Introduction
Welcome to the home page of the Web-based data collection system for the Integrated Postsecondary Education Data System (IPEDS) of the National Center for Education Statistics (NCES). This system enables you to provide NCES with the required statistical data for your institution. The registration and collection schedule for the 2008-09 academic year is as follows:

Registration - Registration for the entire 2008-09 collection cycle will begin August 1, 2008. All keyholders are requested to register prior to August 27.  After that date, the Help Desk will be contacting CEOs to ask to have a keyholder appointed. Institutions will be given one UserID and password for the entire year (all 3 collection periods). Institutions may change keyholders at any time during the year. Please refer to the FAQs or the Registration Help for instructions.

Fall 2008 - The Fall 2008 collection includes the Institutional Characteristics, Completions, and 12-month Enrollment components. The Fall collection opens September 3 and closes October 15, 2008.

Winter 2008-09 - The Winter 2008-09 collection includes the Human Resources component. In addition, institutions have the opportunity to provide Fall Enrollment data and Finance data at this time. The Winter collection opens December 3, 2008 and closes January 21, 2009.

Spring 2009 - The Spring 2009 collection includes Graduation Rates and Student Financial Aid, as well as Fall Enrollment and Finance (for those institutions that did not lock in Winter). The Spring collection period extends from March 4 through April 15, 2009.

The completion of all IPEDS surveys, in a timely and accurate manner, is mandatory for all institutions that participate or are applicants for participation in any Federal financial assistance program authorized by Title IV of the Higher Education Act of 1965, as amended. The completion of the surveys is mandated by 20 U.S.C. 1094, Section 487(a)(17).

The collection and reporting of racial/ethnic data are mandatory for all institutions that receive, are applicants for, or expect to be applicants for Federal financial assistance as defined in the Department of Education (ED) regulations implementing Title VI of the Civil Rights Act of 1964 (34 CFR 100.13), or defined in any ED regulations implementing Title IX of the Education Amendments of 1972. The collection of racial/ethnic data in vocational programs is mandated by Section 421(a)(1) of the Carl D. Perkins Vocational Education Act.

The Fall Staff section of the Human Resources component is also mandated by P.L. 88-352, Title VII of the Civil Rights Act of 1964, as amended by the Equal Employment Opportunity Act of 1972 (29 CFR 1602, subparts O, P, and Q), in odd-numbered years (i.e., 2007-08, 2009-10, etc.), for institutions with fifteen (15) or more full-time employees.

For those institutions not required to complete this survey on the basis of the above requirements, completion is voluntary and authorized by P.L. 103-382, National Education Statistics Act of 1994, Sec. 404(a).

IPEDS data are not collected under a pledge of confidentiality. However, NCES takes steps to protect potentially individually identifiable data in the IPEDS Human Resources, Graduation Rates, and Student Financial Aid data files. Thus these data files are subject to perturbation. Perturbation of the data is performed in such a manner that the totals and averages at the institutional level are not affected. The data files for the surveys noted above that are included in the Peer Analysis System are perturbed.
