Corps and ODSL approve new mitigation bank

PORTLAND, Ore—The U.S. Army Corps of Engineers and the Oregon Department of State Lands approved the Foster Creek wetland mitigation bank near Oregon City, Ore.

The bank sponsors, Wetland Systems Restoration and Conservation, David Gorman, Paul Agrimis and Mark Vlahakis, proposed this mitigation bank as a means to meet the requirements for compensatory wetland mitigation for future and as-yet unknown wetland losses which may be permitted under the authority of Section 404 of the Clean Water Act and other state and federal provisions.

The bank includes about 70 acres of land that has been used for agriculture and dominated by non-native grass and forb species. The majority of the bank habitat focuses on the establishment of wet prairie, along with created forested wetland and about 3.1 acres of upland buffer along the perimeter of the mitigation site.

The service area for which the bank mitigation credits may be used include portions of Clackamas and Multnomah counties.

A Mitigation Bank Review Team, comprised of representatives of federal, state and local agencies and other interested parties, will periodically review bank operations.
