  RMKS/1.  PURPOSE.  TO ESTABLISH THE ANNUAL MARINE CORPS "SPIRIT OF
  HOPE AWARD", NOMINATION AND SELECTION PROCESSES AND PRESENTATION.
  2.  BACKGROUND.  THE "SPIRIT OF HOPE" AWARD IS PRESENTED TO
  INDIVIDUALS WHO EMBODY THE VALUES OF THE MEN AND WOMEN OF THE
  MILITARY: DUTY, HONOR, COURAGE, LOYALTY, COMMITMENT AND INTEGRITY.
  THIS IS THE HIGHEST AND MOST PRESTIGIOUS AWARD SPONSORED BY  THE USO
  WHICH BRINGS TO MIND MR. BOB HOPE WHO GAVE GENEROUSLY TO THE
  MILITARY MEN AND WOMEN FOR FIVE DECADES.  THE U. S. MARINE CORPS
  WILL PRESENT THIS AWARD ANNUALLY.  AWARD RECIPIENTS CAN BE ACTIVE
  DUTY, RESERVE, VETERN, OR CIVILIAN MARINES AND EVEN INDIVIDUALS FROM
  THE CIVILIAN SECTOR WHO EMBODY THE VALUES OF THE CORPS.
  3.  NOMINATION PROCEDURES AND CRITERIA. NOMINATIONS FOR THE MARINE    
      CORPS "SPIRIT OF HOPE" AWARD SHOULD BE SENT VIA COMMAND CHANNELS TO
  BE RECEIVED BY CMC (MRE) NLT 15 APRIL EACH YEAR.  ANY MARINE AND/OR
  CIVILIAN, AS DESRIBED ABOVE, THAT HAS MADE A SIGNIFICANT CONTRIBUTION
  TO MARINE CORPS QUALITY  OF LIFE RELATED PROGRAMS IS ELIGIBILE FOR
  THIS AWARD.  THE CRITERIA FOR AWARD SELECTION IS AS FOLLOWS:
      A.  THE PROPOSED RECIPIENT HAS CONTRIBUTED SELFLESSLY TO THE
  IMPROVEMENT OF QUALITY OF LIFE OF OUR MARINES AND THEIR FAMILIES OVER
  AN EXTENDED PERIOD OF TIME, PREFERABLY WITH ONE TRANSCENDENT
  ACHIEVEMENT.
      B.  THE PROPOSED RECIPIENT EPITOMIZES THE PRINCIPLES AND SPIRIT
  OF THE USO WHICH ARE TO SERVE RELIGIOUS, SPIRITUAL, SOCIAL, WELFARE,
  EDUCATIONAL, AND ENTERTAINMENT NEEDS OF MEN AND WOMEN IN THE
  ARMED SERVICES.
      C.  THE PROPOSED RECIPIENT REPRESENTS THE CORE VALUES OF THE
  MARINE CORPS HONOR, COURAGE, AND COMMITMENT.
  ALL NOMINATIONS MUST ADDRESS THE ABOVE CRITERIA.
  4.  SELECTION PROCEDURES.  NOMINEES WILL BE REVIEWED BY A PANEL
  COMPOSED OF THE FOLLOWING PERSONNEL:
     - DEPUTY DIRECTOR    
           MR DIVISION, CHAIRMAN
     - COUNSEL, MR DIVISION
     - REPRESENTATIVE MP DIVISION
     - REPRESENTATIVE DC I&L
  AFTER REVIEW BY THIS COMMITTEE, AWARDEE RECOMMENDATION SHALL THEN BE
  FORWARDED TO CMC VIA DC M&RA.  THE CMC'S SELECTION WILL THEN BE
  FORWARDED TO THE USO.
  5.  AWARD PRESENTATION.  THE AWARD PANEL WILL RECOMMEND TO THE CMC AN
  APPROPRIATE AWARD VENUE IN CONJUNCTION WITH THE RECOMMENDATION.  THE
  AWARD VENUE WILL TYPICALLY BE AT AN EVENING PARADE AT MARINE BARRACKS
  8TH & I. THE
  PRESENTATION WILL NORMALLY BE MADE BY THE PRESIDENT OF THE USO
  ASSISTED BY CMC OR ANOTHER SENIOR MARINE CORPS OFFICIAL.
  6.  ACTION.  SUBMIT NOMINATIONS TO CMC (MRE) TO BE RECEIVED BY 15
  APRIL (OR THE NEXT BUSINESS DAY IF THE 15TH IS ON A WEEKEND) EACH
  YEAR.  ONCE THE AWARD SELECTION IS MADE, THE AWARD RECIPIENT WILL BE
