  RMKS/1.  SUBJ CONFERENCE WAS ATTENDED BY REPS FROM COMMANDS
  THROUGHOUT THE MARINE CORPS, INCLUDING THE OPERATING FORCES AND
  SUPPORTING ESTABLISHMENT, AS WELL AS NAVY REPS.
  2.  THE FIRST DAY FOCUSED ON EDUCATION OF THE MOBILIZATION COMMUNITY    
      REPRESENTED AT THE CONFERENCE.  A NUMBER OF BRIEFINGS DETAILING
  MOBILIZATION AND ITS EFFECTS ON VARIOUS AGENCIES THROUGHOUT THE NAVY
  AND MARINE CORPS WERE PROVIDED.
  3.  ATTENDEES WERE ORGANIZED INTO FIVE WORKING GROUPS TO DEVELOP
  RECOMMENDATIONS ON SIGNIFICANT MOBILIZATION RELATED ISSUES:
      A.  WORKING GROUP 1: MOBTEEP
          (1) DELIVERABLE:
              (A) DEVELOP A FIVE-YEAR MOBILIZATION TRAINING & EXERCISE
  EMPLOYMENT PLAN (MOBTEEP).
              (B) DRAFT FY-02 MOBTEEP.
          (2) DISCUSSION:
              (A) THE MOBTEEP WORKING GROUP FOCUSED ON RAISING
  MOBILIZATION STANDARDS, AND EMPHASIZED THAT MOBILIZATION AND FORCE
  INTEGRATION (MOB & FI) ARE COMPLEMENTARY PROCESSES THAT SHOULD BE
  EXERCISED TOGETHER.
              (B) A FIVE-YEAR PLAN THAT EXERCISES ALL ASPECTS OF THE
  MOBILIZATION PROCESS TO INCLUDE LOGISTICS, SYSTEMS SUPPORT,
  ADMINISTRATIVE PROCESSING, AND ACTUAL INTEGRATION OF SMCR UNITS AND
  IRR MARINES INTO THEIR GAINING COMMANDS WAS DEVELOPED.
              (C) CONSISTENT WITH PREVIOUS PLANS, THE FIVE-YEAR MOB &    
      FI PLAN INCLUDES PARTICIPATION FROM NAVY PROGRAM NINE PERSONNEL.
              (D) THE FY02 MOB & FI TEEP DRAFT SUPPORTS THE CONCEPT OF
  MOBILIZATION AND FORCE INTEGRATION AS COMPLEMENTARY PROCESSES.
  HIGHLIGHTS INCLUDE:
                  1.  REDUCE MARINE RESERVE TRAINING CENTER EXERCISE
  (MRTCEX) QTY, WHILE EXPANDING MRTC SCOPE.
                  2.  EXERCISING THE MAGTF, BASES/STATIONS, IN THEIR
  SUPPORTING ROLES DURING MOBILIZATION WITH THE INTRODUCTION OF THE
  MOBILIZATION OPERATION CENTER EXERCISE (MOBOCEX).
                  3.  EXPANDING SCOPE OF ANNUAL MOB CONFERENCE TO
  INCLUDE FORCE INTEGRATION.
          (3) RECOMMENDATION:
              (A) RENAME "MOBTEEP" TO "MOBILIZATION & FORCE INTEGRATION
  TEEP" (MOBFITEEP).
              (B) CMC (PP&O/M&RA) PUBLISH PROPOSED FY02 MOB&FI TEEP FOR
  COMMENT AND CONCURRENCE.
              (C) CMC (PP&O) INCORPORATE THE MOBFITEEP INTO THE USMC
  TEEP PROCESS.
              (D) PP&O/M&RA STAFF THE PROPOSED FIVE YEAR MOBFITEEP FOR
  COMMENT AND CONCURRENCE TO THE MARFORS AND SUPPORTING ESTABLISHMENTS.    
                  (E) THAT FUTURE MOB & FI CONFERENCES ARE ATTENDED BY
  REPRESENTATIVES FROM THE G-3, G-4, AND G-5 SECTIONS FROM THE MARFORS
  AND SUPPORTING ESTABLISHMENTS.
