Corps reviews permit applications from Florence, Cave Junction, Springfield and Eugene, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing four applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of Dec. 4, 2006.

Public Notice NWP-2006-902, requested by the City of Florence. The project is located on the right bank of the Siuslaw River in Florence, Ore. The applicant proposes to protect the stream bank from erosion by placing up to 500 cubic yards of riprap and 21 cubic yards of crushed rock, overlaid by a layer of geotextile fabric to prevent sand migration. Comments must be received by Jan. 2, 2007. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2006-764. The project is located within the Siskiyou National Forest in Cedar Gulch near Cave Junction, Ore. The applicant proposes to extract gold ore under an existing mining claim. The proposed action would impact Cedar Gulch, a tributary of Sucker Creek, and adjacent wetlands. Comments must be received by Jan. 2, 2007. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2006-841. The project is located 0.5 mile north of Main Street in Springfield, Ore. The applicant proposes to construct private and commercial storage and office facilities for the Springfield-Eugene metropolitan area. The proposed action would impact 0.49 acre of palustrine emergent wetland and other waters. Comments must be received by Jan. 3, 2007. Public Notice NWP-2006-900, requested by Cone Investment. The project is located in the northwest corner of Greenhill Technology Park in Eugene, Ore. The applicant proposes to develop a technology park in the Springfield-Eugene metropolitan area. The proposed action would permanently impact 7.97 acres of palustrine emergent wetland adjacent to an unnamed tributary to Amazon Creek. Comments must be received by Jan. 4, 2007. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
