COMMARCORMATCOM TO DEVELOP ALL FUTURE EQUIPMENT UNDER A THREE LEVELS
OF MAINTENANCE POLICY.  REF C REPORTED THE RESULTS OF THE 20-24 OCT
2003 REALIGNMENT OF MAINTENANCE WIPT//
GENTEXT/REMARKS/1.  PURPOSE.  TO ANNOUNCE THE ESTABLISHMENT OF THREE
LEVELS OF MAINTENANCE ON USMC GROUND EQUIPMENT.
2.  BACKGROUND.  HISTORICALLY, THE MARINE CORPS HAS PERFORMED FIVE
ECHELONS OF MAINTENANCE (EOM) ON GROUND EQUIPMENT AND DEFINED THOSE
EOM ACCORDING TO TOOLING/TMDE, FACILITY CAPABILITIES, AND TRAINING
OF PERSONNEL.  ALTHOUGH ORIGINALLY INTENDED TO MORE ACCURATELY
IDENTIFY A UNIT'S MAINTENANCE CAPABILITIES, TODAY THE EOM APPROACH
REDUCES MAINTENANCE EFFECTIVENESS AND BY EXTENSION OPERATIONAL
AVAILABILITY.
 GROUND MAINTENANCE PRODUCTION IS ALSO HINDERED BY FRAGMENTED
MAINTENANCE PROCESSES WHICH RESULT FROM REDUNDANT MAGTF LAYERING AND
A LACK OF A SINGLE PROCESS OWNER FOR MAINTENANCE.  AFTER EXTENSIVE
ANALYSIS AND IAW REF A, THE MARINE CORPS HAS DETERMINED THAT THREE
LEVELS OF MAINTENANCE (LOM) VICE FIVE ECHELONS IS THE MOST EFFECTIVE
APPROACH TO GROUND MAINTENANCE IN SUPPORT OF ALL MAGTFS.
2.A.  THE MAINTENANCE SPECIFIC RECOMMENDATIONS IN REF A HAVE EVOLVED
BEYOND MOVING 2D/3D EOM TO THE INTERMEDIATE LOM AND MOVING
MANAGEMENT OF SECREPS AND SELECTED 4TH EOM TASKS TO MARCORLOGCOM.
ACCORDINGLY, AS PART OF THE COORDINATED EFFORT TO MODERNIZE MAGTF
LOGISTICS, THE SEPARATE MAINTENANCE MODERNIZATION INITIATIVES (PMCS
TASK REDUCTIONS, MOVING SELECTED 2D EOM TASKS TO "OPERATOR" LEVEL
MAINTENANCE, REALIGNING 2D/3D EOM TO INTERMEDIATE LOM AND 4TH
EOM/SECREP MGMT TO LOGCOM AND TRANSITIONING FROM FIVE EOM INTO THREE
LOM) HAVE BEEN INTEGRATED INTO ONE CONSOLIDATED EFFORT ENTITLED
REALIGNMENT OF MAINTENANCE (ROM). 
2.B.  REF B PREVIOUSLY ANNOUNCED DEFINITIONS FOR THREE LOM AND
DIRECTED CG, MCCDC AND COMMARCORMATCOM TO DEVELOP ALL FUTURE
EQUIPMENT UNDER A THREE LEVELS OF MAINTENANCE POLICY.  HOWEVER, AS A
RESULT OF THE CHANGES NOTED IN PARA 2.A. ABOVE, IT IS NECESSARY TO
REVISE REF B.
2.C.  ROM WIPT.  REF C REPORTS THE RESULTS OF THE ROM WIPT.  SENIOR
MAINTENANCE COMMUNITY LEADERS REPRESENTING THE MARFORS, ALL THREE
MEFS AND MSCS ALONG WITH REPRESENTATIVES FROM SYSCOM, MCCDC, TECOM,
LOGCOM AND HQMC PARTICIPATED IN THE WIPT 20-24 OCT 2003.  THE WIPT
ESTABLISHED NEW DEFINITIONS FOR THE THREE LOM.  THESE DEFINITIONS
WERE DEVELOPED TO SUPPORT THE VISION OF MAINTENANCE ON THE
BATTLEFIELD AND DO NOT IMPLY, NOR ARE THEY RESTRICTED TO, SPECIFIC
STRUCTURE, ORGANIZATION OR MANNING OBJECTIVES.  RATHER, THEY ARE
DESIGNED TO SUPPORT THE OVERALL MODERNIZATION OBJECTIVE OF ROM -
INCREASING OPERATIONAL AVAILABILITY BY IMPROVING GROUND MAINTENANCE
EFFECTIVENESS. 