      B.  WORKING GROUP 2: COMMAND RELATIONSHIPS
          (1) DELIVERABLE: REVIEW COMMAND RELATIONSHIPS UPON
  MOBILIZATION AND DEMOBILIZATION.
              (A) DISCUSSION: REVIEWED MOBILIZATION SEQUENCE OF
  ACTIONS.
              (B) RECOMMENDATION:
                  1.  CMC (PLN/MPP) TO UPDATE FORMATTED MESSAGES IN
  REF B.
                  2.  CMC (PLN/MPP) TO REVIEW AND UPDATE
  DEMOBILIZATION/OUTPROCESSING RESPONSIBILITIES AS OUTLINED IN ANNEX F
  OF REF B.
      C.  WORKING GROUP 3: LOGISTICS/I&L.
          (1) DELIVERABLE: DEFINE THE GAINING FORCE COMMAND (GFC) AND
  SUPPORTING ESTABLISHMENT (SE) COMMAND RELATIONSHIPS AND
  RESPONSIBILITIES FOR TOTAL FORCE DEPLOYMENT PLANNING & EXECUTION
  (FDP&E), IDENTIFYING OVERLAPS FOR COORDINATION.
          (2) DISCUSSION: FOCUSED UPON ISSUES RESULTING FROM THE
  ACCELERATED TIME PHASED FORCE DEPLOYMENT DATA (TPFDD) FLOW OF THE
  INTEGRATED TOTAL FORCE.  IDENTIFIED SIX MAJOR FUNCTIONAL CATEGORIES    
      OF FDP&E SUPPORT CATEGORIES, INCLUDING:
              (A) MATERIAL MANAGEMENT
              (B) PERSONNEL/LIFE SUPPORT
              (C) DEPLOYMENT/MOVEMENT
              (D) TRAINING
              (E) FORCE PROTECTION/ANTI-TERRORISM

          (3) RECOMMENDATION: IDENTIFIED FIVE OPPORTUNITIES TO ACHIEVE

              (A) MAR 01: WAR RESERVE CONFERENCE (EQUIPMENT SOURCING,
  RBE).

  (EQUIPMENT DEFICIENCIES, RBE MANAGEMENT, BILLETING/FACILITIES, TPFDD
  EXECUTION).

      D.  WORKING GROUP 4: MEDICAL MOBILIZATION READINESS.
          (1) DELIVERABLE: DISCUSS/ADDRESS USMC CONCERNS RELATED TO    
      MEDICAL MOBILIZATION.
          (2) DISCUSSION:
              (A) USMC LEADERSHIP IS GRAVELY CONCERNED WITH LOSS OF
  MARINE CORPS SUPPORT CAPABILITY AT NAVY MOBILIZATION PROCESSING SITE
  (NMPS) CAMP LEJEUNE AND CAMP PENDLETON, DUE TO PLANNED NAVY SELRES
  PERSONNEL MOBILIZATION TEAM (PMT) DELETIONS.
              (B) MANY ACTIVATED 4TH MARINE AIR WING (MAW) SQUADRONS
  DEPLOY DIRECT FROM RESERVE TRAINING CENTERS (RTC) TO THEATER.  THE
  WORKING GROUP IDENTIFIED A "SEAM" BETWEEN USMC/USN PLANNING WHEN
  NAVAL RESERVE PROGRAM 9 (NRP9) PERSONNEL ARE RECALLED AND PROCESSED
  TO ACTIVE DUTY.  THE CURRENT NAVY MOBILIZATION AND CAPABILITIES PLAN
  REQUIRES NRP9 PERSONNEL TO TRAVEL AND BE ACTIVATED AT ONE OF TWO
  NMPS, WHICH ARE NOT LOCATED NEAR EACH SQUADRON RTC, THEN JOIN THEIR
  USMC UNITS TO MEET TPFDD EAD/LAD WINDOWS.
              (C) DISCUSSIONS WITH USN MEDICAL PLANNERS HAS REVEALED
  UNCERTAINTY AS TO WHETHER THE USMC HAS UNAMBIGUOUSLY STATED THE
  USN/USMC MEDICAL MOBILIZATION PROCESSING REQUIREMENT.
