RMKS/1.  IN LIGHT OF OUR TERRIBLY DISAPPOINTING
SAFETY RECORD THIS PAST YEAR, I WANT TO PROVIDE
COMMANDER'S GUIDANCE TO ENSURE THAT ALL COMMANDS
RENEW THEIR EMPHASIS ON SAFETY.  PUT SIMPLY, WE
MUST DO BETTER THIS YEAR.  WE CANNOT CHARACTERIZE
LAST YEAR AS AN ABERRATION AND ASSUME THAT THIS
YEAR'S SAFETY RECORD WILL CORRECT ITSELF.
2.  OUR SAFETY CAMPAIGN BEGAN IN FY00.  THE GOALS,
WHILE LOFTY, ARE ATTAINABLE.  THEY CALLED FOR A 25
PERCENT REDUCTION IN CLASS A AND B MISHAPS FOR FY01,
AND A FURTHER 5 PERCENT REDUCTION PER YEAR FROM FY02
THROUGH FY06.  COLLECTIVELY, THESE GOALS EQUATE TO A
50 PERCENT REDUCTION BY THE END OF FY06.  AS EACH OF
YOU KNOWS, WE SURPASSED THE GOALS FOR BOTH AVIATION
AND OFF-DUTY MISHAPS IN FY01.  ON THE HEELS OF THIS
ACCOMPLISHMENT, HOWEVER, WE FAILED TO REACH THE
GOALS--IN ANY CATEGORY--IN FY02.
3.  IN ORDER TO MEET THE MISHAP REDUCTION GOALS FOR
THE COMING YEAR ALL COMMANDS ARE DIRECTED TO DEVELOP
STRATEGIES AND PLANS TO IMPROVE AVIATION MISHAP
PREVENTION FOR FLYING UNITS, ON-DUTY GROUND MISHAP
PREVENTION FOR NON-FLYING UNITS, AND OFF-DUTY MISHAP
PREVENTION FOR ALL UNITS.  FOR ON-DUTY ACTIVITIES,
PLANS WILL SPECIFICALLY ADDRESS THE APPLICATION OF
OPERATIONAL RISK MANAGEMENT (ORM) INTO HIGH-RISK TRAINING.
FOR OFF-DUTY, THE PLANS SHOULD SPECIFICALLY FOCUS ON
PREVENTING TRAFFIC FATALITIES. ADDITIONALLY, I WILL NOW
REQUIRE A CONSOLIDATED BIANNUAL REPORT FROM EACH OF YOU,
UPDATING ME ON THE SAFETY SUCCESSES OR SHORTFALLS OF YOUR
COMMANDS AND YOUR SUBORDINATE COMMANDERS.  THE FIRST
REPORT IS DUE ON 30 MARCH 2003.
4.  BEGINNING THIS MONTH, I WILL MEET MONTHLY WITH THE
REDUCTION STRATEGIES AND THEIR EFFECTS.  THE SECRETARY
ALSO INTENDS TO TRAVEL THROUGHOUT THE WORLD, MEET WITH
MARINE COMMANDERS, AND DISCUSS SAFETY.  I WILL TRAVEL
WITH HIM WHENEVER POSSIBLE AND COMMANDERS WILL BE PREPARED
TO DISCUSS THEIR PLANS FOR MISHAP REDUCTION.
5.  I CHALLENGE ALL COMMANDERS TO FIND INNOVATIVE WAYS TO
CHANGE THE CULTURE IN THE MARINE CORPS TO MAKE SAFETY A
CORE COMPETENCY.  THE USE OF ORM AND INCREASED INVOLVEMENT
OF OUR MOST JUNIOR LEADERS ARE VITAL TO THIS CULTURAL CHANGE.
WE CAN, AND MUST, PREVENT AVOIDABLE MISHAPS.  WE CAN DO THIS.