3. DEFINITIONS.  THE FOLLOWING LOM DEFINITIONS ARE ESTABLISHED.
3.A.  ORGANIZATIONAL LEVEL.  THE INTENT OF ORGANIZATIONAL LEVEL
MAINTENANCE IS SUSTAINING EQUIPMENT IN A MISSION CAPABLE STATUS AND
IS BOTH PREVENTIVE AND CORRECTIVE IN NATURE.  ORGANIZATIONAL LEVEL
MAINTENANCE INCLUDES EXPEDITIOUS ASSESSMENT AND MAINTENANCE
CONDUCTED UNDER BATTLEFIELD CONDITIONS.  ORGANIZATIONAL LEVEL
MAINTENANCE NORMALLY ENTAILS INVENTORY, CLEANING, INSPECTING,
PRESERVING, LUBRICATING, ADJUSTING AND TESTING AS WELL AS REPLACING
PARTS AND COMPONENTS WITH COMMON SHOP TOOLS PER INDIVIDUAL TRAINING
STANDARDS (ITS) AND/OR TRAINING AND READINESS EVENTS (TRE) AND
TECHNICAL PUBLICATIONS.
3.B.  INTERMEDIATE LEVEL.  THE INTENT OF INTERMEDIATE LEVEL
MAINTENANCE IS TO RETURN EQUIPMENT TO A MISSION CAPABLE STATUS AND
IS BOTH PREVENTIVE AND CORRECTIVE IN NATURE.  INTERMEDIATE LEVEL
MAINTENANCE ACTIONS INCLUDE INSPECTION/IN-DEPTH DIAGNOSIS,
MODIFICATION, REPLACEMENT, ADJUSTMENT, AND LIMITED REPAIR OR
EVACUATION/DISPOSAL OF PRINCIPAL END ITEMS AND THEIR SELECTED
REPARABLES AND COMPONENTS/SUB-COMPONENTS.  INTERMEDIATE LEVEL
MAINTENANCE ALSO INCLUDES CALIBRATION AND REPAIR OF TEST,
MEASUREMENT AND DIAGNOSTIC EQUIPMENT (TMDE) AS WELL AS FABRICATION
OF ITEMS, PRECISION MACHINING, AND VARIOUS METHODS OF WELDING.
INTERMEDIATE LEVEL MAINTENANCE IS PERFORMED BY SPECIALLY TRAINED
MECHANICS AND TECHNICIANS PER INDIVIDUAL TRAINING STANDARDS (ITS)
AND/OR TRAINING AND READINESS EVENTS (TRE) AND TECHNICAL
PUBLICATIONS.
3.C.  DEPOT LEVEL.  THE INTENT OF DEPOT LEVEL MAINTENANCE IS TO
SUSTAIN EQUIPMENT THROUGHOUT ITS LIFE CYCLE BY PERFORMING MAJOR
REPAIR, OVERHAUL, OR COMPLETE REBUILD OF PARTS, SUBASSEMBLIES,
ASSEMBLIES OR PRINCIPAL END ITEMS TO INCLUDE MANUFACTURING PARTS AND
CONDUCTING REQUIRED MODIFICATIONS, TESTING, CALIBRATING, AND
RECLAIMING.  MARINE CORPS MULTI-COMMODITY MAINTENANCE CENTERS, OTHER
SERVICE DEPOTS, COMMERCIAL INDUSTRIAL FACILITIES, ORIGINAL EQUIPMENT
MANUFACTURERS OR A COMBINATION THEREOF MAY PERFORM DEPOT LEVEL
MAINTENANCE.  DEPOT LEVEL MAINTENANCE ALSO SUPPORTS LOWER LEVEL
MAINTENANCE BY PROVIDING OVERFLOW MAINTENANCE SERVICES, AND BY
PERFORMING ON SITE MAINTENANCE SERVICES INCLUDING TECHNICAL
ASSISTANCE WHEN REQUIRED.
