GAINING FORCE COMMANDS IAW WITH PARA
    3.D.(11)(A) AND 3.D.(11)(B)(1) THROUGH (6) OF REF B.
  2.  MISSION.  UPON RECEIPT OF RESERVISTS AT AN MPC, RTC, OR GAINING
  FORCE COMMAND, EMPLOYER DATA COLLECTION WORKSTATIONS, UTILIZING THE
  DMDC RESERVE COMPONENT EMPLOYER WEB SITE, WILL BE MANNED TO COLLECT
  EMPLOYER INFORMATION ON INDIVIDUAL RESERVISTS MOBILIZED FOR ACTIVE
  DUTY.
  3.  EXECUTION.
    A.  CMC INTENT.
        (1) PURPOSE.  COLLECT CIVILIAN EMPLOYER DATA ON RESERVE MARINES
        CALLED TO ACTIVE DUTY DURING THE PARTIAL MOBILIZATION AS
        DESCRIBED IN THE REFS.
        (2) METHOD.  DATA COLLECTION WILL BE CONDUCTED USING THE DMDC            
                   RESERVE COMPONENT EMPLOYER WEB SITE AT
        HTTPS://WWW.DMDC.OSD.MIL/UDPDRI/OWA/RC.  HOME (THE WEB SITE
        ADDRESS IS CASE SENSITIVE AND MUST BE ENTERED USING LOWER CASE
        LETTERS).  ENTRIES MAY BE ENTERED EITHER BY THE INDIVIDUAL
        MARINE OR A PROXY.  THE DATA COLLECTION FORM CAN BE PRINTED AND
        FILLED OUT IF AN MPC DOES NOT POSSESS ADEQUATE COMPUTER
        EQUIPMENT, DATA ENTRY PERSONNEL, ACCESS TO THE INTERNET TO
        CONDUCT MASS ENTRIES, OR IF TIME CONSTRAINTS PROHIBIT
        INDIVIDUAL DATA ENTRY.  THE MPC, HOWEVER, REMAINS RESPONSIBLE
        FOR SUBMITTING THE INFORMATION VIA THE WEB SITE AT SOME POINT
        DURING THE MOBILIZATION PROCESS.  THERE IS NO PROVISION FOR
        HARD COPY SUBMISSIONS.
        (3) END STATE.  PROVIDE OSD-RA AND CMC WITH ACCURATE AND TIMELY
        EMPLOYER DATA INFORMATION WHILE MINIMIZING THE AFFECT OF
        INSERTING AN ADDITIONAL STEP INTO THE MOBILIZATION PROCESS.
    B.  CONCEPT OF OPERATIONS.  EMPLOYER INFORMATION DATA COLLECTION
    WILL BE ADDED TO THE MOBILIZATION PROCESS.  COMMANDERS TASKED WITH           
               ACTIVATING MPC AND RTC MPS WILL PROVIDE PERSONNEL AND EQUIPMENT
    NECESSARY FOR THE COLLECTION OF EMPLOYER DATA.
    C.  TASKS.
        (1) COMMARFORRES.  ENSURE ACTIVATED SELECTED MARINE CORPS
        RESERVE (SMCR) UNITS HAVE ADEQUATE RESOURCES TO COLLECT AND
        SUBMIT EMPLOYER INFORMATION PRIOR TO TRANSFER TO THE GAINING
        FORCE COMMAND.
        (2) CG, MCRSC.  ENSURE INDIVIDUAL READY RESERVE (IRR) AND
        INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) MARINES ARE NOTIFIED IN
        THEIR ACTIVATION ORDERS TO COMPLETE THE EMPLOYER INFORMATION
        DATA COLLECTION UPON ARRIVAL AT ASSIGNED MPC OR GAINING FORCE
        COMMAND.
        (3) COMMARCORBASEPAC AND COMMARCORBASELANT.  ENSURE MPC
        ACTIVATED AT DESIGNATED BASES/STATIONS TO PROCESS PRE-TRAINED
        INDIVIDUAL MANPOWER (PIM), TO INCLUDE IRR AND RETIREES, HAVE
        ADEQUATE RESOURCES TO COLLECT AND SUBMIT EMPLOYER INFORMATION.
        PIM WILL BE PROCESSED AT ONE OF THE FOLLOWING LOCATIONS: MCB
        CAMP PENDLETON, MCB CAMP LEJEUNE, MCAS CHERRY POINT. MCAS            
                   MIRAMAR.
        (4) CG, MCB QUANTICO.  UPON ACTIVATION OF AN MPC TO PROCESS
        THOSE PIM ORDERED TO ACTIVE DUTY AS INDIVIDUAL AUGMENTEES (IA)
        FOR THE VARIOUS STAFFS IN AND AROUND THE WASHINGTON DC AREA,
        ENSURE ADEQUATE RESOURCES ARE MADE AVAILABLE TO COLLECT AND
        SUBMIT EMPLOYER INFORMATION.
    D.  COORDINATING INSTRUCTIONS.  CIVILIAN EMPLOYER DATA WILL BE
    COLLECTED USING THE CIVILIAN EMPLOYER DATA SCREEN RESIDENT ON THE
    DMDC RESERVE COMPONENT EMPLOYER WEB SITE.  MODIFICATIONS TO DATA
    REQUIREMENTS MAY BE IMPLEMENTED BY DMDC AT A LATER DATE.  THE
    CURRENT DATA REQUIREMENTS ARE AS FOLLOWS:

    ALSO BE GAINED VIA THE FOLLOWING MANPOWER AND RESERVE AFFAIRS WEB
    SITE; HTTPS://OSPREY.MANPOWER.USMC.MIL.  ONCE AT THE OSPREY SITE,
    SELECT THE M&RA ICON (RIGHT SIDE OF SCREEN) AND THEN SELECT THE
    RESERVE AFFAIRS (RA) ICON (LEFT SIDE OF SCREEN).  THE LINK TO THE
    DMDC RESERVE COMPONENT EMPLOYER WEB SITE CAN BE ACCESSED BY
    SELECTING RC EMPLOYER INFORMATION UNDER LINKS (RIGHT SIDE OF
    SCREEN).
    C.  DMDC IS ENGINEERING A REPORT CAPABILITY THAT WILL PROVIDE EACH
    SERVICE ACCESS TO DATA COLLECTED IN THE APPLICATION'S DATABASE.
