What is HAP?
The Homeowners Assistance Program or HAP is a special relief program designed to provide financial assistance to eligible employee homeowners when the real estate market is so adversely affected by closure or partial closure of a military installation, or reduction in scope of operations, that the personnel are unable to dispose of their dwellings under reasonable terms and conditions.

Fort Worth District is responsible for the states located in the central part of the United States. This area encompasses as far north as the Canadian border to Texas in the south; the western border states are Wyoming, Colorado and New Mexico; the eastern border states are Minnesota, Wisconsin, Michigan, Iowa, Missouri, Arkansas and Louisiana.