              (D) ALTHOUGH REF C INCLUDES MOBILIZATION PROCESSING AS A    
      STATED MISSION OF JFCOM, USMC LEADERSHIP IS CONCERNED THAT
  "MOBILIZATION PROCESSING," IS NOT IDENTIFIED AS AN EXPLICIT MEDICAL
  TREATMENT FACILITY (MTF) MISSION.
              (E) USMC HAS IDENTIFIED POTENTIAL MTF SHORTFALLS WHEN
  ASSIGNED MEDICAL/DENTAL STAFFS ARE DEPLOYED ISO FLEET HOSPITALS AND
  HOSPITAL SHIPS.  THIS EARLY DEPLOYMENT OF MEDICAL/DENTAL STAFFS MAY
  HAVE UNINTENDED CONSEQUENCE OF NEGATIVELY IMPACTING MEF ABILITY TO
  DEPLOY WITH FULLY MEDICAL/DENTAL QUALIFIED MARINES.  CONCURRENTLY,
  THE GAINING MEF WILL BE RECEIVING AUGMENTATION AND REINFORCEMENT
  FROM ACTIVATED RESERVE UNITS, WHICH WILL REQUIRE SOME DEGREE OF
  MEDICAL/DENTAL READINESS SCREENING.
              (F) USMC IS CONCERNED THAT WHILE THERE IS CONSENSUS AS TO
  HOW THE PROCESS WOULD WORK IN A SHORTER CRISIS, A THOROUGH USN
  COMBAT REPLACEMENT POLICY, INCLUDING MEDICAL, RELIGIOUS, AND SEABEE
  PERSONNEL, IS NOT ADDRESSED IN EXISTING USN/USMC POLICY.
          (3) RECOMMENDATION:
              (A) USMC REEMPHASIZE THAT USN MUST MAINTAIN CURRENT
  NMPS/PMT CAPABILITY AT MCB CAMP LEJEUNE AND MCB CAMP PENDLETON.    
                  (B) DURING THE CONFERENCE, USN/USMC PLANNERS AGREED THE
  REQUIREMENT EXISTS FOR A "REMOTE GAIN" CAPABILITY FOR NRP9 PERSONNEL
  TO SUPPORT MARINE UNIT OPLAN TIMELINES. "REMOTE GAIN" CAPABILITY
  WOULD ENABLE NEARBY USN PERSONNEL SUPPORT DETACHMENTS (PSDS), TO
  GAIN TO ACTIVE DUTY THESE CRITICAL PERSONNEL AT USMC AVIATION SITES,
  MAINTAINING UNIT INTEGRITY.  UPON IDENTIFICATION OF THESE SITES
  TO USN, THE NEXT STEP WILL BE TO TEST THIS PROCESS DURING SCHEDULED
  EXERCISES, STARTING IN FY02.
              (C) USMC REAFFIRMS ITS MOBILIZATION PROCESSING
  REQUIREMENT: UP TO 250 USNR SELRES AND 250 USMC IRR PERSONNEL PER
  DAY AT MPCS CAMP LEJEUNE AND CAMP PENDLETON; AND UP TO 125 PER DAY
  AT MPCS MCAS CHERRY POINT AND MCAS MIRAMAR.
              (D) USMC REQUESTS USN MEDICAL PLANNERS ADD "MOBILIZATION
  PROCESSING" TO COGNIZANT MTF MISSIONS.
              (E) USMC RECOMMENDS THAT NAVAL RESERVE PROGRAM 32 AND 46
  UNITS BE ACTIVATED EARLY TO REINFORCE/BACKFILL MTF STAFFS, IN
  SUPPORT OF DEPLOYING MEF TIMELINES, AND RECOMMENDS THESE UNITS BE    
      INCLUDED IN THE APPLICABLE O/CONPLAN TPFDDS BY USN PLANNERS.  USMC
  PLANNERS HAVE IDENTIFIED MARINE MTF REQUIREMENTS IN THE MARINE SLICE
  OF THE APPROPRIATE O/CONPLAN TPFDDS.
              (F) USMC TO RUN CASEST MODELS TO IDENTIFY EXPECTED USN
  COMBAT REPLACEMENT REQUIREMENT, AND CONVEY TO USN (CNO N1/N3/N093)
  TO EVALUATE, IDENTIFY SHORTFALLS, AND SOURCE REQUIREMENTS.  USN/USMC
  PLANNERS TO INCORPORATE IN TO DELIBERATE PLANNING.  ANTICIPATE
  PROCESS WILL PARALLEL USMC COMBAT REPLACEMENT PROCEDURES.
