Corps reviews permit applications from Vernonia, Salem, Cave Junction, Island City and Wheatland, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing five applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the weeks of Sept. 11, 2006.

Public Notice 200600345, requested by the City of Vernonia. The project is located in wetlands near Vernonia Ore. The applicant proposes to discharge 1,500 cubic yards of fill, resulting in impacts to 0.7 acre of wetlands and waters of the United States in order to improve an existing stormwater treatment plant. Comments must be received by Oct. 16, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice 200600348, requested by Cascadia Development. The project is located in wetlands adjacent to the Middle Fork of Pringle Creek in Salem, Ore. The applicant proposes filling 0.62 acre of wetland to develop a 4-acre lot within the Fairview Industrial Park, consisting of office and warehouse space, landscaping, interior access road and associated parking. Public Notice 200600496, requested by the Oregon Department of Transportation. Project is located on Highway 199 in the city of Cave Junction, Ore. The proposed project would impact 0.128 acre of by discharging 386 cubic yards of fill into waters of the United States, in order to widen the highway between Laurel Road and River Street, add safety shoulders and a center turn lane for traffic. Comments must be received by Oct. 16, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice 200600605, requested by the Oregon Department of Transportation. The project is located on Pierce Slough near Island City, Ore. The applicant proposes discharging 728 cubic yards of fill, impacting 0.4 acre of wetlands below the ordinary highwater mark of Pierce Slough.

The project would relocate a section of the slough adjacent to Highway 82 in order to widen the roadway to include a median left turn lane and an escape lane. Comments must be received by Oct. 16, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice 199900559-2, requested by the Yamhill Co. Public Works Dept. The project is located at the Wheatland Ferry near Wheatland, Ore. The applicant proposes to drege about 1,450 cubic yards of material from the Willamette River in order to maintain sufficient depth for the Wheatland Ferry to operate. Comments must be received by Oct. 16, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
