MAJOR GENERAL PROMOTION SELECTION BOARD WILL CONVENE ON 1 NOVEMBER
2001 AT HARRY LEE HALL, MARINE CORPS BASE, QUANTICO, VA.
2. PROMOTION BOARD. THE BOARD WILL CONSIDER TWO CATEGORIES OF
OFFICERS: PRIMARY ZONE AND SECONDARY (BELOW) ZONE. THE PRIMARY ZONE
WILL INCLUDE ONE CATEGORY OF OFFICERS, JUNIOR ELIGIBLE. THE JUNIOR
ELIGIBLE CATEGORY CONSISTS OF OFFICERS WHO WILL BE CONSIDERED FOR
PROMOTION FOR THE FIRST TIME FROM WITHIN THE PRIMARY ZONE. OFFICERS
DEFINED AS RESERVE ACTIVE-STATUS LIST (RASL) IN REF B ARE ELIGIBLE
FOR THE BOARD IF, ON THE CONVENING DATE OF THE BOARD, THE OFFICERS
HAVE CONTINUOUSLY PERFORMED SERVICE ON EITHER THE RASL OR THE
ACTIVE-DUTY LIST (OR A COMBINATION OF BOTH LISTS) FOR A PERIOD OF ONE
YEAR. HOWEVER, OFFICERS WITH ESTABLISHED SEPARATION/RETIREMENT

DEFICIENCIES, MISSING INFORMATION, OR UNREADABLE DOCUMENTS ARE
PRESENT IN THE OMPF, OFFICERS ARE PERSONALLY RESPONSIBLE FOR BOTH
CORRECTING THE PROBLEM OFFICIALLY WITH THE PERSONNEL MANAGEMENT

THEY SUBMIT A PHOTOGRAPH AND RESERVE QUALIFICATION SUMMARY (RQS)
(NAVMC 10476) TO THE PROMOTION SELECTION BOARD. FURTHER, ELIGIBLE
OFFICERS HAVE A PERSONAL RESPONSIBILITY TO ENSURE THEIR MATERIAL,
PHOTOGRAPH, AND RQS ARE NOT ONLY SUBMITTED, BUT ALSO RECEIVED BY THE
PROMOTION SELECTION BOARD. OFFICERS MAY DETERMINE WHETHER OR NOT
MATERIAL HAS BEEN RECEIVED AT THE OFFICER PROMOTION INTERNET
HOMEPAGE. SEE PAR 3C(2) FOR ADDITIONAL INFORMATION PERTAINING TO THE
SUBMISSION OF PHOTOGRAPHS.
B. COMMUNICATION WITH THE PROMOTION BOARD. EACH ELIGIBLE
OFFICER MAY COMMUNICATE WITH THE PRESIDENT OF THE SELECTION BOARD,
HOWEVER, SUCH PERSONAL COMMUNICATION MUST BE RECEIVED NO LATER THAN
MIDNIGHT (EASTERN TIME) ON THE CONVENING DATE OF THE BOARD. OFFICERS
DESIRING TO PERSONALLY DELIVER MATERIAL TO HARRY LEE HALL (OLD
O'CLUB) ARE ADVISED TO DO SO DURING NORMAL WORKING HOURS. THE
BUILDING IS SECURED AFTER 1800 (EASTERN TIME). OFFICERS MAY SUBMIT
ANY MATERIAL THEY DEEM IMPORTANT FOR CONSIDERATION BEFORE THE BOARD.
THERE IS NO REQUIREMENT FOR CERTIFICATION OF MATERIAL SUBMITTED BY
THE ELIGIBLE OFFICER. THE FOLLOWING GUIDELINES MUST BE ADHERED TO.
UPDATE MATERIAL:
(1) MUST BE SUBMITTED UNDER COVER LETTER WITH THE UPDATE
MATERIAL AS ENCLOSURES;
(2) MUST BE ADDRESSED TO PRESIDENT, FY03 USMCR MAJOR GENERAL
SELECTION BOARD (SEE PAR 4A FOR COMPLETE ADDRESS);
(3) MUST BE FROM THE ELIGIBLE OFFICER; AND
(4) THE ELIGIBLE OFFICER MUST SIGN THE COVER LETTER.
MATERIAL SUBMITTED WITHOUT A COVER LETTER OR RECEIVED AFTER MIDNIGHT
(EASTERN TIME) ON THE CONVENING DATE OF THE BOARD WILL NOT BE
SUBMITTED TO THE BOARD.

PHOTOGRAPHS TO PROMOTION SELECTION BOARDS. FIRST, THE PERSONNEL
MANAGEMENT SUPPORT BRANCH (MMSB-20) HAS THE CAPABILITY TO FILE
DIGITAL PHOTOGRAPHS IN THE OMPF. OFFICERS MAY TAKE ADVANTAGE OF THIS
CAPABILITY BY HAVING THE DIGITAL PHOTOGRAPHS PRODUCED BY THEIR
NEAREST COMBAT VISUAL INFORMATION CENTER (CVIC). CVIC'S WILL CREATE
AND ELECTRONICALLY FORWARD THE DIGITAL PHOTOGRAPH TO
MMSBCVIC.MMSB.USMC.MIL. MMSB-20 WILL INCORPORATE THE DIGITAL
PHOTOGRAPH INTO THE OFFICER'S OMPF WHICH WILL BE FORWARDED TO THE
PROMOTION SELECTION BOARD. OFFICERS MAY CONFIRM RECEIPT OF THE
DIGITAL PHOTOGRAPH BY CONTACTING MMSB-20. DETAILED INSTRUCTIONS
REGARDING DIGITAL PHOTOGRAPHS WILL FOLLOW IN BOTH A FUTURE MARADMIN
AND IN CHANGES TO THE IRAM. OFFICERS WHO SUBMIT DIGITAL PHOTOGRAPHS
ARE NOT REQUIRED TO SUBMIT A HARD-COPY PHOTOGRAPH. ALTERNATIVELY, IF
DIGITAL PHOTOGRAPHIC EQUIPMENT IS NOT AVAILABLE, OFFICERS MUST
SUBMIT A HARD-COPY PHOTOGRAPH PER THE INSTRUCTIONS CONTAINED IN PAR
6C OF REF A AND MAY CONFIRM RECEIPT OF THE HARD-COPY PHOTOGRAPH
THROUGH THE OFFICER PROMOTION INTERNET HOMEPAGE.
(3) IN ADDITION TO THE INFORMATION CONTAINED IN PAR 6D,
FITNESS REPORTS SUBMITTED UNDER MCO P1610.7E MUST CONTAIN A DIRECTED
COMMENT IN SECTION I OF THE FITNESS REPORT IF THE OFFICER EXCEEDS
HEIGHT/WEIGHT STANDARDS AND IS NOT IN COMPLIANCE WITH PERCENTAGE
BODY FAT LIMITS. OFFICERS WHOSE FITNESS REPORTS DO NOT INCLUDE THIS
INFORMATION MUST PROVIDE OFFICIAL DOCUMENTATION REFLECTING BODY FAT
PERCENTAGE TO THE PRESIDENT OF THE PROMOTION SELECTION BOARD.
