competency development
Treasury continuously strives to improve the technical and managerial competency of its IT workforce. As outlined in the Clinger-Cohen Act of 1996, agencies must establish their IT knowledge and skill requirements and assess the degree to which the existing IT workforce meets those requirements. The Federal CIO Council established core competencies to serve as a baseline to help Government agencies develop effective strategies for the training and professional development of their IT workforce. Two core competencies on which Treasury is focused are IT Project Management and Information Security – key areas in enhancing the Department's ability to administer and manage its IT resources effectively.
Within the Department, OCIO works closely with bureaus and offices to strategically focus on IT workforce planning and training in conjunction with the Human Capital initiative under the President's Management Agenda. In addition, the Department actively supports many Federal CIO Council initiatives such as the federal Scholarship for Service Program (SFS). SFS is a unique program sponsored by the Office of Personnel Management (OPM) and the National Science Foundation designed to increase and strengthen the cadre of Federal information assurance professionals in government. Through SFS, the Federal Government becomes an employer of choice for students with information assurance expertise and offers Treasury the opportunity to recruit high caliber candidates. |
