  RMKS/1.  THIS MARADMIN UPDATES OUR FTAP PROGRESS AT THE CLOSE OF THE
  FIRST QUARTER OF FY01 AND PROVIDES GUIDELINES REGARDING EXECUTION.
  2.  OUR PROGRESS TO DATE INDICATES REENLISTMENT RATES FOR FY01
  (REENLISTMENTS EXECUTED) COMPARE FAVORABLY TO RATES DURING THE SAME
  PERIOD IN FY00:
     A.  3,541 BOATSPACES OUT OF THE FY01 FTAP MISSION OF 6,068
  BOATSPACES HAVE BEEN EXECUTED, AND 2,527 BOATSPACES REMAIN.  DURING
  THE SAME PERIOD LAST YEAR, 3,179 BOATSPACES HAD BEEN EXECUTED, AND
  2,608 BOATSPACES REMAINED (NOTE, THE FY01 FTAP MISSION HAS INCREASED
  281 BOATSPACES, OR 4.7%).    
         B.  48 MOS'S HAVE CLOSED, AS COMPARED WITH ONLY 37 DURING THE SAME
  PERIOD IN FY00.
  3.  CAREER PLANNERS, COMMANDERS, AND LEADERS ARE COMMENDED FOR THEIR
  EFFORTS TO REENLIST FIRST TERM MARINES.  YOUR PERSONAL INVOLVEMENT
  AND DILIGENCE IN RETAINING MARINES YIELDED SOLID FTAP PROGRESS
  DURING THE FIRST QUARTER AND INITIATED STRONG MOMENTUM AS WE MOVE
  INTO THE SECOND QUARTER.  NEVERTHELESS, THERE IS STILL A LOT OF
  GROUND TO BE COVERED.
  4.  THE SECOND QUARTER IS HISTORICALLY A SLOW PERIOD FOR
  REENLISTMENTS.  WE MUST SUSTAIN AND BUILD UPON THE MOMENTUM GENERATED
  IN THE FIRST QUARTER.  ALTHOUGH WE HAVE CLOSED 48 MOS'S, AS A CORPS,
  WE FELL SHORT OF OUR FIRST QUARTER PHASELINE TO EXECUTE 64% OF THE
  FTAP BOATSPACES BY 31 DECEMBER 2000.  DURING THE UPCOMING MONTHS, WE
  MUST NOT SLOW OUR REENLISTMENT TEMPO; INSTEAD, WE SHOULD INTENSIFY
  OUR EFFORTS TO ENSURE OUR SECOND QUARTER PHASELINE OF 87% EXECUTED
  BOATSPACES IS MET BY 31 MARCH 2001.  ADDITIONALLY, ATTENTION SHOULD
  BE PAID TO THE FOLLOWING MOS'S WHICH HAVE MADE PARTICULARLY SLOW

  THE ABOVE LIST IS NOT AN ALL INCLUSIVE LIST OF MOS'S WHERE BOATSPACES
  ARE AVAILABLE.  REAL TIME UPDATES OF THE BOATSPACE REPORT ARE FOUND
  ON THE TOTAL FORCE RETENTION SYSTEM (TFRS), ACCESSIBLE TO EACH UNIT
  CAREER PLANNER.    
      5.  IAW REFERENCE A, COMMANDS ARE AUTHORIZED TO CONTINUE TO SUBMIT
  QUALIFIED MARINES FOR REENLISTMENT EVEN WHEN THEY HAVE ACCOMPLISHED
  THEIR FTAP REQUIREMENT, OR HAD NO REQUIREMENT.  RECENTLY, AS MOS'S
  HAVE CLOSED OUT, CONCERNS HAVE RISEN REGARDING THE INABILITY OF
  COMMANDS TO MEET FTAP REENLISTMENT REQUIREMENTS BECAUSE INSUFFICIENT
  BOATSPACES REMAIN IN THE PARTICULAR MOS'S FOR WHICH THE UNITS HAVE
  A REQUIREMENT.  ESSENTIALLY, IF THE MARINE CORPS CLOSES OUT ALL
  BOATSPACES IN A MOS THEN, THROUGH OUR COMBINED EFFORTS, WE AS A
  CORPS HAVE SUCCEEDED IN OUR MISSION.  COMMANDS UNABLE TO ACCOMPLISH
  THEIR FTAP REENLISTMENT REQUIREMENT BY MOS DUE TO THE LACK OF
  AVAILABLE BOATSPACES SHOULD UTILIZE THE LATERAL MOVE PROGRAM AND
  FOCUS ON MEETING THEIR REENLISTMENT REQUIREMENTS BY AGGREGATE
  NUMBER.
