Corps reviews permit applications from Ona Beach and West Linn, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing two applications requesting Department of the Army permits for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of April 24, 2006.

Public Notice 200600142, requested by J/G Newport. The project is located in wetlands and an unnamed stream near Ona Beach, Ore. The applicant proposes to fill about 1.27 acres of waters of the United States for development of an 11-lot subdivision and attendant road. Comments must be received by May 26, 2006. Public Notice 200600181, requested by Portland General Electric. The project is located at the Willamette Falls Hydroelectric plant at river mile 26.5 of the Willamette River near West Linn, Ore. The applicant proposes to construct a fish bypass structure in 2006 and construct a flow control structure in 2007 in accordance with a Federal Energy Regulatory Commission relicensing agreement. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
