1. PURPOSE. THIS MARADMIN ANNOUNCES THE SUBSEQUENT TERM ALIGNMENT
PLAN (STAP) MISSIONS FOR THE SEVEN MAJOR SUBORDINATE COMMANDS (MSC):
MARFORLANT, MARFORPAC, MCCDC, MARFORRES, MCRC, MATCOM, AND TECOM.
2. BACKGROUND.
A. CAREER MARINES ARE THOSE MARINES WHO HAVE REENLISTED AT LEAST
ONCE.
B. DECLINING RETENTION RATES OF CAREER MARINES IN THE GRADES OF
SERGEANT, STAFF SERGEANT, AND GUNNERY SERGEANT OVER THE PAST FIVE
YEARS HAVE CAUSED DECREASES IN THE EXPERIENCE LEVELS OF OUR
ENLISTED FORCE. FURTHER, THESE DECLINING RATES ARE CAUSING FIRST
TERM RETENTION REQUIREMENTS TO RISE TO UNSUPPORTABLE LEVELS.
C. AS OUTLINED IN REF A, STAP IS DESIGNED TO IMPROVE THE
RETENTION OF CAREER MARINES AND ENSURE THE RIGHT LEVEL OF EXPERIENCE
IN OUR CAREER FORCE.
3. ACTION. COMMANDERS ARE DIRECTED TO REENLIST CAREER MARINES IN

A. THE INVENTORY OF CAREER MARINES IN SEVERAL MOS'S EXCEEDS THE
QUANTITY REQUIRED TO MEET MARINE CORPS NEEDS. CAREER MARINES IN THESE
MOS'S MAY CONSIDER LATERAL MOVE OPPORTUNITIES CURRENTLY AVAILABLE TO
THEM PER REF B. MARINES CONSIDERING LATMOVE ALTERNATIVES SHOULD
CONTACT THEIR CAREER COUNSELORS FOR ADDITIONAL GUIDANCE. PMOS'S
CURRENTLY EXCEEDING MARINE CORPS REQUIREMENTS ARE: 0121, 0151, 0411,
0481, 2131, 3044, 3051, 3521, 3531, 3533, 4067, 4133, 4611, AND
5831.
B. THE MISSIONS LISTED IN PARAGRAPH 3 ABOVE ARE CONSIDERED
MINIMUM REQUIREMENTS. THERE IS NO MAXIMUM NUMBER OF CAREER FORCE
REENLISTMENTS IN ANY MOS. EXCEEDING THE MISSION OUTLINED IN
PARAGRAPH 3 IS ENCOURAGED.
C. COMMANDS WILL RECEIVE CREDIT FOR THEIR STAP MISSION WHEN
CAREER SERGEANTS, STAFF SERGEANTS, OR GUNNERY SERGEANTS REENLIST.
D. CAREER MARINES BECOME REENLISTMENT ELIGIBLE 365 DAYS PRIOR TO
THEIR EAS. THEREFORE, CAREER MARINES ELIGIBLE TO REENLIST WILL REACH
THEIR EAS DURING BOTH FY02 AND FY03. COMMANDERS ARE ENCOURAGED TO
FOCUS ON THOSE WITH AN EAS IN FY02.
E. LEADERSHIP AT ALL LEVELS OF THE CHAIN OF COMMAND IS PARAMOUNT
IN ENCOURAGING OUR BEST MARINES TO STAY MARINE. MANY FACTORS
CONTRIBUTE TO A MARINE'S DECISION TO STAY MARINE. FACTORS INCLUDE
PAY, JOB SECURITY, PATRIOTISM, JOB SATISFACTION, DUTY STATION
PREFERENCE, LEADERSHIP, AND SELECTIVE REENLISTMENT BONUSES (SRB).
REF C ANNOUNCED THE FY02 SRB PROGRAM THAT INCLUDES PROACTIVE B AND
C ZONE MULTIPLES TO SUPPORT COMMANDERS IN THIS STAP MISSION. SRB
SUPPORT IS TARGETED AT THE FY02 STAP EAS POPULATION. PER REF C,
ZONE B AND C SRB SUPPORT IS PROJECTED TO BE DISCONTINUED ON
15 JAN 02. IF SRBP FUNDING EXISTS AFTER 15 JAN 02, THE SRBP WILL BE
EXTENDED FURTHER INTO THE SECOND QUARTER FY02. IF SRB FUNDS ARE
OBLIGATED FASTER THAN CURRENTLY PLANNED, THIS HEADQUARTERS WILL
TERMINATE THE PROGRAM BEFORE 15 JAN 02.
F. MISSIONS THAT SHOW AN "*" INDICATE AN EQUITABLE MISSION SPREAD
COULD NOT BE ASSIGNED. COMMANDERS ARE ENCOURAGED TO REENLIST CAREER
