Welcome! This page, part of the Statewide Automated Child Welfare System (SACWIS) website, maintained by the Division of State Systems (DSS), contains general information to help you become acquainted with SACWIS and your new role.

A child welfare case management system must meet Federal SACWIS requirements to be SACWIS compliant. Download the SACWIS 101 PowerPoint Presentation to learn more about these requirements (PDF - 390 KB version also available).
DSS contractor staff is available to conduct the SACWIS 101 presentation for you and your staff and to answer questions. See the following section for information on contacting DSS to request this assistance.
States request Federal Financial Participation (FFP) for SACWIS development and for maintenance and operations by submitting an Advance Planning Document (APD). The APD 101 PowerPoint Presentation provides on overview of this process (PPT - 346 KB). APDs include a cost benefit analysis (CBA). The CBA 101 PowerPoint Presentation explains how to prepare this document (PPT - 246 KB). Alternatively, webcasts of both these topics are available at the State Information Technology Consortium's Child Welfare Technology Training Resources and Materials page as "On-line Courses" titled Advance Planning Document (APD) 101 and Cost-Benefit Analysis 101.
DSS assigns each state a Federal analyst as a primary contact for APD submissions and all questions. Contact your Federal analyst on the About the Division of State Systems page. Scroll down to Assignments to learn who is assigned to your State and introduce yourself via email.
DSS provides technical assistance on all aspects of SACWIS development, maintenance, operations, and guidance on APDs and other procurement documents. Contact your Federal analyst for more details.
Our network of current, experienced SACWIS managers can be tapped for advice and guidance. DSS maintains a SACWIS listserv to alert members to monthly SACWIS Managers Conference Calls on various topics. Members can also use the listserv to network with SACWIS Managers nationwide and to pose questions and request assistance. To join the listserv, send an email to the administrator, Amanda Mosley.
