| We are a school district receiving funds through the local community action agency, to operate a delegate Head Start Program. Our governing body is our Board of Education, which is comprised of public elected representatives who work in conjunction with school district administration, fiscal managers and legal counsel. Is the school district required to recruit additional individuals with relevant expertise in fiscal and legal responsibilities?