  6.  MANY REQUESTS FOR QUALITY REENLISTMENT PROGRAM (QRP) BOATSPACES
  HAVE BEEN RECEIVED BY MMEA.  THE QUALITY REENLISTMENT PROGRAM IS A
  FACET OF THE FTAP WHICH ALLOWS MMEA TO AUTHORIZE BOATSPACES FOR
  MARINES IN CLOSED MOS'S.  QRP BOATSPACES MAY NOT EXCEED 105% IN AN    
      MOS OR MORE THAN ONE BOATSPACE PER MOS IN CASES WHEN ONE BOATSPACE
  WILL EQUAL MORE THAN FIVE PERCENT.  ONLY 150 TOTAL QRP BOATSPACES MAY
  BE EXECUTED ANNUALLY.  QRP BOATSPACES ARE INTENDED FOR MARINES WITH
  EXCEPTIONAL PERFORMANCE RECORDS WHO WISH TO REMAIN IN THEIR PRIMARY
  MOS RATHER THAN LATERALLY MOVE.  MANY OF THE MARINES WHO SUBMITTED
  FOR QRP CONSIDERATION DURING THE FIRST QUARTER DID NOT HAVE
  EXPECTIONAL PERFORMANCE RECORDS.  IN ORDER TO ENSURE THE STANDARD FOR
  ISSUING QRP BOATSPACES REMAINS AN EXCEPTIONAL PERFORMANCE RECORD
  MMEA IS INSTITUTING A MONTHLY QRP BOARD.  THE BOARD WILL CONSIST OF
  REPRESENTATIVES FROM MMEA-6 (CAREER COUNSELING AND RETENTION
  SECTION) AND MMEA-8 (ENLISTED ASSIGNMENT SECTION) AND WILL MEET
  DURING THE FIRST WEEK OF EACH MONTH TO DETERMINE WHICH MARINES ARE
  MOST COMPETITIVE FOR QRP BOATSPACE APPROVAL.  MARINES RECOMMENDED BY
  COMMANDS FOR QRP CONSIDERATION SHOULD HAVE EXCEPTIONAL PERFORMANCE
  RECORDS WORTHY OF GENERAL OFFICER LEVEL ENDORSEMENT.  COMMANDS MAY
  SUBMIT LETTERS OF RECOMMENDATION ALONG WITH THE MARINES' QRP REQUEST.    
      QRP REQUESTS WILL NOT BE CONSIDERED FOR MOS'S WHICH HAVE ALREADY
  ISSUED ALL QRP BOATSPACES.  MARINES THAT REQUEST FOR QRP
  CONSIDERATION SHOULD BE SUBMITTED TO MMEA NO LATER THAN THE LAST DAY
  OF EACH MONTH.  COMMANDS ALSO MUST NOTIFY MMEA-61 BY E-MAIL WHEN
  SUBMITTING QRP REQUESTS TO ENSURE ALL SUBMITTED REQUESTS ARE
  CONSIDERED DURING THE MONTHLY QRP BOARD (NOTE, PLEASE NOTIFY BOTH
  THE PROCESSING CHIEF, MSGT J.A. SUMABAT, AT
  SUMABATJA@MANPOWER.USMC.MIL, AND THE PROCESSING OFFICER,
  CAPT M.P. CODY AT CODYMP@MANPOWER.USMC.MIL WHEN SUBMITTING
  QRP REQUESTS).
  7.  WE ARE CONFIDENT THE CORPS CAN ACCOMPLISH OUR FY01 FTAP MISSION
  AS LONG AS CAREER PLANNERS, COMMANDERS, AND LEADERS OF OUR
  CORPS VIGILANTLY MAINTAIN RETENTION EFFORTS.  CONTINUE TO UTILIZE
  REENLISTMENT INCENTIVES, SELECTIVE REENLISTMENT BONUSES, AND THE
  LATERAL MOVE PROGRAM TO GENERATE INTEREST IN REENLISTMENT.  MOST
  IMPORTANTLY, CONTINUE TO EXERCISE LEADERSHIP IN THE DRIVE TOWARD
  ACCOMPLISHING THE FY01 FTAP MISSION.  AS OUR COMMANDANT STATED IN
  REFERENCE B, IN THE RETENTION BATTLE, "POSITIVE LEADERSHIP, ONE ON    
      ONE WHEN POSSIBLE, PAYS THE GREATEST DIVIDENDS." KEEP UP THE GOOD
