Corps seeks input on request to construct manufactured home park

Portland, Ore. -- The U.S. Army Corps of Engineers is evaluating a permit to allow the applicant, Jerry L. Tabor Building, Inc., to construct a manufactured home park on wetlands adjacent to Deer Creek in Roseburg, Ore. The purpose of the proposed work is to provide housing for the Roseburg area.

As part of its permit evaluation process, the Corps is requesting public comment on the proposed project prior to making its determination on whether to issue a permit for the work.

The project, which would occur near creek mile 1 at the Clearwater Subdivision, would include filling 1 acre of wetlands on a 12.66-acre site. No work would occur in Deer Creek or Ramp Creek. If the Corps determines that wetland mitigation would be required, the Corps will evaluate the applicant's proposal to create .46 acres of wetlands on the site and enhance another 2.36 acres of wetlands in other tax lots on the site.

The Corps will consider whether the proposed project meets standards of Section 404 of the Clean Water Act for discharge of dredged or fill material placed into waters of the U.S.

Preliminary determinations indicate that the described activity will come under the Endangered Species Act and will require consultation with the National Marine Fisheries Service. A permit will not be issued or denied until the consultation process is completed.
