    Sign Glare Issue and Memo
    As part of our Inland Navigation Safety Initiative, we've been talking with our navigation industry colleagues about safety issues encountered as their vessels transit the shallow draft waterways and our lock and dam projects. One of the most recent discussion points has been the issue of towboat operator nighttime blindness caused by glare of towboat spotlights off some of our lock and dam project signage.

    We need to address this issue through our National Sign Program and our Sign Advisory Working Group (SAWG) with the help of our District Sign Managers and the navigation industry. The SAWG brought this issue to our attention with a memo to Mike Ensch (enclosed in the attached file).

    The attached memo describes the issue and the importance of working together with our navigation partners to solve the glare problem where it is an issue at some of our lock and dam projects.
