 GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO PUBLISH THE
 SLATING PROCESS, ELIGIBILITY CRITERIA, AND TO IDENTIFY THE
 ANTICIPATED ILS QUOTAS AVAILABLE FOR AY04/05.
 2. THANKS TO THE EFFORTS OF THE MARINE CORPS UNIVERSITY (MCU),
 MARINE CORPS INSTITUTE (MCI), AND THE COLLEGE OF CONTINUING
 EDUCATION, THE QUALITY OF THE MARINE CORPS' NONRESIDENT PROFESSIONAL
 MILITARY EDUCATION (PME) CONTINUES TO IMPROVE EACH YEAR. GREATER
 FLEXIBILITY TO COMPLETE APPROPRIATE LEVEL PME IS AVAILABLE TO ALL
 MARINE CORPS OFFICERS THROUGH THE RESIDENT AND NON-RESIDENT
 PROGRAMS. THE MARINE CORPS' DIRECTION IS CLEAR: ALL OFFICERS SHOULD
 COMPLETE THE PME APPROPRIATE FOR THEIR GRADE AS AN ENHANCEMENT FOR
 PROMOTION CONSIDERATION AND FOR PROFESSIONAL DEVELOPMENT.
 3. OFFICERS ARE ENCOURAGED TO ENGAGE DIRECTLY WITH THEIR MONITORS
 IN ORDER TO TAKE ADVANTAGE OF AN OPPORTUNITY TO PARTICIPATE IN THE
 ULTIMATE DECISION REGARDING ILS SLATING. WE DEMAND MUCH FROM OUR
 MARINES; THEREFORE, WE SHOULD NOT CREATE SITUATIONS IN WHICH WE
 REDUCE FAMILY STABILITY AND CAUSE UNDUE STRESS WHILE ACCOMPLISHING
 INSTITUTIONAL GOALS OF PME. TO THE MAXIMUM EXTENT POSSIBLE, ONLY
 VOLUNTEERS WILL BE CONSIDERED FOR RESIDENT ILS.
 4. THE ILS SLATING PROCESS FOR AY04/05 WILL BEGIN WITH THE ELIGIBLE
 OFFICERS (PARA 6) VOLUNTEERING TO ATTEND THE ILS RESIDENT PROGRAM.
 ALL ELIGIBLE OFFICERS MUST CONTACT THEIR RESPECTIVE MONITOR TO
 INDICATE THEIR PREFERENCE FOR ATTENDING OR NOT ATTENDING RESIDENT
 ILS NLT 31 OCT 2003. FOLLOWING THIS DEADLINE, MONITORS WILL LIST
 THOSE OFFICERS BEING CONSIDERED FOR ILS ASSIGNMENT ON THE INDIVIDUAL
 MONITOR'S WEBPAGE.
 5. A TOTAL OF 172 OFFICERS WILL BE SLATED TO ATTEND ILS DUR AY04/05.
 SLATING FOR RESIDENT ILS WILL RESIDE WITHIN MANPOWER. MONITORS WILL
 SCREEN RECORDS OF ALL ELIGIBLE OFFICERS WHO VOLUNTEER AND MAKE THEIR
 RECOMMENDATION. MONITORS WILL ALREADY HAVE COMMUNICATED WITH THE
 OFFICERS IN THE ELIGIBLE POPULATION TO DETERMINE THEIR ILS
 PREFERENCE. COMPLETION OF NONRESIDENT PME DOES NOT PRECLUDE
 ELIGIBILITY OR SELECTION FOR A RESIDENT PME SCHOOL. THE SLATING
 PROCESS WILL BE VALIDATED BY A PANEL OF OFFICERS, TO INCLUDE LTCOL
 MONITORS, COL MONITORS, HEAD OF MMOA, DIRECTOR, PERSONNEL MANAGEMENT
 DIVISION AND A REPRESENTATIVE FROM THE MCU. FINAL APPROVAL OF THE
 ILS SLATE RESIDES WITH THE DEPUTY COMMANDANT FOR MANPOWER AND
 RESERVE AFFAIRS.
 6. THE ILS SLATING PROCESS IS ANTICIPATED TO BE COMPLETED BY
 DEC 2003. THE OFFICERS SLATED TO ILS WILL BE LISTED ON MMOA'S HOME
 PAGE. THE FOLLOWING CRITERIA WILL BE USED TO DETERMINE ELIGIBILITY:
 A. VOLUNTEERS: OFFICERS MUST ACTIVELY VOLUNTEER (VIA EMAIL,
 PHONCON OR LTR) THROUGH THEIR MONITOR TO BE CONSIDERED FOR THE
 RESIDENT ILS PROGRAM.
