  AMPN/REF A ANNOUNCED THE DISCONTINUATION OF THE CAREER TRANSITION
  PROGRAM (FORCED LATERAL MOVES) AND THE INITIATION OF THE SUPPLE-
  MENTARY MOS (SMOS) PROGRAM.
  RMKS/1.  THIS MARADMIN EXPLAINS THE SMOS PROGRAM ANNOUNCED IN REF A
  AND SOLICITS VOLUNTEERS TO PARTICIPATE IN THE PROGRAM.
  2.  THE SMOS PROGRAM IS DESIGNED TO HELP MEET THE OFFICER PERSONNEL
  NEEDS OF OUR SHORT MOS'S.  OFFICERS SELECTED TO PARTICIPATE IN THE
  SMOS PROGRAM WILL DO A TOUR IN A SHORT MOS AND THEN RETURN TO THERE
  PRIMARY MOS (PMOS).  OFFICERS WILL BE SELECTED DURING THEIR FIRST
  PMOS TOUR.
  3.  THE SMOS PROGRAM HAS AN ADDITIONAL BENEFIT OF POTENTIALLY
  ALLOWING OTHER OFFICERS CURRENTLY IN A SHORT MOS TO BE ASSIGNED TO
  BILLETS OUTSIDE OF THEIR PMOS, E.G., B-BILLETS.  HISTORICALLY,
  OFFICERS IN SHORT MOS'S HAVE LESS OPPORTUNITY FOR CAREER BROADENING     
      TOURS DUE TO THE NEED TO FILL CRITICAL PMOS BILLETS.
  4.  THE SMOS TOUR.
      A.  INITIAL SMOS TOUR.  THE SMOS TOUR IS A THREE YEAR TOUR THAT
  INCLUDES MOS TRAINING AND A FOLLOW ON ASSIGNMENT.  THE TOUR WILL
  TAKE THE PLACE OF A TRADITIONAL B-BILLET TOUR. A PARTICIPANT WILL
  RETURN TO THEIR PRIMARY CAREER PROGRESSION FOR CAREER LEVEL SCHOOL
  CONSIDERATION AND FOLLOW ON PRIMARY MOS ASSIGNMENT AT THE SAME TIME
  AS THOSE OFFICERS NOT PARTICIPATING IN THE PROGRAM. FUTURE PRECEPT
  GUIDANCE FOR PROMOTION BOARDS WILL EMPHASIZE THE RELEVANCE AND
  IMPORTANCE OF THIS PROGRAM.
      B.  ADDITIONAL SMOS TOUR.  THE PROGRAM ALLOWS FOR SOME
  OFFICERS TO DO A SECOND SMOS TOUR LATER IN THEIR CAREER
  PROGRESSION.  THIS SECOND TOUR WOULD OCCUR AFTER PROMOTION
  TO MAJOR AND AGAIN SUBSTITUTE FOR A TRADITIONAL B-BILLET ASSIGNMENT.
  CURRENTLY, MANY COMBAT ARMS MAJORS ARE SPENDING FIVE YEARS AWAY FROM
  THE OPERATING FORCES. A SECOND SMOS TOUR WOULD ACCOUNT FOR THREE
  OF THOSE YEARS.
  5.  INDIVIDUAL BENEFITS OF SMOS PROGRAM.
      A.  OFFICERS SELECTED FOR THE PROGRAM WILL GAIN A BETTER UNDER-    
      STANDING OF MULTIPLE ASPECTS OF THE MAGTF.
      B.  NEW TRAINING.  SELECTEES WILL RECEIVE TRAINING AND EXPERI-
  ENCE IN ANOTHER MOS.
      C.  MOS OPTIONS. IF A PARTICIPATING OFFICER DECIDES HE PREFERS
  THE SMOS INSTEAD OF HIS PMOS, FAVORABLE CONSIDERATION WILL NORMALLY
  BE GIVEN TO A LATERAL MOVE REQUEST.
