  RMKS/1.  PURPOSE.  TO PROVIDE ADVANCE NOTIFICATION OF A
  REVISION TO THE "UP OR OUT" POLICY FOR SERGEANTS CONTAINED IN
  THE REF.
  2.  BACKGROUND
  A.  CURRENTLY, SERGEANTS IN SOME PMOS'S ARE CONSIDERED FOR
  PROMOTION TO STAFF SERGEANT PRIOR TO THEIR SECOND REENLISTMENT
  POINT.  A PERCENTAGE OF THESE SERGEANTS FAIL SELECTION TO STAFF
  SERGEANT AND ARE UNABLE TO REENLIST.  THIS SITUATION IS
  PARTICULARLY APPARENT IN FAST-PROMOTING PMOS'S WHERE SERGEANTS
  OFTEN RECEIVE CONSIDERATION TO STAFF SERGEANT WELL AHEAD OF OUR
  PROMOTION TARGET.
  B.  CURRENT POLICY OUTLINED IN PAR 3H(2) OF THE REF
  PRECLUDES SERGEANTS WITH A PASS FOR PROMOTION FROM     
      REENLISTING EVEN THOUGH THEY HAVE SUFFICIENT TIME PRIOR TO
  THE 13-YEAR SERVICE LIMIT.
  3.  INFORMATION.  ALLOWING SERGEANTS TO REENLIST UP TO 13 YEARS
  OF TOTAL MARINE CORPS SERVICE PROVIDES SEVERAL BENEFITS TO BOTH
  THE MARINE CORPS AND THE MARINE.
  A.  FIRST, IT ACTIVELY SHAPES THE INVENTORY OF MARINES BY GRADE
  AND PMOS ENSURING THE INVENTORY OF ENLISTED PERSONNEL IS CLOSELY
  ALIGNED TO THE REQUIREMENT.
  B.  SECOND, IT PROVIDES COMMANDERS GREATER AUTHORITY IN KEEPING
  QUALITY MARINES ON ACTIVE DUTY.
  C.  THIRD, IT AIDS IN RETENTION EFFORTS BY STANDARDIZING PROMOTION
  TEMPO ACROSS ALL ENLISTED SKILLS.
  D.  FOURTH, IT BROADENS CAREER OPPORTUNITIES FOR THESE MARINES BY
  ALLOWING THEM TO REENLIST VICE ONLY BEING ALLOWED TO EXTEND.
  E.  FIFTH, IT PROVIDES MARINES A GREATER OPPORTUNITY TO RECOVER
  FROM MISTAKES THAT MAY HAVE BEEN MADE EARLY IN THEIR CAREERS.
  4.  ACTION.  EFFECTIVE 1 OCT 01, THE "UP OR OUT" SERVICE LIMIT
  POLICY FOR SERGEANTS WILL BE MODIFIED.  SERGEANTS MAY REENLIST
  UP TO THEIR SERVICE LIMIT OF 13 YEARS, PROVIDED THEY ARE     
      RECOMMENDED BY THEIR COMMANDING OFFICER AND MEET ALL REENLISTMENT
  STANDARDS.//