 B. GRADE ELIGIBILITY: MAJ AND MAJ (SEL) WILL BE ELIGIBLE.
 MAJORS WHO HAVE EITHER BEEN SELECTED OR FAILED SELECTION TO LTCOL
 WILL NOT BE ELIGIBLE.
 C. TIME ON STATION (TOS) REQUIREMENTS: OFFICERS WHO WILL
 COMPLETE THEIR PRESCRIBED TOUR, AS LISTED IN MCO P1300.8R, DURING
 FY04 WILL BE ELIGIBLE. UNDER NORMAL CIRCUMSTANCES, THE PRESCRIBED
 TOUR FOR PCSO IS 3 YRS, AND PCAO IS 2 YRS.
 D. OFFICERS WHO OTHERWISE MEET GRADE AND TOS REQUIREMENTS WILL
 NOT BE ELIGIBLE IF THEY:
 (1) ARE ATTENDING, OR ARE SCHEDULED TO ATTEND, AN AY04/05
 CAREER LEVEL SCHOOL.
 (2) PREVIOUSLY ATTENDED ILS OR ARE SLATED TO ATTEND A
 RESIDENT ILS/EQUIVALENT DURING THE UPCOMING AY.
 (3) ARE ASSIGNED OR SLATED TO BE ASSIGNED AS ASTRONAUTS.
 (4) HAVE FORMALLY REQUESTED RESIGNATION/RETIREMENT TO CMC
 (MMSR).
 (5) ARE LIMITED DUTY OFFICERS.
 (6) COMMENCED THE SPECIAL EDUCATION/ADVANCE DEGREE/FUNDED
 LAW EDUCATION/FOREIGN AREA OFFICER PROGRAM AS A MAJ OR MAJ (SEL),
 AND SUCCESSFULLY COMPLETE THE PROGRAM.
 E. OFFICERS WHO HAVE COMPLETED A NONRESIDENT ILS COURSE ARE
 ELIGIBLE TO ATTEND ILS.
 F. THERE WILL BE NO DEFERRALS FOR ILS.
 G. IF ATTENDING AN ILS EQUIVALENT SERVICE SCHOOL OTHER THAN THE
 MARINE CORPS COMMAND AND STAFF, COMPLETING A NON-RESIDENT ILS
 EQUIVALENT SERVICE SCHOOL FROM ANOTHER SERVICE, OR IF ATTENDING A
 FELLOWSHIP, OFFICERS ARE REQUIRED TO COMPLETE 8804 AND 8805 OF THE
 MARINE CORPS NON-RESIDENT COMMAND AND STAFF IN ORDER TO BE PME
 COMPLETE.
 7. OFFICERS ASSIGNED AS RS CO'S WHO VOLUNTEER FOR ILS WILL
 HAVE THE OPTION OF ATTENDING ILS OR A CHOICE OF DUTY STATION
 (GEOGRAPHICAL LOCATION) UPON COMPLETION OF A SUCCESSFUL TOUR IN
 RECRUITING.
 8. OFFICERS WHO VOLUNTEER AND ARE ELIGIBLE FOR ILS ARE ENCOURAGED TO
 INDICATE THREE PREFERENCES FOR SCHOOL ASGN TO THEIR RESPECTIVE
 MONITORS NLT 31 OCT 2003 VIA EMAIL OR LTR. NOT ALL MOS'S ARE
 ELIGIBLE FOR EVERY FOREIGN ILS SEAT OR CMC NATIONAL FELLOW SEAT.

 GOALS AND NEEDS OF THE CORPS. RESIDENT PME WILL CONTINUE TO BE A
 VITAL PART OF OFFICER EDUCATION. THE MARINE CORPS SENIOR LEADERSHIP
 MUST REINFORCE THAT OUR FUNDAMENTAL DIRECTION IS TOWARDS THE
 CONTINUED EDUCATION OF OUR OFFICER CORPS' - WITH GREATER FLEXIBILITY
 ON THE LOCATION WHERE THE EDUCATION IS OBTAINED. OUR INVESTMENT IN
 PME WILL CONTINUE TO PLAY A KEY ROLE IN OUR ABILITY TO REMAIN
 AMERICA'S PREMIER FORCE IN READINESS.