4. SHAPING ACTIONS.  TRANSITIONING TO THREE LOM WILL HAVE
NUMEROUS IMPACTS ACROSS THE MARINE CORPS ENTERPRISE.  IN ORDER TO
IDENTIFY THESE IMPACTS AND ASSOCIATED RESOURCE IMPLICATIONS, A PILOT
TASK TO TAMCN(T2T)/INDIVIDUAL TRAINING STANDARD (ITS) ANALYSIS OF
FIVE LEGACY TAMCNS WILL BE CONDUCTED JOINTLY BY MARCORSYSCOM, TECOM
AND THE OPERATING FORCES.  THIS ANALYSIS WILL FIRST IDENTIFY THE
MAINTENANCE TASKS AND INDIV TRG STANDARDS ASSOCIATED WITH
MAINTAINING THE PARTICULAR PIECE OF EQUIPEMNT.  THOSE TASKS WILL
THEN BE ALIGNED TO THE NEW THREE LOM.  THE IMPACTS (TRAINING,
PUBLICATIONS, SUPPORT EQUIPMENT, ETC..) OF MIGRATING THOSE TASKS TO
THE NEW LOM WILL THEN BE ANALYZED TO IDENTIFY RESOURCE REQUIREMENTS
AND REALISTIC TIMELINES FOR CONVERSION.  THE RESULTS OF THIS PILOT
WILL BE USED TO DEVELOP THE PROGRAM OF ACTION AND MILESTONES (POA&M)
FOR CONVERSION TO THREE LOM.
5. ACTION.
5.A.  EFFECTIVE TODAY, THE MARINE CORPS WILL TRANSITION TO THREE
LOM.  THIS TRANSITION WILL OCCUR IN FOUR PHASES: PLANNING,
ASSESSMENT, CONVERSION AND MEF IMPLEMENTATION.
5.A.1.  PHASE I - PLANNING.  PHASE I IS IN PROGRESS AND INCLUDES THE
CENTRALIZED MANAGEMENT OF SECREPS AND MIGRATION OF SELECTED 4TH EOM
TASKS TO MARCORLOGCOM MANAGEMENT.  COMPLETION OF PHASE I REPRESENTS
INITIAL OPERATING CAPABILITY (IOC).  PHASE I IS COMPLETE UPON
PUBLICATION OF THIS MARADMIN.
5.A.2.  PHASE II - ASSESSMENT.  PHASE II BEGINS IN DECEMBER 2003
WITH THE ESTABLISHMENT OF THE ROM STEERING TEAM (ROMST).  PHASE II
INCLUDES A PILOT MAINTENANCE TASK/INDIVIDUAL TRAINING STANDARD (ITS)
ANALYSIS THAT WILL PROVIDE THE BASELINE FOR THE ROM TRANSITION
ASSESSMENT.  PHASE II ALSO INCLUDES THE SUBMISSION OF THE ROM
UNIVERSAL NEEDS STATEMENT (UNS) INTO THE EXPEDITIONARY FORCE
DEVELOPMENT SYSTEM (EFDS).  PHASE II IS COMPLETE ONCE THE PILOT
MAINTENANCE TASK/ITS ANALYSIS RESULTS ARE PROVIDED TO THE DEPUTY
COMMANDANT, INSTALLATION AND LOGISTICS (DC, I&L) AND THE ROM UNS HAS
BEEN VETTED THROUGH THE EFDS.
5.A.3.  PHASE III - CONVERSION.  PHASE III BEGINS ONCE THE ROM UNS
HAS BEEN VETTED THROUGH THE EFDS AND A TRANSITION TASK FORCE (TTF)
HAS BEEN ESTABLISHED.  PHASE III INCLUDES RESOURCING AND SCHEDULING
CHANGES IDENTIFIED IN PHASE II AND THE TTF ESTABLISHING THE
CONDITIONS FOR SUCCESSFUL MEF IMPLEMENTATION OF ROM.  PHASE III IS
COMPLETE WHEN THE TTF HAS ESTABLISHED A STRATEGIC POA&M TO SUPPORT
MEF IMPLEMENTATION OF ROM. 
5.A.4.  PHASE IV - MEF IMPLEMENTATION.  PHASE IV BEGINS WITH THE
ESTABLISHMENT OF THE MEFS' IMPLEMENTATION HEIRARCHY.  PHASE IV
INCLUDES PLANNING AND IMPLEMENTATION EFFORTS AT THE MEF LEVEL.
PHASE IV IS COMPLETE WHEN EACH MEF'S MAINTENANCE RESOURCES AND
PROCESSES ARE ALIGNED TO THE OPERATIONAL ARCHITECTURE AND ENABLED BY
GCSS-MC.  COMPLETION OF PHASE IV REPRESENTS FULL OPERATIONAL
CAPABILITY (FOC).
5.B.  REFERENCE B IS SUPERCEDED BY THIS MARADMIN. 
6.  UPON COMPLETION OF THIS T2T/ITS ANALYSIS, MORE SPECIFIC POLICY
DETAILS WILL BE DELINEATED.//