  6.  ELIGIBILITY.  APPLICATIONS ARE LIMITED TO COMPANY GRADE
  OFFICERS WITH AT LEAST ONE YEAR ON STATION ON THEIR INITIAL PMOS
  TOUR AND WHO ARE NOT IN RECEIPT OF ORDERS OR HAVE BEEN NOTIFIED BY
  MMOA OF PENDING ORDERS.  VOLUNTEERS MUST BE IN AN OVER MOS,
  AS DEFINED BY THIS MARADMIN (CURRENTLY 0302, 0802, 1802, 1803).
  VOLUNTEERS CAN EITHER BE REGULAR OR RESERVE OFFICERS WITH AT LEAST
  THREE YEARS REMAINING ON THEIR INITIAL CONTRACT (OR AGREE TO
  AN EAD THAT ALLOWS FOR THE COMPLETION OF A THREE YEAR SMOS TOUR).
  7.  APPLICATION/SELECTION PROCESS.  A SMOS SELECTION BOARD WILL
  CONVENE ON OR ABOUT 21 AUG 01.  VOLUNTEERS SHOULD SUBMIT AN AA
  FORM TO CMC (MMOA-3) VIA THEIR CHAIN OF COMMAND (ENDORSEMENTS
  ARE REQUIRED AT THE BN LEVEL ONLY) REQUESTING TO BE CONSIDERED    
      FOR THE PROGRAM.  COMMANDERS WILL PROVIDE ONE OF THE FOLLOWING
  ENDORSEMENTS: (1) RECOMMENDED WITH ENTHUSIASM, (2) RECOMMENDED
  WITH CONFIDENCE, (3) RECOMMENDED WITH RESERVATION, OR
  (4) NOT RECOMMENDED. COMMANDERS ARE ALSO ENCOURAGED TO PROVIDE
  SPECIFIC COMMENTS ON THE OFFICER'S PERFORMANCE AND SUITABILITY
  FOR THE SMOS'S REQUESTED. THE FORMAT OF THE AA FORM SHOULD
  FOLLOW ENCLOSURE (1) OF REF (B).
  APPLICATION DEADLINE IS 3 AUG 01.  APPLICANTS MUST LIST A MINIMUM OF
  ONE SHORT MOS (CURRENTLY 0180, 0202, 0602, 3002, 4302), HOWEVER,
  OFFICERS ARE ENCOURAGED TO LIST (IN ORDER OF PREFERENCE) MULTIPLE
  SHORT MOS'S. LISTING MULTIPLE SHORT MOS'S WILL INCREASE AN OFFICER'S
  CHANCES OF BEING SELECTED FOR THE PROGRAM.  APPLICANTS WILL ONLY BE
  CONSIDERED FOR ASSIGNMENT TO THOSE MOS CHOICES LISTED ON THE AA FORM.
  APPLICANT'S ARE PERMITTED, FOR ASSIGNMENT CONSIDERATIONS, TO LIST
  ADDITIONAL DESIRES ON THE AA FORM (E.G., "I DESIRE TO REMAIN IN MY
  PRESENT GEOGRAPHICAL AREA", "I DESIRE TO REMAIN IN THE OPERATING
  FORCES," ETC.).  SELECTION TO PARTICIPATE IN THE PROGRAM DOES NOT     
      MEAN THAT LISTED ADDITIONAL DESIRES HAVE BEEN GRANTED, ONLY THAT
  THEY WILL BE CONSIDERED DURING THE ASSIGNMENT PROCESS.  APPLICANTS
  ARE ENCOURAGED TO COMMUNICATE WITH THEIR PMOS MONITOR TO ENSURE THE
  MONITOR IS INFORMED OF THE OFFICER'S INTENTION TO APPLY FOR THE SMOS
  PROGRAM.   AFTER 8 AUG 01, OFFICERS ARE ENCOURAGED TO VERIFY APPLI-
