RMKS/1. PURPOSE: THE PURPOSE OF THIS MARADMIN IS TO SUMMARIZE THE
RESULTS OF THE INTEGRATED LOGISTICS CAPABILITY (ILC) CENTRALIZED
MANAGEMENT OF SECONDARY REPARABLES (SECREP) INITIATIVE PER THE
GUIDANCE PUBLISHED IN REFS A THROUGH E.
2. WE HAVE BEGUN TO TRANSFORM OUR LOGISTICS PROCESSES IN THE AREA
OF SECREP MANAGEMENT AND INITIAL RESULTS ARE FAVORABLE. WE WILL
CONTINUE TO REFINE THE NEW PROCESSES, SOLICIT INPUT FROM THE
OPERATING FORCES, AND PROVIDE FEEDBACK.
A. INITIAL OPERATIONAL CAPABILITY (IOC) WAS ESTABLISHED ON
31 OCT 2000 AND RESULTED IN THE ABILITY TO CENTRALLY MANAGE
SECREPS THROUGHOUT THE MARINE CORPS. IOC CAPABILITIES INCLUDE:
- TOTAL SECREP ASSET VISIBILITY
- REDISTRIBUTION OF EXCESS TO FILL USER VALIDATED DEFICIENCIES
- REDISTRIBUTION OF EXCESS TO FILL CUSTOMER B/O
- CENTRALIZED REQUISITION MANAGEMENT (FILL VIA REDISTRIBUTION OF
EXCESS BEFORE PASSING TO DOD SOURCE OF SUPPLY)
- CENTRALIZED "RECOMPUTATION" OF FIELD-HELD ALLOWANCES
- CENTRALIZED MATERIEL RETURNS PROGRAM (MRP) CAPABILITY
B. THESE CAPABILITIES PROVIDE THE TOOLS FOR A MARINE CORPS
WIDE FOCUS ON READINESS THAT IMPROVES AVAILABILITY OF WEAPON
SYSTEMS WITHIN EXISTING RESOURCES. ALL MARINE CORPS DEADLINED
ITEMS ARE TRACKED, ON A WEEKLY BASIS, IN ORDER TO FILL SECREP
DEMANDS FOR DEADLINED EQUIPMENT. THIS NEW CAPABILITY HAS RESULTED
IN A NOTICEABLE IMPROVEMENT IN EQUIPMENT AVAILABILITY. ACTIONS
RELATIVE TO CENTRALIZED SECREP MANAGEMENT DURING THE PAST FIVE
MONTHS BROUGHT 200 WEAPON SYSTEMS OFF DEADLINE, OF WHICH OVER 80
WERE READINESS REPORTABLE OR PACING ITEMS.
C. MARCORLOGBASES AND THE DEPOT MAINTENANCE ACTIVITY CONDUCTED A
REVIEW OF THE MASTER WORK SCHEDULE TO ENSURE THAT ONLY THOSE ASSETS
THAT ARE REQUIRED BY THE OPERATING FORCES WERE BEING REPAIRED. THIS
EFFORT RESULTED IN THE REPROGRAMMING OF PREVIOUSLY UNFUNDED WORK TO
BETTER MEET MARINE CORPS IMMEDIATE WHOLESALE SUPPORT REQUIREMENTS.
SECREPS (VALUED AT APPROXIMATELY $498,000) WITHOUT A VALID
REQUIREMENT WERE REMOVED FROM THE MASTER WORK SCHEDULE.
D. THE FOLLOWING REPRESENTS MARINE CORPS WIDE INVENTORY TRANSFERS
THAT INCREASED RESPONSIVENESS AND RESULTED IN COST SAVINGS FROM
CENTRALIZED SECREP MANAGEMENT ACTIONS (READ IN FIVE COLUMNS):

REPRESENT REQUIREMENTS FILLED BY REDISTRIBUTION TO FILL CUSTOMER
BACKORDERS AND SATISFY OUTGOING REQUISITIONS, THEREBY REDUCING
CUSTOMER WAIT TIME AND PRODUCING SAVINGS
PER REF E.
E. OPERATING FORCES WILL RETAIN THE FISCAL BENEFITS RESULTING
FROM THIS INITIATIVE IAW REF C. ADDITIONAL RECURRING REPORTING
REQUIREMENTS WILL BE PUBLISHED VIA SEPCOR.
3. THE NEXT MAJOR ACTIONS OF THE CENTRALIZED SECREP EFFORT INCLUDE
COMPLETING THE DEVELOPMENT OF THE CONCEPT OF OPERATIONS FOR FULL
OPERATING CAPABILITY (FOC) AND EXPLORING ALTERNATIVES FOR ESTABLISHING
STOCKAGE LEVELS. THESE ACTIONS WILL PROVIDE THE MARINE CORPS WITH AN
INTEGRATED INVENTORY MANAGEMENT CAPABILITY THAT ACHIEVES THE ILC
VISION AND ENSURE GREATER AVAILABILITY OF THE WEAPON SYSTEMS REQUIRED
TO SUPPORT OUR WARFIGHTING MISSION.//
