I have a parent in my classroom who stays with Head Start child all afternoon (P.M student). The parent brings her 1 year old daughter on a daily basis. As a matter of fact, she hasn't missed more than one day of school since the start of the school year. The one year old daughter runs around the room and is a disruption in the classroom making teaching and learning quite dificult and unfair to the other children. Question: Can a child that is a year old and not enrolled in Heard Start come to the classroom on a DAILY basis???
