This letter announces the initiation of a joint effort undertaken by the Federal Offices of Child Support Enforcement and Family Assistance to improve the collaboration and electronic exchange of data between state TANF and CSE programs. With this letter, we are soliciting best practices and ideas to highlight system enhancements implemented by states to their electronic interfaces in the area of IV-A/IV-D case referral.

The Federal Office of Child Support Enforcement (OCSE) entered into an arrangement with the Social Security Administration (SSA) to conduct a one-time match between obligors on the OCSE Debtor file and the SSA Title II beneficiaries on the SSA State Verification and Exchange system (SVES).

This letter is to remind you of the importance of correcting and resubmitting any child support data reported for FY 2003 that the Office of Child Support Enforcement (OCSE) determined to be incomplete or unreliable. For several states, corrected FY 2003 data are necessary to compute the FY 2004 paternity establishment percentage (PEP) or to enable a state to show improvement in performance between FY 2003 and FY 2004.

Last July, I wrote to the employers on the enclosed list as part of our continuing effort to promote electronic payments for child support. The letter was sent to a target audience of 76 large, multistate employers who had been identified by state child support personnel as not yet remitting any child support payments electronically.
