Corps reviews permit applications for Linn and Gilliam counties, Ore.

PORTLAND, Ore. -- The U.S. Army Corps of Engineers is reviewing two permit applications requesting a Department of the Army permit for certain work in waters of the United States.

Public Notice NWP-2006-820, requested by SVC Manufacturing, Inc., is for a 244-acre site south of Ellingson Drive and east of Highway 99E in Albany, Linn County, Ore. SVC Manufacturing Inc., a wholly owned subsidiary of PepsiCo, is proposing to develop a production plant on the site. The proposed project consists of two large buildings, one is 1,800,000 square feet and the other is 550,000 square feet. The proposed project will impact 98.87 acres of wetland. An access road to the plant from Ellingson Road would cross an unnamed tributary of Oak Creek, where it would impact 1.04 acres of palustrine forested wetland. The applicant proposes to preserve fish passage within the tributary by installing an arch-pipe culvert. The proposed stream crossing consists of three arch-pipe culverts that would expand the existing width of the channel. The applicant is proposing to maintain a 100-foot buffer surrounding the forested Oak Creek tributary. The remaining 97.83 acres of wetland impact will be to palustrine emergent seasonally flooded wetlands that are currently planted with rye grass for the production of grass seed. If a permit is issued, the Corps will determine appropriate compensatory mitigation equal to the anticipated impacts of the project. Comments must be received by March 26.

Public Notice 200600160, requested by the Port of Arlington, is located along the Columbia River at River Mile 252.6, near Arlington, Gilliam County, Ore. The purpose of the proposed project is to accommodate bulk and container deliveries to the regional landfill complex near Arlington, Ore. The application states that the project is needed because there are currently no other off-loading facilities that offer the benefits of this site.

This public notice re-authorizes work the Corps permitted on Feb. 21, 2007 that included the construction of a 40 foot wide by 80 foot long barge dock at the same site. In addition to the prior authorized work, this public notice includes 650 cubic yards of rock placed below ordinary high water to create a footing along the shoreline and support the trestle. If a permit is issued, the Corps will determine appropriate compensatory mitigation equal to the anticipated impacts of the project. Comments must be received by March 12.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests. The Corps will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.
