Corps seeks comments on Douglas, Jackson County permit applications

PORTLAND, Ore. — The U.S. Army Corps of Engineers is seeking comments on three applications for permits to conduct work in waters of the United States. The public notices regarding these permit applications were issued during the week of March 16, 2008.

Public Notice NWP-2007-265/2 describes a proposal by PacifiCorp to build a fish ladder on Soda Springs Dam on the North Umpqua River near Idleyd Park, Ore.

The proposed project calls for extensive diversion, excavation and construction activities in the river channel, but will ultimately provide fish passage to upstream spawning habitat.

Comments must be received by April 18.

Public Notice NWP-2008-159 describes a proposal by Riversdale Ranch Partners to build a residential subdivision, associated road crossings and utility lines off Garden Valley Road in Riversdale, Ore.

The applicant proposes mitigating for impacts to wetlands and streams on the site by stabilizing stream banks, restoring water table elevations, controlling noxious weeds, and creating and restoring woodland, shrub and wildlife habitat.

Comments on this proposal must be received by April 19.

Public Notice NWP-2007-179 describes a proposal by Medford School District to build a high school west of South Columbus Avenue between Cunningham Avenue and Diamond Street in Medford, Ore.

The proposed project would impact 10.79 acres of wetlands. The applicant has provided a compensatory mitigation plan with the proposal.

Comments on this proposal must be received by April 15.

The Corps is soliciting comments on these proposals from the public; federal, state and local agencies; Indian Tribes; and other interested parties. The public notices which provide more information are available at http://www.nwp.usace.army.mil/op/g/public.asp.

The Corps issues or denies permits under authority of Section 404 of the Clean Water Act for discharge of dredged or fill material into U.S. waters, and/or Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.
