HHS APPROVES FLORIDA MEDICAID
DRUG REBATE PROGRAM


HHS Secretary Tommy G. Thompson today approved a new Florida Medicaid plan amendment that will allow the state to offer disease management and similar services to beneficiaries and also will help control spiraling prescription drug costs.

The new state plan establishes a preferred drug list that includes drugs of manufacturers that agreed to provide rebates above and beyond those required by federal law. Florida's plan allows Medicaid recipients access to all other Medicaid drugs once their physician has obtained prior authorization for that medication.

As part of the state's supplemental rebate agreement, a manufacturer will be offering health education programs to the state's Medicaid beneficiaries, such as disease management service and a health literacy program.

"This innovative new plan will help Florida maintain the health of both Medicaid recipients and the Medicaid program itself," Secretary Thompson said. "The new patient education programs being offered will also help Medicaid recipients become better educated consumers of healthcare."

The approval is "great news for the Florida Medicaid program," Florida Gov. Jeb Bush said. "I am pleased that HHS recognizes the value of these innovative programs and joins Florida in advancing them."

Secretary Thompson today also approved a separate Florida Medicaid plan amendment that will allow the state to implement new provider qualifications requiring that Medicaid participating pharmacies give price discounts to Medicare beneficiaries similar to those required by the Medicaid program.

Medicaid is a state-federal partnership that pays for health and long-term care services to certain low-income individuals, including children, the elderly and people with disabilities. States and the federal government share the cost of the program, and each state administers its Medicaid program. HHS' Centers for Medicare & Medicaid Services is the federal agency that administers the Medicaid program.
