RMKS/1. THE NINTH ENLISTED RETENTION TASK FORCE (ERTF)
CONFERENCE WAS HELD ON 23 AUG 01. THE PURPOSE OF THIS MESSAGE IS TO
REVIEW TOPICS DISCUSSED AND ANNOUNCE THE DATE OF THE NEXT
CONFERENCE.
2. THE FOLLOWING TOPICS WERE DISCUSSED:
A. FY01 FTAP AFTER ACTION: THE FY01 FTAP CLOSED ON 15 AUGUST
2001. A TOTAL OF 6144 FIRST TERM MARINES REENLISTED; THE MARINE
CORPS EXCEEDED ITS OVERALL RETENTION GOAL (100.4%). ADDITIONALLY, A
TOTAL OF 982 MARINES EXECUTED LATERAL MOVES.
B. FY02 FTAP EXECUTION: THE SAME BLUEPRINT FROM FY01 WILL BE
USED. HQMC BEGAN ACCEPTING RELM REQUESTS ON 1 JUL 01. REENLISTMENTS
MAY BE EXECUTED BEGINNING 1 OCT 01. SRB ALLOCATION AND MISSIONING
HAVE BEEN ADDRESSED VIA SEPARATE MARADMINS. PROCEDURE FOR
TABULATING MISSION ACCOMPLISHMENT HAS BEEN CHANGED. ONCE AN MOS IS
FILLED, ALL MSC'S WILL RECEIVE CREDIT FOR ACHIEVING THEIR MISSION IN
THAT MOS.
C. FY02 STAP STATUS: THE SUBSEQUENT TERM ALIGNMENT PLAN (STAP)
SIGNALS INCREASED EMPHASIS ON RETENTION OF CAREER FORCE MARINES.
THE PURPOSE OF STAP IS TO SHAPE THE CAREER FORCE MORE CLOSELY TO ITS
REQUIREMENTS AND REDUCE THE FTAP MISSION. MAJOR SUBORDINATE
COMMANDS (MSC'S) WILL RECEIVE MISSION, SIMILAR TO FTAP, VIA
MARADMIN. REENLISTMENT TARGETS ARE BASED UPON REQUIREMENTS BY MOS
FOR E5'S, E6'S, AND E7'S WITH FY02 EAS'S.
D. CAREER PLANNER UPDATE: THE 2001 CMC CAREER PLANNER OF THE
YEAR BOARD WAS HELD 13 AUG 01. WINNERS WERE NOT ANNOUNCED AT THE
ERTF CONFERENCE, BUT THE MARADMIN ANNOUNCING THE WINNERS HAS SINCE
BEEN RELEASED. THE CAREER PLANNER OF THE YEAR IS GYSGT T. A. JAMES
FROM TSB, 1ST FSSG. THE FIRST RUNNER UP IS GYSGT D. P. CUMMISKEY
FROM MTS-1, 2D MAW. THE SECOND RUNNER UP IS SSGT T. B. HALE FROM
HQBN, MCB HAWAII.
E. PROPOSAL FOR CG AUTHORITY TO EXECUTE REENLISTMENTS WAS
DISCUSSED. THE PROPOSAL HAS SINCE BEEN APPROVED BY CMC AND
GUIDELINES WILL BE ADDRESSED VIA SEPARATE MARADMIN BY 1 OCT 01.
F. PRIOR SERVICE ENLISTMENT PROGRAM (PSEP) COUNTING:
IN FY01, PSEP MARINES TOOK UP BOATSPACES, AND WERE NOT ATTRIBUTED
TOWARD MSC MISSIONS. THIS MADE MSC MISSIONS UNACHIEVABLE. IN FY02,
PSEPS THAT ARE EXECUTED AT THE FTAP WILL BE ATTRIBUTED TO MSC
MISSIONS ON A FAIR SHARE BASIS.
G. ADDITIONAL ITEMS DISCUSSED: REENLISTMENT BONUS POINTS,
UNIFORM REENLISTMENT INCENTIVE, AND DRUG WAIVER BOARD RESULTS.
H. NEW ISSUES RAISED: NONE
3. MEMBERS OF THE ERTF DISCUSSED EACH TOPIC. UNRESOLVED ISSUES
WILL BE PRESENTED, REVIEWED, DISCUSSED, AND RECOMMENDATIONS WILL BE
MADE DURING THE NEXT CONFERENCE.
4. THE NEXT ERTF CONFERENCE IS SCHEDULED FOR 1 NOV 01 AT 1530
(EST).
5. A DETAILED AGENDA FOR THE TENTH ERTF CONFERENCE WILL BE
FORWARDED TO CONFERENCE ATTENDEES BY SEPARATE CORRESPONDENCE.
