AGREEMENTS define formal arrangements between the Corps on Engineers and its customers/partners. 

               Memorandum of Agreement (MOA)

        A “conditional agreement” where the transfer of funds for services are anticipated.

         Memorandum of Understanding (MOU)

        Defines “general area of understanding” within both parties authority and no transfer of funds for services is anticipated.

Below are examples of USACE agreements to use in developing new MOA/MOUs for specific customers.  The details (scope and cost data) must be addressed in Support Agreements, once the agreement has been bilaterally approved.  Engineer Form 4914-R (or reasonable facsimile) may be used to develop these agreements: Engineering Form 4914-R (fillable pdf).   

      WORK FOR OTHER FEDERAL AGENCIES

        1.       Domestic Support to Federal Agencies (Support provided with the U.S)
