Corps seeks comments on Albany, Lebanon permit applications

PORTLAND, Ore. — The U.S. Army Corps of Engineers is seeking comments on two applications for permits to conduct work in waters of the United States. The public notices regarding these permit applications were issued during the week of March 2, 2008.

Public Notice NWP-2007-582 describes a revised proposal by Greater Albany Public Schools to build a new school for grades 3 through 8 north of Knox Butte Road between Clover Ridge Road and Scravel Hill Road in Albany, Ore.

The proposal would permanently fill 1.64 acres of wetlands and temporary impact another 0.11 acre. The applicant proposes mitigating for these impacts by purchasing credits from the Mid-Valley Wetland Mitigation Bank.

Comments on this proposal must be received by March 24.

Public Notice NWP-2007-571 describes a proposal by Albany-Lebanon Investments LLC to build an industrial park and railroad spur at the southwest corner of the intersection of Hansard Avenue and Reeves Parkway in Lebanon, Ore.

The proposal would permanently impact 7.15 acres of wetlands. The applicant proposes mitigating for these impacts by creating 4.98 acres of new wetlands and purchasing 3.83 acres of credits from the One Horse Slough Wetland Mitigation Bank.

Comments on this proposal must be received by April 7.

The Corps is soliciting comments on these proposals from the public; federal, state and local agencies; Indian Tribes; and other interested parties. The public notices which provide more information are available at http://www.nwp.usace.army.mil/op/g/public.asp.

The Corps issues or denies permits under authority of Section 404 of the Clean Water Act for discharge of dredged or fill material into U.S. waters, and/or Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.
