LeAntha D. Sumpter, Deputy Director for Program Development and Implementation

Ms. Sumpter is the Deputy Director, Program Development and Implementation, Defense Procurement in the Office of the Under Secretary of Defense (Acquisition, Technology & Logistics) responsible for functional e-business procurement requirements. This includes Unique Identification (UID) policy and Program Management for the DoD Purchase Card Joint Program.

Prior to this assignment, Ms. Sumpter was the Assistant Deputy Under Secretary of Defense (Acquisition Reform). Her areas of policy responsibility included commercial, performance-based and R&D acquisition, past performance, government property, performance-based payments, and the single process initiative.

Prior to assignment at OSD, Ms. Sumpter held a variety of positions with the Navy and NASA including: contracting officer for the Sparrow, Harpoon, SLAM and Tomahawk weapons systems; head of contracts policy for the Naval Air Systems Command; and, as program analyst for the Deputy Commander for Acquisition at NAVAIR responsible for enterprise-wide acquisition reinvention.

Ms. Sumpter holds a Masters in Public Administration from George Mason University.