      E.  WORKING GROUP 5: NAVY MARINE CORPS INTRANET (NMCI) AND
  DEFENSE INTEGRATED MILITARY HUMAN RESOURCES SYSTEM (DIMHRS).
          (1) DELIVERABLE: IDENTIFY IMPACT OF THE NMCI AND DIMHRS ON
  THE MOBILIZATION PROCESS, INCLUDING THE MARINE CORPS MOBILIZATION
  PROCESSING SYSTEM (MCMPS).
          (2) DISCUSSION: INTEGRATION OF MCEN AND RNET IS ADVANTAGEOUS,
  BUT SIGNIFICANT ISSUES MUST BE ADDRESSED.
              (A) SIGNIFICANT INCREASE IN COST OF INFORMATION
  TECHNOLOGY (IT) SUPPORT FOR PEACETIME TO SURGE OPERATIONS. RESERVE
  SUPPORT UNIT, MOBILIZATION SUPPORT BATATLLIONS, MOBILIZATION    
      PROCESSING CENTERS (MPCS), AND MARINE RESERVE TRAINING CENTERS
  (MRTCS) REQUIRE INTERMITTENT ASSETS FOR TRAINING, EXERCISES, IRR
  MUSTERS, AND MOBILIZATION.
              (B) MCMPS MUST BE FIELDED IN THE NMCI CONTEXT FOR MRTCS,
  MPC, AND CMC (MPP-60).
              (C) IF DIMHRS PROVIDES MOBILIZATON AS A CORE COMPETENCY,
  THEN ALL SEATS IN MOBILIZATION PROCESS MUST BE NMCI SEATS.
              (D) COMMON ACCESS CARD (CAC) WILL BE REQUIRED GEAR FOR
  ALL PERSONNEL.  EXPENSE TO REPLACE CAC IS SIGNIFICANT WHEN MARINES
  ARE ACTIVATED.
          (3) RECOMMENDATION: BASE/STATION DATA CALLS INCLUDE NMCI DESK
  TOP SEAT ALLOCATION FOR DAILY AND SURGE REQUIREMENTS.
              (A) MARFORRESS/MCRSC'S DATA CALL INCLUDES NMCI DESKTOP
  SEAT ALLOCATION FOR 2 SEATS PER MRTC.
              (B) ALL MRTC PERSONNEL RECEIVE AN NMCI ACCOUNT.
              (C) CMC (MPP-60) CONSOLIDATE SURGE REQUIREMENTS AND
  PROVIDE TO CMC (C4) TO INVESTIGATE ALTERNATIVE LONG TERM SOLUTIONS
  PRIOR TO NMCI IMPLEMENTATION.
              (D) CMC (MPP-60) CONTINUE TO MAINTAIN MCMPS OPERATIONAL    
      CAPABILITIES UNTIL LONGTERM NMCI SOLUTION IMPLEMENTED.
              (E) NMCI PROVIDE MCMPS VIA APPLICATION SERVER
  CONNECTIVITY THRU CENTRALIZED SERVER.
              (F) MARINES BEING RELEASED FROM ACTIVE DUTY RETAIN CAC,
  OR CAC REMAIN IN SRB WHEN MARINE IS RELEASED FROM ACTIVE DUTY.  THIS
  PREVENTS NEED TO REISSUE NEW CAC UPON ACTIVATION.
  4.  UNRESOLVED ISSUES TO BE ADDRESSED DURING FY02 MOB CONFERENCE
  INCLUDE THE FOLLOWING:
      A.  ALL APPROVED FORMS (I.E., DD-214'S, SRB'S, QDR'S) NEED TO BE
  INCORPORATED INTO FORMFLOW.
          ACTION: CMC (MI).
      B.  MOS REFRESHER TRAINING (UNRESOLVED FROM FY 00 MOB
  CONFERENCE): ISSUE REMAINS UNDER REVIEW.
          ACTION: T&E COMMAND AND CMC (MPP-60).
