     HHS Secretary Louis W. Sullivan, M.D., today announced the
appointment of three new members to the National Advisory Council
for Health Care Policy, Research and Evaluation.  He also
announced the reappointment of three council members whose terms
of service had expired.
     The council, comprised of 17 private-sector health care
experts and consumers and seven top federal health officials,
advises the secretary and the administrator of the Agency for
Health Care Policy and Research (AHCPR) on priorities and
strategies for health services research, development of clinical
practice guidelines, and assessment of health care technologies. 
AHCPR, a component of the Public Health Service, examines ways to
improve the quality, cost, and accessibility of health care.
     In making the announcement, Dr. Sullivan stressed the role
that health services research plays in improving the nation's
health care system.  "The focus of health services research -- on
quality, cost and access to health care -- can lead to changes
that will benefit health care practitioners and patients alike,"
Dr. Sullivan said.  "The new appointees, and those who have
agreed to continue as council members, bring unique perspectives
and a wealth of expertise to their task.  The advice they give
can be invaluable in making AHCPR's programs more effective and
will assist in achieving national health goals."
     Newly-appointed members of the Council include:  F. Marian
Bishop, Ph.D., MSPH, professor and chairman of the department of
family and preventive medicine, University of Utah School of
Medicine, Salt Lake City; Louis F. Rossiter, Ph.D., professor,
department of health administration, Medical College of Virginia,
Virginia Commonwealth University, Richmond; and John W. Danaher,
M.D., Hartford Fellow, Stanford University Graduate School of
Business, Stanford, CA.
     Members of the Council who were reappointed include:  Walter
J. McNerney, professor of health policy, Northwestern University
Graduate School of Management, Evanston, IL; Linda Burnes Bolton,
Dr. P.H., director, department of nursing research and
development, Cedars-Sinai Medical Center, Los Angeles, CA; and
William S. Kiser, M.D., member, resident emeritus staff, The
Cleveland Clinic, Cleveland, OH.
     Members of the National Advisory Council for Health Care
Policy, Research and Evaluation are appointed to serve three-year
terms.  In addition to the 17 private-sector members, the
following federal officials serve as ex officio members: 
director, National Institutes of Health; commissioner, Food and
Drug Administration; administrator, Alcohol, Drug Abuse and
Mental Health Administration; director, Centers for Disease
Control; administrator, Health Care Financing Administration;
assistant secretary of defense (Health Affairs); and chief
medical officer, Department of Veterans Affairs.
