HISTORY of the ARMY CIVILIAN WELFARE FUND
The ACWF was originally part of
the Army and Air Force Civilian Welfare Fund (AAFCWF), a joint Department of the Army and
Department of the Air Force Nonappropriated Fund Instrumentality (NAFI). This fund,
operating under joint regulations AR 215-7/AFR 176-14, was active from November 1948 until
its disestablishment on March 31, 1998. The ACWF was established on April 1, 1998 as the
Army successor fund and is the continuing regulatory authority for Army and DoD agency
civilian NAFIs that are governed by AR 215-7. The ACWF has a Board of Directors that act on behalf of the Secretary of the Army to supervise the administration of the Army Civilian Welfare Fund and all Army and DoD agency civilian NAFIs. Assisting the BDACWF, is a secretariat "Board Office" that provides day to day operational support and oversight of Post Restaurant Fund (PRF) and Civilian Welfare Fund (CWF) NAFI related activities. The ACWF Board Office reports directly to the
BDACWF and is involved in the review of PRF/CWF financial statements,
budgets and council
meeting minutes. The ACWF provides policy and operational support to all
restaurants and resale activities. The ACWF also provides financial management and
operational advice and policy guidance to CWF NAFIs. In addition, the Board
Office exercises fiduciary responsibility over ACWF finances, investments, loans and
grants, and all other disbursements of the fund. |
